Meeting -December 17, 2009 Motion Second ~ Vote Time: -T- CITY OF LYNWOOD REGULAR MEETING OF THE PERSONNEL BOARD OCTOBER 15, 2009 The regular meeting of the of the Personnel Board of the City of Lynwood was held on Thursday, October 15, 2009 at 5:00 p.m. in the Council Chambers of City Hall, 1,1330 Bullis Road, Lynwood, California. The agenda was duly posted as prescribed by the Brown Act. CALL TO ORDER The meeting was called to order at 5:04 p.m. by Vice-Chair Robinson. Roll call was taken by Alfredo J Lopez, Human Resources Director. Commissioner Attendance: Present -Robinson, Espinoza, Esparza Absent - Bradley Staff Attendance: Present - Alfredo J Lopez. PLEDGE OF ALLEGIANCE Led by Commissioner Esparza. APPROVAL OF MINUTES The motion was made by Commissioner Esparza and seconded by Commissioner Espinoza to approve the minutes of the Regular Meeting of September 17, 2009. All in favor. Motion. carried. PUBLIC ORALS -None STUDfES AN'D REPORTS Mr. Lopez distributed a copy of the Eligibility List for the position of Deputy Director of Recreation & Community Services. He then briefly provided the Board with an overview of the recruitment. process- and respectfully requested that the Board approve the eligibility list. The motion was made by Commissioner Espinoza and seconded by Commissioner Esparza to approve the Eligibility List for the position of Deputy Director of Recreation & Community Services, All in favor. Motion carried. -2- COMMISSIONER & STAFF ORALS Mr. Lopez informed the Board that today the entire City facilities. conducted an Emergency Preparedness exercise which took place at 10:15 am. Mr. Lopez stated that during the June budget hearings the Development Services Director recommended a title change for the Neighborhood Preservation Officer position. The new title is Code Enforcement Officer: There is no-salary increase nor any additional duties added to the job description. There is only a title change and he recommended and solicited the Board's conceptional support in approving the title change. All in favor. Motion carried. Mr. Lopez then provided an update to the Board about the vacant position. with the. Personnel Board. Vice-Chairperson Robinson asked who makes the final determination of who gets elected in a commission. Mr. Lopez responded that each council member appoints and/or recommends a member to a commission_ Vice-Chairperson Robinson inquired as to when the commissioner's would be receiving the certificates for attending the. Ethics training. Mr. Lopez responded that he will inquire and will provide the Board with an update at the next meeting. Vice-Chairperson Robinson inquired about the outings and recommends continuing observing how other cities' Personnel Boards operate. Mr. Lopez informed the new members that what Vice-Chairperson .Robinson. was referring to is the "Road Show". The Road Show was a way of training.. During the visits to other cities, the Board got an opportunity to actually see how other cities conduct their meetings, got an opportunity to network and a wonderful experience. The Personnel Board would meet in City Hall and use a city van to transport the members to de designated city. ITEMS TO BE AGENDIZED -None ADJOURNMENT Commissioner Esparza made the motion to adjourn, and Commissioner Espinoza seconded. All in favor. Motion carried.- The meeting adjourned at 5:27 pm. -3-
