HomeMy Public PortalAbout050-2000 - Establishes Richmond-Wayne Co Halfway House Fund (231)ORDINANCE NO. 50-2000 A SPECIAL ORDINANCE ESTABLISHING THE RICHMOND-WAYNE COUNTY HALFWAY HOUSE FUND (231) AND PROVING IN-KIND SERVICES AND PERSONNEL BENEFITS PROVIDED BY THE CITY WHEREAS, it is desirable for the City of Richmond to assist in the establishment of a halfway house within its designated jurisdiction; WHEREAS, a Memorandum of Understanding (MOA) shall be established between the Richmond-Wayne County Halfway House and the City of Richmond through its Board of Public Works and Safety; and WHEREAS, it is desirable for the City of Richmond to provide in-kind services and personnel benefits to the Richmond-Wayne County Halfway House; and WHEREAS, under Home Rule, the City of Richmond may establish a separate fund to properly segregate accounting transactions of the Richmond-Wayne County Halfway House. NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana, as follows: The City of Richmond shall provide accounting and payroll services for the Richmond-Wayne County Halfway House. The Controller is authorized to establish a fund to be known at the Halfway House Fund and to properly account for receipts and disbursements of said fund in accordance with the MOA. Funding sources for the Richmond-Wayne County Halfway House shall be secured by the organization and forwarded to the City of Richmond’s Finance Department. As defined by the MOA the Richmond-Wayne County Halfway House may voluntarily abide by the policies approved by the City if Richmond Board of Works and implemented by The City of Richmond Departments. Enforcement of said policies shall not be incumbent upon the City. Warrants issued by the Controller as requested by the Halfway House will not be verified as valid claims against the Halfway House. Expenditures from the fund shall not exceed cash on account. Employee(s) of the Richmond-Wayne County Halfway House shall be considered employees of the City of Richmond subject to funding being provided by outside sources. Said employee(s) shall be eligible for benefits such as, health coverage, life insurance, disability and retirement benefits in an amount not to exceed those benefits provided to regular full and/or part time employees of the City of Richmond. The funding for the salaries of the Richmond-Wayne County Halfway House shall come from private sources and the City of Richmond, Indiana assumes no financial responsibility or obligation for payment of said salaries should funding be unavailable for any reason. This ordinance shall take effect immediately upon passage and shall remain effective as long as there exists a valid MOA between the two entities.
