Commissioners present — Galen Bruer (Chair) Randy Hughes (Vice Chair), Brad Kvanbek (Secretary), Gerry Dykoff, Tom Gregor and Robin Reid. B. Also present — Carolyn Smith and Chad Adams. II. Additions to agenda. — One, Item IV A. III. Approval of last meeting's minutes. — Approved IV. Business A. City administrators report — Chad went over status of the following. 1. The agreement with the West Lutheran High School that uses the Hamel Legion Park; contract, fees ($25,000.00), schedule etc. 2. Community building, currently the Lions are approximately $85,000 Short of the construction cost. Discussed how they can take donations tax free. 3. City is looking for a full time city planner. This person will work with the Park Commission. 4. The city budget as it pertains to the commission. a) $125,000 was approved for the Sioux Drive trail/street project. $65,000 from park fund and $60,000 from road fund. b) $125,000 was approved for general trail construction. c) $15,000 was approved for boat ramp construction and $30,000 for new play -ground equipment; at Independence Beach Park. B. Park updates — None C. Wild Meadows Trail update — Nothing new. D. Park use policy — Chad presented a draft which lead to general discussion. 1. The fees we discussed were $25 for residents (including businesses located here) and $50 for nonresidents. Medina Park Commission Meeting Minutes December 17, 2003 Page 2 of 2 2. How much the Hamel Athletic Association should be involved in things such as scheduling etc.? Should they have a monopoly on concessions? 3. Application should be available on the city's website along with rules and regulations. 4. Chad will due further research as to fees and age limit that neighboring cities use. He may ask Hamel Athletic Association to be at next meeting. E. Wayzata High School wind turbines — They may also be putting in a composting site. Wind powered electric generators, in Medina, would not likely involve this commission. V. Adjourn — 8:20 p.m. Next meeting, January 21, 2004
