HomeMy Public PortalAbout191.6 - Housing and Community Development - General - Emergency Solutions Grant ProgramPolicy template 191.6 Subject: Emergency Solutions Grant Program Objective: Provide resources to assist those experiencing a housing crisis and/or homelessness to quickly regain stability in permanent housing. Authority: This procedure amended by City Council August 10, 2020, Item A-5. Direction: Housing and Community Development (HCD) Director under the supervision of the Chief Administrative Officer or designee. Functions: Emergency Solutions Grant (ESG) funds will be administered by the City of Orlando Housing and Community Development Department in accordance with 24 CFR Part 576. Grants will be used by non-profit organizations to provide eligible activities defined in 24 CFR 576 Subpart B. The City may assign all or a part of its ESG funds to specific programs/activities that fulfill its housing and community development goals and objectives without soliciting a Request for Applications (RFA). If there are remaining funds, the City shall distribute those funds through an RFA process. Staff develops and advertises a Request for Applications soliciting project proposals consistent with applicable federal regulations for the specific activities that are defined in the ESG program description. The City may contract with outside loan underwriters and/or other financial consultants to help devise the RFA, application forms, or other appropriate documents, and to review proposals or relevant portions thereof regarding the feasibility, creditworthiness, and economic viability of proposed projects. The ESG Advisory Committee will review the proposals and will make recommendations of the award to the Housing Director for consideration. After consideration, selected funding recommendations are forwarded to the City’s Chief Administrative Officer for review and final recommendation prior to being presented to City Council for consideration and approval as part of the City’s proposed Annual Action Plan. City Council shall approve funding agreements, which will include the amount of funding for each project and the terms of the award. The Director of the Housing and Community Development Department, or designee, approves expenditures of all grant funds following project approval by City Council. All funding activities provided through the ESG Program shall support those goals of the City of Orlando’s 5-year Consolidated Plan and Local Government Assessment Tool/Analysis of Impediments to Fair Housing. This is the City’s comprehensive strategic plan for implementation of HUD-funded programs, including CDBG, HOME, ESG and HOPWA. An Annual Action Plan represents the projects and activities undertaken each program year within the 5-Year Consolidated Plan. The City’s proposed Annual Action Plan is submitted to the U.S. Department of Housing and Urban Development for approval. The Consolidated Annual Performance and Evaluation report is an end-of-year report evaluating performance for the prior program year as it relates to the Annual Action Plan.  Forms: As developed from time to time by the Housing and Community Development Department and the City Attorney’s Office.
