I heard there's been debate over keeping pedestrian friendly streets (e.g. Ramona and Cal Ave). As a resident of Palo Alto, I wanted to voice a request to keep these streets car free (ideally the current area of Ramona and at least part of Cal Ave). The open air eating at local restaurants provides a European- like environment that fosters community. It also provides a place where the pace of life can slow down -walking instead of navigating traffic, seeing people instead of being isolated in a car, and overall slowingdown in an otherwise fast paced tech culture. We need your help!First,to manage night time noise (please see details in the above letter to SFO);also to address airport/FAA governance issues regarding lack of transparency and CATEX (details in letter to the FAA),and to get noise measurements and monitoring.The FAA, airports and airlines have a conflict of interest as stewards of noise assessments and sustainability;they insist on arguing they have already reduced noise significantly when they have not.In this 2022 letter to the City of Palo Alto,we raised some of the governance issues and it includes recommendations.Impact and complaint assessments must be carried out objectively,locally,and with adequate local government oversight. Oakland Airport’s growth plans,together with SJC and SFO,make noise assessments and monitoring an urgent priority.The noise measurement recommendations made by six MidPen cities confirms that there is no longer any doubt that critical information is not being produced to support communities but is urgently needed.The overwhelming amount of comments from Northern and Southern California -to both the FAA’s 2021 NES solicitation for comments and the recently concluded Noise Policy Review -also call for more local and state government action. I would just suggest that the rapid development of AVs- autonomous vehicles- may make the need for a lot of parking, especially for Fresno commuters using HSR,less pressing. Self driving shuttles may travel through neighborhoods picking up HSR commuters and bringing them to the station. Also, HSR passengers, when their train isapproaching Fresno, could use their phone to order their self-driving car to leave home and come to the station if they are not going straight home. I suggested that to the City of PaloAlto when they thought that there was not room enough for parking around the current Palo Alto Caltrain station to support a HSR station there. Self driving vans and cars are going tofigure in the amount of parking needed around HSR stations, and beyond. GM estimates that robo-taxis operated by their Cruise unit could generate $50 billion of revenue per year maybe by 2030. Tesla is counting on robo-taxi Teslas producing hugerevenues too. The last I heard, around $13 billion is needed to build HSR from Merced to Gilroy toSan Jose. Having HSR running between Bakersfield and Merced won't be of much valuewithout that connection to the Bay Area. There is really going to be heavy commuter ridership between Bakersfield and Fresno or between Merced and Hanford? Shumer made off with thebulk of the rail money in the infrastructure bill for his NE corridor. Yet, Biden now wants Congress to approve a cool $100 billion additional for Israel and Ukraine. Learn why this isimportant The following is a record of the correspondence I've had with Palo Alto's Public Works Public Services office. As you can see below from my first Email, I have a recurring problem with an aphid infestation of a Palo Alto tree that makes a mess of my driveway and my car. In response to my initial correspondence, the Public Works Services office essentially advised me on how I could take care of it myself. The tree in question belongs to Palo Alto. I think it's Palo Alto's responsibility to take care of a problem that I had no part in causing. I request that the tree be removed and replaced with one that doesn'tsuffer from aphid infestation. Some tree species, are more susceptible to aphid infestations than others. Often these infestations can be made worse by stress inducing cultural conditions such as a lack of irrigation, mineral deficiencies, or significant root damage. Pest control on city street trees is a complicated issue. The most effective control method for Aphids on landscape trees is to treat the trees with a product containing imidacloprid insecticide as the active ingredient. The city's IPM program has this active ingredient on the "do not use" list as it can be harmful to bees. Regular applications by the city to address heavy aphid infestations ceased in 2012. I understand your desire to have this issue resolved sooner than later. Unfortunately, we do notanticipate restarting these soil treatments. There are several options you can explore that may help thesituation: * Water your tree regularly and consider using a slow release fertilizer or adding soil amendments * Release of ladybugs. These beneficial insects can eat a LOT of aphids. An established population can help reduce the severity of aphid infestations. * Wash the tree with a soap solution * If the honeydew is impacting your vehicle, consider parking in a different location or using aparking "tent" * Apply for a free tree care permit and hire a private