It is our understanding that the Borough requires additio al s~rvices to complete the environmental remediation work, prepare revisions to he cþnstruction plans, and provide construction administration services for the site imp ove~ents. With this in mind we offer the following scope of services: Construction Plan Revisions As per our recent discussions with the Borough, our offic will I revise the construction plans as follows: 1. Review the effect of the contaminated soil plume a Investigation Report 2. Revise the water and sanitary sewer alignments 3. Telephone - Verizon 2. Electric - PSE & G 3. Cable Television - Cablevision 4. Gas - PSE & G 5. Water - Middlesex Water Company The work will include contacting the utilities for services, pr paration and coordination of service applications, attending field meetings as req ired Iwith the utilities, and coordination during construction. Fuelinq Station Relocation Coordination As requested by the Borough, our office will coordinate e rdlocation of the existing fueling station at the existing DPW yard to the new site. T is will include contacting the tank and system manufacturer, planning temporary servic an~ telemetry as required, coordinating final service and telemetry within the propos d building, and coordinating the relocation of the above ground tank to the new DPW ya d. ' Bui/dinq Stakeout Work under this phase is complete at this time and include sta~ing out the building for the Contractor as requested by the Borough. The work als incl~ded preparation of cut sheets for the Contractor. Pre are Contract Documents for Remedial Action Work Plan RAWP Contract It is our understanding that the Borough desires to publicly bid the work included in the Remedial Action Work Plan prepared by our office. Wo k in this phase will include preparation of contract documents, including specification and construction plans, to publicly bid the proposed work consisting of the removal of he ekisting soil, observation of the groundwater monitoring wells, and all other relate wor~. Also, our office will provide the Borough with a final construction cost estimate f r thel remediation work. As the Department has not y t iss ed the Tidelands Grant, the work under this phase will include preparation of th ne ssary applications and paper work to obtain the interim license. ' ¡ Geotechnical Services I I Work under this phase is complete at this time and incl~ded providing on site engineering services during the over excavation of the e istin~ subgrade soils located within the building footprint to ensure that the subgrade as *ceptable for backfilling prior to construction of the building footing. I ¡ I ¡ Bid Phase Services I It is our understanding that the Borough desires to publici bid the work included in the Remedial Action Work Plan prepared by our office. Coordinate with the Borough as needed PROP\CA 500-01 9-B-06.doc @ Mayor Daniel Reiman Re: Proposal for Professional Engineering and Environmental Engineering Services for The Carteret DPW Project Contract Administration Services - RAWP September 11, 2006 Proposal No. 2006-161 HCA00500-01 Page 4 Background Our office has prepared a Remedial Action Workplan ( wlI» for areas of concern AOC-1 and AOC-3/AOC-5 at the site (September 20 6). "I The RAWP proposes excavation of contaminated soil in both areas of concern, nd b ckfilling with clean soil. Excess excavation water will be pumped to a holding t nk a d later disposed at an appropriate offsite facility. The contaminated soil will be temp rarily stockpiled onsite pending disposal at an appropriate offsite facility. Post-e cava ion soil samples will be collected to confirm that the remaining soil is in complianc with he NJDEP soil cleanup criteria. The RAW also proposes to abandon one existing well~hat will be disrupted by the excavation, and to install three additional shallow (15 feet) monitoring wells. Two post-remedial rounds of groundwater monitoring will be pe orm d, including sampling of eight onsite wells. I It is our understanding that the Borough plans to com men e thj project prior to NJDEP approval of the RAWP. The Borough will thus proceed wit the isk that modifications to the RAWP may be required pursuant to the NJDEP review. ! A contractor will be retained to perform the remediation. Th wo k in this phase includes oversight of the field activities, preparation of a remedial ac ion r port, and post-remedial groundwater monitoring. Scope of Work Task 1: Field Oversiqht Site remediation work will be performed by the remediati n c ntractor in accordance with contract documents prepared by our office. CME will cordi ate with the contractor to ensure the work is performed in accordance with the P. A licensed Subsurface Evaluator will be provided to direct the soil excavation activi es, rform dust monitoring, screen soils, and collect post-excavation soil samples. It is assu ed that the field work will be completed in a maximum of 4 work days. Post-ex avati n soil samples will be analyzed for potential contaminants in a New Jersey certifi d lab ratory. Samples from AOC-1 will be analyzed for Total Petroleum Hydrocarbo s ( PH) and semi-volatile organic compounds (PAH). Samples from AOC-3/AOC-5 ill b analyzed for lead and volatile organic compounds (VO+10). Note that soil and aste classification sampling are not included in this scope of work, but will be pe orm d by the remediation contractor. In addition, the wells will be survey located and Form A an Fo B will be completed. Note that the actual well installations are not included in t is s pe of work, but will be specified in the contract documents for the site remediatio wor to be performed by the remediation contractor. I Task 2: Remedial Action Report We will prepare a Remedial Action Report in acco dan with the Technical Requirements for Site Remediation (NJAC 7:26E-6.7). Th report will include a summary of contamination in each area of concern, a escri tion of the completed remedial activities, the results of post-excavation sampli an a comparison to the remedial goals, and a description of site restoration. A prop iate documentation for offsite transport of waste material as well as a clean fill certi catio will be included in the report. The report will include drawings delineating the e ent of soil excavation and backfill. Task 3: Groundwater Monitorinq Two (2) rounds of post-remedial groundwater samples will e col ected at approximately one-month and two-months following completion of the s il re edial action. In each round, our office will sample eight (8) onsite wells. Two 2) fi Id days per round are anticipated to collect the well samples in accordance with the JDEP Field Sampling Procedures Manual (August 2005). All samples will be eliv red to a New Jersey certified laboratory for analysis of potential contaminants. amp es from AOC-1 will be analyzed for volatile (VO+10) and semi-volatile (BN+15) or anic ompounds. Samples from AOC-3/AOC-5 will be analyzed for lead and VO+10 incl din MTBE and TBA. This task also includes offsite disposal of drummed waste w ter enerated during well purging during the two monitoring rounds. Previously gen ated waste water currently stored in drums on site will be disposed by the remediation c ntra~or in accordance with the contract documents.
