137.3 Green Buildings – Leed Silver
Certification
Objective:
To advance the environmental sustainability of Orlando by building high
performance buildings, resulting in the reduction of greenhouse gas
emissions, energy consumption, water waste, landfill materials, and
vehicles on the road, while improving indoor environmental quality and
employee health.
Authority:
This procedure adopted by City Council November 9, 2020.
Direction:
The Director of Sustainability, as an appointed official, serves at the
pleasure of the Mayor and is supervised by and receives direction from the
Chief Administrative Officer.
Functions:
1. Definitions
a. “LEED” or, “Leadership in Energy and Environmental Design,”
is a green building certification system overseen by t he U.S.
Green Building Council (USGBC).

b. “LEED Silver” is a level of certification which entails specified
prerequisite points and flexible points within designated building
performance categories, as determined by the USGBC.
2. Policy
a. All new City buildings will be designed, built, and certified to
LEED Silver or above.
b. The Chief Administrative Officer, Chief Financial Officer, Chief
Venues Officer, or their designee, have the authority to waive
this requirement.
3. General Guidelines
a. Applicable contracts shall include a provision for LEED Silver
requirements.
b. This policy applies to new contracts for building construction
solicited or entered into after the policy’s effective date.
4. Exemptions
Existing buildings undergoing renovation are not required to achieve
LEED Silver Certification.