tree or pest control company to treat the tree. Hello, There is a Palo Alto tree next to my home (551 Hilbar Lane, Palo Alto) and actually on my neighbor's property at 553 Hilbar Lane that gets infested with aphids every year. The result of that infestation is that parking in my driveway results in a sticky deposit on my car. This deposit coats the car windows and the body of the car and airborne dirt sticks to the car. Within three days a clean car gets filthy and vision out of myrear window is severely impaired. I think it's unreasonable that I should have to put up with this nuisance. If the tree were sprayed for aphids one or more times per year as needed it might be a tolerable situation. Barring that, I request that the tree be removed and replaced with something that doesn't get infested with aphids. My wife and I own the Medical Dental building on the corner of Middlefield Road and Sutter Avenue in Palo Alto. Known as the Midtown Professional Building, it has provided offices for neighborhood Physicians and Dentist since the late 1950’s. Additionally, we both practiced dentistry in Suite #1 of the building for almost 40 years. My concern is regarding the loss of access to parking for residents on Elsworth Place and the suggestion that they can simply park on Sutter Avenue. It not quite so simple as Sutter is already impacted by vehicles from the residents of high density living already in the area. Over the years we have had Sutter Avenue residents trespass parking in our lot which is reserved for our patients and practioners. Telling the Elsworth Place residents that they can simply go around the corner to park is disingenuous as few spaces are available at any time of the day let alone afternoons and evenings. The issues around parking in the lot for the Midtown Professional Building will be significantly magnified by this near-sighted recommendation. I would strongly encourage the City Council and Planning Department to find a solution that allows for adequate parking on the Elsworth Place site and not increase the demand on the already dense parking on Sutter that will impact the healthcare professionals that serve the community and their patients. The result of displacement of the residents of the Elsworth Place community will be a significant negative effect on the residents and businesses on Sutter Avenue and Middlefield Road and lead to a significant quality of life issues for the many Sutter Avenue residents who already have to search for adequate parking. Biden did come back with a bill for the American taxpayers – who for decades have been forced to pay for these Israeli wars. Now Biden wants Congress to approve $14 billion for Israel to address the colossal failure of Netanyahu’s extremist coalition to protect its own citizens on the border. (Adding only $100 million for Palestinian relief). That sum of money, to be authorized without any Congressional hearings or Congressional oversight, is greater than the combined annual budgets of the FDA, OSHA, NHTSA and the section of HHS, whose missions are to reduce the loss of hundreds of thousands of preventable American fatalities in the workplace, on the highways, and in the marketplace and the hospitals. (See, the 2016 peer-reviewed study from the John Hopkins University of Medicine). Lastly, still not calling a ceasefire, Biden is disregarding his own military’s private advice against an Israeli ground invasion of Gaza as raising the risk of a larger war in the Middle East that would clearly be against the national interests of the American people and U.S. security. He could have done what President Eisenhower did in 1956, when he demanded that the Israeli, British and French attack on Egypt stop immediately. And stop, they did! After all, the U.S. has some influence over Israel, to put it mildly. The U.S. endorses all Israeli aggressions (including Israel’s admission to bombing hundreds of sites in Syria, mired in its civil war and no threat, in addition to striking Damascus International Airport). All with U.S. advanced weapons, and billions of dollars in annual aid to Israel, a prosperous military, technological and economic superpower. In fact, Israel’s social safety net is better than that of the U.S.! Biden provides total diplomatic cover in the U.S. with Washington’s automatic UN vetoes, and pressures allies to follow the party line. Moreover, Biden seems unwilling to recognize the historical origins of this conflict that now has mighty Israel occupying, colonizing, brutalizing and stealing land and water from the twenty-two percent of the original Palestine left for millions of Palestinians under Israeli daily control. Biden should take a moment in the Oval Office to read page 121 of the book “The Jewish Paradox” by Nahum Goldman (January 1, 1978), the head of the World Zionist Organization. He quotes the leading Founder of the Israeli state, David Ben-Gurion as candidly saying to him: “If I were an Arab leader, I would never sign an agreement with Israel. It is normal; we have taken their country. It is true God promised it to us, but how could that interest them? Our God is not theirs. There has been Anti-Semitism, the Nazis, Hitler, Auschwitz, but was that their fault? They see but one thing: