The'Special Meeting of the City Council was called to order by Mayor Gilbertson at 7:40 p.m. in the North Meeting Room of the City Hall, pursuant to Notice mailed to all members and in compliance with the Government Code. 2. 'ROLL CALL: Present: Councilmen - Dennis, Merritt, Tyrell, Gilbertson Absent: Councilmen - Greenberg Also Present:' City Manager Koski, City Attorney Martin, Assistant City Manager Biel Councilman Tyrell moved to excuse Councilman Greenberg for cause, seconded by Councilman Merritt and carried. RECESS TO CRA: The City Council recessed at 7:41 p.m. to meet as the Community Redevelop- ment Agency, Mr. Greenberg being absent, approved a Grant of Easement for ingress and egress purposes, approved a Grant of Easement for sanitary sewer purposes, and adjourned to an Executive Session. The minutes are set forth in full in the minutes of the Agency. RECONVENE AS CITY COUNCIL: 3. RESOLUTION NO. 75 -1478: AMENDING RESOLUTION NO. 75 -1447 Councilman Tyrell moved to adopt nunc pro tunc Resolution No. 75 -1478 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY VACATING A PORTION OF LIVE OAK STREET WESTERLY OF ROSEMEAD BOULEVARD, which resolution amends Resolution No. 75- 1447, seconded by Councilman Merritt and carried. 4. RESOLUTION NO. 75- 1469: VACATING A PORTION OF WEDGEWOOD AVENUE i Councilman Tyrell moved to:fin.d the Environmental Impact Report pre- pared for the Rosemead Boulevard Redevelopment Project Area is applic- able to the vacation of Wedgewood Avenue and no new facts have been discovered, seconded by Councilman Merritt and carried. Councilman Merritt moved to adopt Resolution No. 75 -1469 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY VACATING A PORTION OF WEDGE - WOOD STREET WESTERLY OF ROSEMEAD BOULEVARD, seconded by Councilman Tyrell and carried with the same finding. 5. ORDINANCE NO. 75 -416 - URGENCY ORDINANCE AMENDING TEMPLE CITY MUNICIPAL CODE RELATING TO PARCEL MAPS City Attorney Martin presented Ordinance No, 75 -416 AN ORDINANCE. OF THE CITY OF TEMPLE CITY ADDING ,NEW SECTION. 9518 TO THE TEMPLE CITY MUNICIPAL CODE RELATING TO THE PROCESSING OF LOT SPLITS AND PARCEL MAPS, AND PROVIDING THAT THIS ORDINANCE SHALL BECOME IMMEDIATELY EFFECTIVE by title only. Councilman Tyrell moved to waive . further reading and adopt, seconded by Councilman Dennis and carried. City Attorney Martin presented Ordinance No. 75- 416 -A AN ORDINANCE OF THE CITY OF TEMPLE CITY ADDING NEW SECTION 9518 TO THE TEMPLE CITY MUNICIPAL CODE RELATING TO THE PROCESSING OF LOT SPLITS AND PARCEL MAPS for first- reading by title only. Councilman Tyrell moved to waive further reading, seconded by Councilman Dennis and carried. 6. APPROVAL OF TENTATIVE AND FINAL PARCEL MAPNO. 6145 City Manager Koski presented background information, stating applicant, Community Redevelopment Agency, has requested to divide subject property into 5 parcels for a commercial shopping center development.located —in Parcel "B" of the Rosemead Boulevard Redevelopment Project. Using plot plan marked Exhibit "A ", Mr. Koski showed the proposed division of land, 1 Council Minutes, Special Meeting, August ll, 1975 - Page 2 Parcel 1 containing a 6 -ft. sanitary sewer easement and Parcel 4 a 15 -ft, access easement of'the•Los Angeles Flood Control District. No significant changes have taken place since certification of the Envi- ronmental Impact Report on March 28, 1974. Councilman Tyrell moved to find the Environmental Impact Report prepared for the Rosemead Boulevard Redevelopment Project area is applicable to the Tentative and Final Parcel Maps and no new facts have been discovered., seconded by Councilman Tyrell and'carried. It was moved by Councilman Dennis, seconded by Councilman Merritt and carried, that.. the Tentative Parcel Map, and Final Parcel Map for Parcel Map No. 6145, dated July 31, 1975, be approved on the grounds that the map as.proposed,: qualifies . pursuant to the City's zoning and subdivision ordinances and the Subdivision Map Act, including but not limited to, Section 66426(c). of the said Act and that the said map is consistent with the City's adopted General Plan, and each element thereof, that based upon the findings, the said tentative and final parcel map is here - by approved, 9. SEWER CONNECTION - SHERIFF'S- DEPARTMENT III0. MATTERS FROLJI CITY OFFICIALS City Manager Koski presented background information, stating the City Council awarded construction of a new sewer line flowing to Sheriff's Temple .Station; - :however, .reconnection of the Sheriff's Department to the,new'.sewer was not included.' Mitorvich, Inc., contractor for the sewer.. line, has ..submitted a proposal to reconnect the Sheriff's facil- ities.in,the amount of $3,250. Local ordinance requires formal bid for work in. excess .of.$2,000 which would require waiver of the ordinance by City Council. Councilman Tyrell moved to waive bid procedure and authorize staff to proceed .with ...the.connection.to Sheriff's facilities, seconded by Coun- cilman "Merritt and carried. 1 'A. REDEVELOPMENT OF LIVE OAK PARK City Manager Koski presented background information, stating the City Council, ..at, their .regular ` meeting-held August 5, . 1975, approved proposal of Recreation Systems', Inc.. to provide plans and specifications subject to Council . approval of individual project. Staff requests authorization to obtain Recreation Systems, Inc. services for design for parking lot at the northeastern area of the park to include necessary drainage, design_for . the-extension . of the south parking lot, and design for the irrigation system for '- .extension .into the area presently occupied by Glickman Avenue and other: areas. Councilman Tyrell..moved to.authorize staff to proceed pursuant to staff memo dated.August 8,.1975, seconded by'Councilman Dennis and carried.
