RESOLUTION NO. 01 -4033
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TEMPLE CITY APPROVING AMENDED AGREEMENT FOR
CITY SERVICES
WHEREAS, the Temple City Community Redevelopment Agency ("Agency") has
considered and approved budget for the operation of the Agency which includes compensation to
the City of Temple City ( "City ") for services and facilities provided to the Agency by the City; and
WHEREAS, the Agency entered into a formal contractual relationship to establish the
obligations of the Agency to the City; and
WHEREAS, the Agency desires to amend said amended agreement as of July 1, 2001.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
TEMPLE AS FOLLOWS:
SECTION 1. The Amended Agreement for Access to the Services and Facilities of the
City of Temple City is hereby approved and the Mayor is hereby authorized to execute such
amendment on behalf of the City.
SECTION 2. The City Council hereby finds and determines that:
A. All the services and facilities described in the Amended Agreement are directly
related to the redevelopment activity as described in Section 33020 and 33021 of
the Health and Safety Code; and
B. Such services and facilities primarily benefit the redevelopment project described
in said Amended Agreement.
SECTION 3. The City Clerk of the City of Temple City shall certify to the passage and
adoption of this resolution and the same shall thereupon take effect and be in force.

AMENDED AGREEMENT
FOR CITY SERVICES
BY AND BETWEEN
THE CITY OF TEMPLE CITY AND
TEMPLE CITY COMMUNITY REDEVELOPMENT AGENCY
The Eighth Amended to the Agreement is made and entered into as of July 1, 2001, by
and between the CITY OF TEMPLE CITY, a municipal corporation, hereinafter referred to as
"City ", and the TEMPLE CITY COMMUNITY REDEVELOPMENT AGENCY, a public body,
corporate and politic, hereinafter referred to as "Agency ".
1. RFCITAI S
This Agreement is entered into with reference to the following facts and circumstances:
1.1 Agency is undertaking certain activities pursuant to the Community
Redevelopment Law and necessary for the execution of the Redevelopment Plan
for the ROSEMEAD BOULEVARD REDEVELOPMENT PROJECT, including
activities relating to the development, improvement, or preservation of the supply
of low -and moderate - income housing.
1.2 The Agency and City entered into a First Amendment to Amended Agreement
dated June 24, 1991 providing certain modifications to said Agreement.
1.3 The Agency and .City entered into a Second Amendment to Amended Agreement
dated June 21, 1994 providing certain modifications to said Agreement.
1.4 The Agency and City entered into a Third Amendment to Amended Agreement
dated January 17, 1995 providing certain modifications to said Agreement.
1.5 The Agency and City entered into a Fourth Amended Agreement dated June 20,
1995, which amended the previous agreement in its entirety.
1.6 Pursuant to Health and Safety Code Section 33128 the Agency and City entered
into a Fifth Amended Agreement for City Services dated February 4, 1997, (the
"Agreement ").
1.7 Pursuant to Health and Safety Code Section 33128 the Agency and City entered
into a Sixth Amended Agreement for City Services dated February 16, 1999, (the
"Agreement ").
1.8 Pursuant to Health and Safety Code Section 33128 the Agency and City entered
into a Seventh Amended Agreement for City Services dated December 19, 2000,
(the "Agreement ").
1.9 The Agency and City do hereby desire to amend the prior Agreement.

