Town Board Briefing
January 4, 2017
Please note that members of the Town Board will have dinner together starting at
5:30pm.
Trustee Meyring has requested that we schedule workshop time in January to discuss
“the vision and plan for the Town of Fraser.” If there is any background material or other
ways that we can help you prepare for this dialogue, please let me know.
As you know, Grand County Ballot Question 1A was approved by the voters on
November 8, 2016. This created a new 0.3% sales tax and results in a new Open Lands
Advisory Committee which will be established to provide recommendations to the board
of County Commissioners regarding expenditures of these funds. As noted on the
included letter from Grand County, the Commissioners are requesting that each
municipality provide 2-3 nominees.
Below are four individuals who have expressed interest in serving in this capacity on
behalf of Fraser.
Ryan Barwick
Ryan has been a Grand County resident since 2009. He has lived in Tabernash since
his arrival and recently acquired a new home in Fraser. Mr. Barwick has owned MAD
Adventures Rafting since 2011 and Grand Adventures Snowmobiling since 2015. Mr.
Barwick’s snowmobiling operation maintains winter trail systems throughout the valley as
part of his Special Use Permit with the Forest Service and works with HTA on their
projects. Mr. Barwick is an avid user of Grand County’s natural offerings including
snowmobiling, cross country skiing, rafting, kayaking, and biking. Mr. Barwick holds a
BA from Loyola Marymount University in Finance and International Business and a
Master Certificate from Villanova University.
Maura McKnight
Maura has lived in the Fraser Valley since 1996 operating local businesses (Tabernash
Tavern and Rocky Mountain Catastrophic) and served as Executive Director of
Headwater Trails. Her background is rooted in the non-profit world, with a focus on
finance and accounting. She is passionate about trails and recreation, and the Fraser
Valley.
John Sevier
John, another long time Fraser Valley resident (42 years), would bring an intimate
knowledge of the economic and social benefits that trails bring to the residents and
visitors of East Grand County. John has a BS in biology/geology from the University of
Texas, and an MBA from the University of Chicago. He’s a mostly retired business
owner, founding member of HTA (and currently serving of the HTA Board), 15plus year
adopter in the adopt a trail program, and an on-staff trails specialist with Moab Trials
Mix.

Louise Powers
I’m sure you all know Louise, she’s been a Fraser Valley trails advocate from the
beginning, assisting Headwater Trails Alliance and Fraser Valley Partnership for Trails,
and other initiatives. When I spoke with her, she was on her way out of town so I didn’t
want to delay her by asking for a short bio.
I believe all of these folks would represent Fraser interests well, and don’t believe any of
them would have any conflicts of interest. I would note that Ryan is the only one who is
currently a Fraser resident/property owner.
