The Level 3 Architectural /Site Plan Review was approved subject to
the following conditions: 1) The Construction Traffic Management
Plan submitted with the application shall be reviewed and followed
during construction. 2) A revised landscape plan shall be submitted
and approved by the ARPB prior to the issuance of a Certificate of
Occupancy. 3) The property shall be regularly mowed and maintained
in a neat, safe condition prior to and during construction.
The Special Exception request was approved to allow unenclosed porch
area to exceed the permitted FAR by 255 square feet, provided that
prior to the issuance of a certificate of occupancy, the owner shall
record a deed restriction requiring that 765 square feet of front and
rear porch area shall forever remain unenclosed as long as the structure
exists.
These approvals shall expire on August 11, 2001 if a Building Permit
Application, including the aforementioned improvements, has not been
applied for.

Key Issues Considered During Review: Staying within FAR limitations, improving
appearance of former second story garage addition.
Recommendations (2 Motions):
A. Motion to approve a Level III Architectural Site Plan Review, based on a finding that the
proposed plans are consistent with applicable review standards, based on the following
conditions.
1. The Construction Traffic Management Plan submitted with the application shall be reviewed
followed during construction.
2. A revised landscape plan shall be submitted and approved by the ARPB prior to the issuance of a
Certificate of Occupancy.
3. The property shall be regularly mozi7ed and maintained in a neat, safe condition prior to and during
construction.[condition added at Toum Commission hearing)
B. Motion to approve a Special Exception to allow unenclosed porch area to exceed the
permitted FAR by 255 S.F., subject to the following conditions:
1. Prior to the issuance of a certificate of occupancy, the owner shall record a deed restriction
requiring that 765 S.F. of front and rear porch area shall forever remain unenclosed as long as
the structure exists.
Basis for Recommendation:
Existing is a partial two -story residence of no particular architectural style. Bulky additions
placed on the home over the years created many design challengers and inconsistencies with
the design manual. The existing home should be substantially improved by the converting to
GS Bermuda Style, adding a balcony area to the front of the garage addition, and removing
the board and batten siding.
Special Exception for Roof Projections
The proposed floor area exceeds Gulf Stream's FAR limitations by 255 square feet. The
owners have requested that this be approved using Section 70- 72(b), "Special Exception Floor
Area for Roof Projections."
Staff recommends approval of the special exception for the following reasons:
1) The design meets the review standards, including compatibility with the architectural
style, being less than 300 square feet over the FAR cap, and not resulting in a more massive
appearance.
2) The special exception enables a more attractive design, by mitigating the bulk of the
second story garage addition and enhancing the rear of the home.
3) Removing the unenclosed porch area would result in a less attractive design.
Code Requirements that must be met prior to issuance of a Building Permit:
1. Unless the home is connected to the private Sewer System, Health Department approval of
the septic system will be required prior to issuance of a building permit.
