MEETING: Board of Trustees Regular Meeting

PRESENT
Board: Mayor Philip Vandernail; Mayor Pro-Tern; Eileen Waldow, Trustees; Katie
Soles, Andy Miller, Parnell Quinn and Herb Meyring
Staff: Town Manager, Jeff Durbin, Town Planner, Catherine Trotter, Finance
Manager Nat Havens, Police Chief Glen,Trainor

Mayor Vandernail called the meeting to order at 7:00 p.m.
1. Workshop: Compensation Plan Survey
Candy Siderius, Mountain States Employment Council,, presented an overview of the
results of a comprehensive compensation plan evaluation.
2. Regular Meeting: Roll Call
3. Approval of Agenda: j
Trustee Clayton Taylor moved, and Trustee Soles seconded the motion to approve the
Agenda after moving consent agenda items b and c to discussion and possible action.
Motion carried: 7-0.
4. Consent Agenda:
a) Minutes— November 2, 2016.
b) Resolution 2016-11-02 Authorizing Execution on an Intergovernmental
Agreement with Grand County regarding Street'Maintenance.
Trustee Miller moved, and Trustee Waldow seconded the motion to approve the
consent agenda with the minutes amended. Motion carried: 6-0.
5. Discussion and Possible Action Regarding:
a) Resolution 2011-11-04 Authorizing 2016 Transit Expenditures.
Trustee Soles moved, and Trustee Quinn seconded the motion to approve Resolution
2011-11-04. Motion carried: 7-0.

b) Resolution 2011-11-01 Endorsing Certain Downtown Improvement Concepts and
Directing Staff to Seek Grant Funding.
Trustee Waldow moved, and Trustee Miller seconded the motion to approve Resolution
2011-11-01. Motion carried: 7-0.
c) Resolution 2011-11-03 Adopting Town Board Governance Policies
Staff was asked to confirm that this is the final version and all edits are complete,
schedule for next meeting.
6. Public Hearing: 2017 Town of Fraser Budget
Trustee Soles moved, and Trustee Miller seconded they motion to open the Public
Hearing. Motion carried 7-0
TM Durbin and FM Havens reviewed the proposed 2017 Budget.
Jane Mather offered comment.
Trustee Soles moved, and Trustee Quinn seconded the motion to continue the Public
Hearing to December 7, 2016. Motion carried 7-0.
7. Open Forum:
None
8. Other Business:
None
9. Executive Session: To discuss the purchase, acquisition, lease, transfer, or sale or
real, personal, or other property interest under C.R.S. Section 24-6-402(4)(a).
Trustee Clayton Taylor moved, and Trustee Meyring seconded the motion to enter
executive session. Motion carried: 7-0.

Trustee Clayton Taylor moved, and Trustee Soles seconded the motion to exit
executive session. Motion carried: 7-0.
10. Executive Session: For discussion of a personnel matter under C.R.S. Section 24-6-
402(4)(f)(I) and not involving any specific employee who has requested discussion of the
matter in open session (Town Manager Evaluation).
Trustee Quinn moved, and Trustee Miller seconded the motion to enter executive
session. Motion carried: 7-0.

session. Motion carried: 7-0.
Trustee Soles moved and Trustee Clayton Taylor second the motion to adjourn. Motion carried