we have come and stolen their country. Why would they accept that?” Today’s Israeli leaders refuse to demonstrate this degree of empathy. Instead, they provoke and deny the creation of a Palestinian state, envisioned by the Oslo Accords they signed in 1993, hurl the most racist epithets (“animals,” “vermin,” “snakes,”), and make sure the politicians in the U.S. Congress never utter the words “Palestinians also have a right to defend themselves” as violently subjugated victims of Israel the superpower. Many members of Congress who demand giving Israel whatever money and weaponry it wants for whatever it does, violating human rights under international law in its illegal occupations and blockade, turn around and vote against the child tax credit, worker health and safety, universal healthcare, paid family leave and daycare for Americans. Their viciousness – as with the homicidal outburst of Gen. Lindsey Graham (R-SC) against all Palestinians, and Senator Tom Cotton (R-AR) a Harvard Law graduate, saying “As far as I’m concerned, Israel can bounce the rubble in Gaza…” set new levels of depravity. A few Senators see it differently, especially Senator Bernie Sanders (D-VT) who noted “…it is no secret that Gaza has been an open-air prison” with “horrendous living conditions,” and that “children and innocent people do not deserve to be punished for the acts of Hamas.” Little known is that Israel and the U.S. fostered and funded the rise of Hamas as a religious counterpoint to the secular Palestinian Liberation Organization (PLO). It was established in 1987 following the first intifada uprising. A 2009 The Wall Street Journal article titled: “How Israel Helped to Spawn Hamas” noted: “Instead of trying to curb Gaza’s Islamists from the outset, says Mr. Cohen, Israel for years tolerated and, in some cases, encouraged them as a counterweight to the secular nationalists of the Palestine Liberation Organization and its dominant faction…” To Biden and the Congressional “howlers” for the death of civilian innocents, historical facts matter little. Hamas’ lethal attack on October 7th was preceded by far greater numbers of Israeli violent attacks over the past decades taking four hundred times the number of innocent Palestinian lives, injuries and other casualties than inflicted on innocent Israelis. Israel’s carpet bombing of Gaza will take twenty times or more lives of innocent Palestinians than those killed by Hamas on October 7th with the casualty toll of direct fatalities and the loss of life from the devastation of life-sustaining water, food, medicine, shelter and other hospital/clinic emergency infrastructure. Also conveniently forgotten is the detailed peace offer to Israel in 2002, by 22 member states of the Arab League to establish diplomatic and trade relations with a recognized Israel in return for its retreating to the 1967 borders and creation of a Palestinian two-state solution. The Israel extremists in Congress and President G.W. Bush declined even to respond to this proposal. It is incumbent on the supreme military superpower in the region to take the initiative for peace over the powerless victims under its thralldom. That country is, of course, high-tech Israel, bristling with the latest weapons and nuclear atomic bombs. Both the brave Israeli human rights groups and those courageous human rights Israelis standing shoulder to shoulder over the years striving to conduct non-violent civil disobedience at the besieged Palestinian village level, only to be dispersed by Israeli soldiers, know the real obstacle to peace. It is the plan by the right-wing Israeli parties to annex the entire Palestinian West Bank (nearly attempted under Donald Trump) and forcefully drive Palestinians into Jordan and Egypt. Joe Biden is skilled at shedding tears at memorials of grief in this country. Honorable City Council Members: Converting California Avenue to a walking street is one of the best things to happen in Palo Alto in decades! Please keep it that way. Before the pandemic, Cal Ave was a downtown area in decline. As a neighbor living in Evergreen Park, it was devastating to see this once thriving area fade. I’ve lived her long enough to know that other downtown areas in Palo Alto have collapsed or lost their mojo. The causes were varied, but clearly the rise of internet and places like Amazon put tremendous pressure on beloved stores. The stationary business, camera stores, gift shops and many others were all facing serious challenges and struggling to survive. Some didn’t. The street closure during the pandemic brought new life and vitality to the area. And when the pandemic restrictions ended and the council agreed to keep the closure for a significant period, life flooded into the downtown. People are there all the time. Those retailers who inspire passer-bys and help build community are I think thriving – and create models that provide a lifeline for retailers who are feeling threatened. For example, iTalico and Terun have helped lead the way, creating interest and traffic that benefits everyone. Third Thursday and the Farmer’s Market have worked in complimentary ways to further revitalize the area. I know some retailers attribute their struggles to lack of car traffic. In my