2. SCOPF OF SFRVICFS
The City and Agency agree that for the purposes of the Agency, the Agency shall have
access to the services and facilities of departments and offices of the City, including but
without limitation thereto, the Management Services Department, the Community
Development Department and the Financial Services Department.
Those City officers and employees who are also appointed to positions or offices with or
related to the Agency shall perform services for the Agency in dual capacity. The City
Manager shall perform services in his capacity as City Manager, and also as Executive
Director of the Agency. The City Treasurer of the City shall perform services in this
capacity, and also as Treasurer of the Agency. The City Clerk shall perform services in
this capacity, and also as Secretary of the Agency. The Community Development
Director shall perform services in this capacity, and also as Assistant Executive Director
of the Agency, and other support services as required.
Such services performed by City officers and employees shall be in cooperation with or
under the direction of Agency staff. All such services shall be performed in accordance
with the purposes, policies, standards, steps and procedures established by the Agency
and appropriate City officials, and shall be undertaken and completed in such sequence
as to assure their expeditious completion in the light of the purpose of this Agreement.
3. COMPFNSATION
3.1 The City and Agency agree that the Agency shall compensate the City for access
to the services and facilities of the departments and offices of the City relating to
overall Agency program implementation by paying to the City a sum of money
equal to:
a. Ten Percent (10 %) of the salary and benefits of the City Manager acting as
Executive Director of the Agency; plus
b. Fifteen Percent (15 %) of the salary and benefits of the Community
Development Director acting as Assistant Executive Director of the Agency;
plus
c. Twenty -five Percent (25 %) of the salary and benefits of the Associate
Planner Senior Planner, plus
d. Fifty Percent (50 %) of the salary and benefits of the Planning Aide and /or
Interns; plus
e. Fifteen Percent (15 %) of the salary and benefits of the Secretary 14
(Community Development Department); plus
f. Ten Percent (10 %) of the salary and benefits of the City Clerk and Deputy
City Clerk; plus
g. Ten Percent (10 %) of the salary and benefits of the City Treasurer.

h. Thirty dollars ($30) per Agency member per Agency meeting up to a
maximum of four (4) meetings per month as allowed by Section 33114.5 of
the California Health & Safety Code.
3.2 The City and Agency further agree that the Agency shall compensate the City, as
necessary, for access to the services and facilities of the departments and offices
of the City relating to the development, improvement, or preservation of the supply
of low- and moderate - income housing by paying to the City a sum of money equal
to the actual cost of providing the requested services not to exceed;
a. One Hundred Percent (100 %) of all operating expenses and capital outlay
expenditures for the Community Development Department Housing
Program; plus
b. Ten Percent (10 %) of the salary and benefits of the City Manager acting as
Executive Director of the Agency; plus
c. Ten Percent (10 %) of the salary and benefits of the Community
Development Director acting as Assistant Executive Director of the Agency;
plus
d. One Hundred Percent (100 %) of the salary and benefits of the Housing
Officer; plus
e. Ten Percent (10 %) of the salary and benefits of the Secretary ft
(Community Development Department); plus
f. _ - • ' - ' . Twenty Percent (20 %) of the salary and benefits
of the Building /Housing Assistant (Community Development Department);
plus
g. Five Percent (5 %) of the salary and benefits of the City Clerk and Deputy
City Clerk; plus
h. Five Percent (5 %) of the salary and benefits of the City Treasurer /Financial
Services Director; plus
i. Ten Percent (10%) of salary and benefits of the License /Permit
Specialist.
3.3 For services provided by other City Departments and the City Attorney, the Agency
shall pay the City for the hourly rate prescribed by the City Manager which will
compensate the City for its actual direct cost of labor including pension costs and
fixed overhead for time expended on Agency projects.
3.4 No City officer or employee shall be paid extra compensation for any work
performed for the Agency unless such compensation is expressly authorized and
provided for by the City Council.

3.5 The budget and salary amounts utilized for the computation of payments shall be
the amounts approved for the fiscal year in which the Agency has access to the
services and facilities of the City.
4. METHOD OF PAYMENT
The City Manager shall prescribe a schedule of payments for the compensation owned by
the Agency to the City. The schedule may provide that compensation is paid in
installments prior to the end of the fiscal year. The schedule shall provide that all
payments are made within three months of the end of the fiscal year unless extended by
the City Manager. Interest at the rate of seven percent (7 %) per annum shall be charged
from the month in which the Agency has access to the services until compensation has
been paid.
5. rFNFRAI PROVISIONS
Date:
5.1 Nothing in this Agreement shall be construed to make any persons who are
designated in this Agreement to provide services to the Agency as Agency
employees. All such persons shall remain as City employees and the City's
personnel rules and regulations shall apply to such persons.
5.2 This agreement shall supersede and amend in its entirety the prior obligations of
the parties under that agreement for services dated December 14, 1974 and
amendments thereto.
5.3 This Agreement is entered into as of the date set forth above.
