HomeMy Public PortalAbout201.4 - Families, Parks and Recreation - General - Community & Youth Services Board Hearing201C&Y Services/Director 201.4SUBJECT:COMMUNITY & YOUTH SERVICES BOARD HEARING :1OBJECTIVE: Provide a means for citizen participation in the Community & Youth Services Board actions. :2AUTHORITY: This procedure amended by City Council August 23, 1993, Item 6-BBB. :3DIRECTION: Community & Youth Services Board Chairman :4METHOD OF OPERATION: Public Hearings - Purpose Public hearings will be held by the Board or by a subcommittee to respond to petitions or to inform the public of planned projects of significant impact to be developed within the Community & Youth Services Board's areas of interest. Discussion will cover, but not necessarily be limited to, matters pertaining to the Parks and Special Facilities Bureau and the Recreation Bureau. Hearing Date Hearings shall be called at a time and place designated by the Chairman of the Board or by a subcommittee chairman, or upon written request of a majority of members of the respective bodies. Advertising Notice of hearing will be appropriately advertised in a newspaper of general circulation in Orange County for a minimum of one (1) day; and notices shall be mailed, when appropriate, to property owners within a 300 foot radius of proposed projects. Notification shall take place not less than ten (10) days prior to the scheduled date of the hearing. Hearings of the Board and of all subcommittees shall be conducted according to "Roberts Rules of Order," revised, provided such rules do not conflict with this procedure. The opportunity to be heard will be given on a first call basis to a reasonable and representative number of persons who are interested, and their remarks will be given consideration by the Board or subcommittee in its deliberations. Subcommittee minutes will be submitted to Board members for consideration at the next scheduled Community & Youth Services Board meeting. Actions by the Community & Youth Services Board Community & Youth Services Board will consider the minutes of each subcommittee meeting and act on recommendations contained therein, either approving in whole, in part, or disapproving in whole, or in part, the subcommittee's recommendations. Board recommendations will be submitted to the City Council in the form of Board minutes. Appeals Action of a subcommittee or the Board may be appealed at any level up to and including City Council. :5FORMS: None. :6COMMITTEE RESPONSIBILITIES: As stated herein. :7REFERENCE: City Code, Chapter 2, Article XVI, Section 2.131 through 2.141.