view this is a serious misdiagnosis. For example, I am very saddened to hear that Country Sun will be closing. When I used to go there as a High School Student (yes, I went to Paly), Country Sun was a brilliant place, helping propel society into healthier food. But today, this is more mainstream – Mollie Stones down the street and Whole Foods offer competition. To think opening the street to cars will address underlying business challenges for businesses like these is naïve and nostalgic. We must not let their distress destroy the vitality that the street closure has created and threaten to revert Cal Ave to another dying downtown area. We need to move forward with the closure in a more permanent way and deal with the actual obstacles to growth and vitality. Retailers have to invest to create outdoor spaces and are understandably reluctant to do so without stability and clear rules. Don’t prevent businesses with real prospects from doing their part by reopening the road, even temporarily. There are also a number of issues that need to be worked out, for example, many retailers encroach on walking easements or the tents create a crowded feel and destroy sight lines. While important, these are relatively minor issues compared to keeping Cal Ave on a good trajectory. The community desperately needs stability of a closed road to work out norms and clarify rules. The mere threat of reopening the road is stifling growth on Cal Ave. Please make the road closure permanent. Please create the stability needed so everyone can work out how to really make it work. Please vote for Cal Ave continue as a thriving part of the Palo Alto community. Council Members, My comments of last night below. -Fred Balin Thank you Mayor Kou for your sincere and personal appeal last week to unite in common grief and to move forward with common humanity in troubled times. Now, how do we best protect the community and our open processes in the wake of the planned, coordinated, and hateful attacks that coincidentally followed; a series of gut punches to anyone who experienced it. Pre-pandemic, pre-remote public participation, on rare occasion hateful words have been spoken at this meeting. But there was an important difference: we could see who the speakers were, which was a deterrent to their returning. Both then and now, for all numbered (and lettered) agenda items, as per your written procedures: “Public comments or testimony must be related to the matter under consideration.” Therefore, the mayor should and did interrupt and shut off any speaker who, after fair warning, strayed from the agenda item. I recommend the warning and the trigger be sooner and any follow-up statement be held until the bigot is completely off-line. But in the un-numbered public comment period ­– this one –­ it is the speaker who chooses the topic and who can inject hate speech, shielded by its First Amendment protections. Staff and/or council leaving the room, facing away, or listening but not tolerating are not the best responses in my view. Because there is no First Amendment right to remote public comment. And so, I recommend that for this “open mike” public comment period only, speakers should be required to be present in the chambers. Our good citizenry who cannot attend, can write to the council directly or ask a friend to speak here on their behalf. It is a small price to pay to give pause to those who seek cover in the shadows for their hate. And to allay any fears in these chambers as well as to maintain decorum, which was breached during this public comment period last week, there should be a uniformed public safety officer present during that time. President Biden, US Senator Cory Booker, countless other leaders of countries around the world have all made statements condemning Hamas act of terrorism against Israel and Hamas missions to kill all Jews. When Stanford University allows anti-semitic groups to camp on campus and vocally support Hamas’s terrorist methods (kidnapping, killing and raping) as justifiable means to liberate Palestinians, it shows a tremendous lack of leadership at Stanford. City council members how would you feel if Stanford lets the KKK camp in tent on campus or ISIS or the Proud Boys? Allowing people’s right to protest is one thing. Dear Ed Shikada, Mayor Kou, and members of the City of Palo Alto City Council, The Ellsworth Place Residents would like to give our appreciation to the CPA Fire Fighters, the CPA Utilities emergency crew, and also to PAN for the ESV neighborhood block preparedness training program. On Wednesday, October 18, 2023, a contractor punched through the gas line on Ellsworth Place. Quick thinking from community emergency preparedness training allowed neighbors to communicate with one another while we evacuated our homes. The Engine 63 Fire Crew was able to navigate our narrow Ellsworth Place road with their firetruck, and along with the CPA Utilities emergency crew, resolved the leaking gas line efficiently. We are so grateful for everyone's training and professionalism. Seeing our emergency responders run towards the leaking gas line while we were running from it keeps things in perspective, and we are thankful to all who risk their lives to keep our neighborhoods safe.
