HomeMy Public PortalAboutTBM 2016-12-07 FRASER BOARD OF TRUSTEES MINUTES DATE: Wednesday, December 7, 2016 MEETING: Board of Trustees Regular Meeting PLACE: Fraser Town Hall Board Room PRESENT Board: Mayor Philip Vandernail; Trustees; Katie Soles, Andy Miller, Parnell Quinn, Cody Clayton Taylor and Herb Meyring Staff: Town Manager, Jeff Durbin, Public Works Director Allen Nordin, Police Chief Glen Trainor Others: See attached list Mayor Vandernail called the meeting to order at 7:00 p.m. 1. Workshop: Headwater Trails Alliance The Board discussed projects and partnership opportunities with representatives from HTA. 2. Regular Meeting: Roll Call 3. Approval of Agenda: Trustee Miller moved, and Trustee Clayton Taylor seconded the motion to approve the Agenda after moving Resolutions 2016-12-15 and 2016-12-16 to after the Consent agenda. Motion carried: 6-0. 4. Consent Agenda: a) Minutes— November 16, 2016 and November 17, 2016 b) Directing the Town Manager to execute contracts/agreements with the following agencies and entities as provided with the 2016 Budget: 1) Resolution 2016-12-01 NWCCOG for GIS Services 2) Resolution 2016-12-02 Double Diamond Data for IT Services c) Directing the Town Manager to execute leases/licenses for Town property with the following individuals and/or entities: 1) Resolution 2016-12-03 Dale Booth, 105 Fraser Avenue 2) Resolution 2016-12-04 John Hartlauer, 400 Doc Susie Avenue 3) Resolution 2016-12-05 Cory Rees, 200 Eisenhower 4) Resolution 2016-12-06 Fraser Valley Metropolitan Recreation District, Fraser Historic Church 5) Resolution 2016-12-07 Sharky's License Agreement 6) Resolution 2016-12-08 Rendezvous License Agreement d) Naming the following Town Officials: Page 2 of 3 1) Designate Chief of Police Glen Trainor as Emergency Response Authority 2) Headwater Trails Alliance Frase Representative: Jeffrey L Durbin e) Designating the Fraser Town Hall foyer as the Town's official posting location. f) Resolution No. 2016-12-09 Renewing the Town's Three Mile Plan, as recommended by the Fraser Planning Commission and as authorized and required by Colorado State Statutes. Trustee Soles moved, and Trustee Clayton Taylor seconded the motion to approve the consent agenda. Motion carried: 6-0. 5. Resolutions 2016-12-15 and 2016-12-16: Trustee Clayton Taylor noted that the proposed Memorandums of Understanding provide a significant increase in trail funding and the Town Board should consider such investments carefully, and that the public use of the building remains an important priority. Trustee Soles moved, and Trustee Quinn seconded the motion to approve Resolutions 2016-12-15 and 2016-12-16. Motion carried: 6-0. 6. Public Hearing: 2017 Town of Fraser Budget Trustee Clayton Taylor moved, and Trustee Meyring seconded the motion to open the Public Hearing. Motion carried 6-0 The Board discussed 2017 Chamber funding. No public comment was provided. Trustee Quinn moved, and Trustee Soles seconded the motion to close the Public Hearing. Motion carried 6-0. 7. Discussion and Possible Action Regarding: a) Resolution 2016-12-10 Summarizing Revenues and Expenditures for Each Fund and Adopting the 2017 Budget b) Resolution 2016-12-11 Levying Property Taxes for the Year 2016 to Help Defray the Costs of Government for Fraser for the Budget Year 2017. c) Resolution No. 2016-12-12 Appropriating Sums of Money to Various Funds and Spending Agencies, in the Amount and for the Purpose as Set Forth Below for Fraser for the Budget Year 2017 d) Resolution No. 2016-12-13 Adopting the Police Budget for 2017 e) Resolution No. 2016-12-14 Adopting the Winter Park/Fraser Building Department Budget for 2017 Trustee Quinn moved, and Trustee Clayton Taylor seconded the motion to approve Resolutions 2016-12-10 through 14. Motion carried: 6-0. Page 3of3 h) Town Clerk Appointment TM Durbin and Mayor Vandernail recommended appointment of Antoinette McVeigh as Town Clerk. Trustee Soles moved, and Trustee Quinn seconded the motion to appoint Antoinette McVeigh as Town Clerk. Motion carried: 6-0. 8. Open Forum: None 9. Other Business: TM Durbin updated the Board on Ski Train status. 10. Executive Session: For discussion of a personnel matter under C.R.S. Section 24-6- 402(4)(f)(l) and not involving any specific employee who has requested discussion of the matter in open session (Town Manager Evaluation). Trustee Clayton Taylor moved, and Trustee Soles seconded the motion to enter executive session. Motion carried: 6-0. Enter: 7:52 p.m. Exit: 9:30 p.m. Trustee Soles moved, and Trustee Miller seconded the motion to exit executive session. Motion carried: 6-0. Trustee Miller moved and Trustee Soles second the motion to renew TM Durbin's employment agreement for 2017 with an amendment to provide 60 day notice prior to resignation. Motion carried 6-0. Trustee Miller moved and Trustee Quinn second the motion to adjourn. Motion carried 6-0.
