HomeMy Public PortalAboutMinutes_CCMeeting_10051999SPECIAL CITY COUNCIL MEETING OCT. 5, 1999 AT 7:30 P.M. PRESENT: Mayor Craig Rockwood, Councilmembers - Susan Barnes, Dave Huntsman, Brad Andersen, Dee Johnson, Clerk — Betty McKinlay VISITORS: Steve Sutton Mayor Rockwood called the meeting to order. The purpose of the special meeting is to consider the Conditional Use Permit for Steve Sutton. He is requesting to move a 14' mobile home onto his property to fix for his daughter then move it into a mobile home park. Notices were sent to the neighbors. No neighbors were in attendance at this meeting tonight. Mr. Sutton would like the permit to extend to April, but is hoping to have the work done by Dec. He will be considerate of his neighbors and not do work late into the evenings or early mornings. Debris will be disposed of at the landfill. After comments and discussion the meeting was closed. Time: 7:45 p.m. City Council Meeting was opened at 7:45 p.m. The Conditional Use Permit for Steve Sutton to move a mobile home onto his property for a short time was finalized. Councilmember Dee Johnson moved to approve the Conditional Use Permit for 120 days, subject to extension if need be. Council member Dave Huntsman amended the motion to No Occupancy. At the end of 120 days Mr. Sutton may come back to the Council to ask for an extension. The 120 days would start the day he moves the mobile home onto his property. Council member Susan Barnes seconded the motion. All were in favor. Mayor Rockwood discussed the law enforcement contract the county had sent. They are requesting a 3% increase in their fee. The increased fee is $4867.00. Mayor Rockwood said we need to give some thought as to what we will do next year when Chief Ross Johnson retires. Ross has mentioned he would like to go part time. We will still need the County police to some out. Mayor Rockwood mentioned that Paul Olsen had moved off some of the home on 17th Street so the new Walgreen's store could go in. He was wondering about moving 4 homes onto a lot here in Iona at the corner of Olsen and Owens. One of the lots is smaller and does not go along with our Code. The Council discussed this. Councilmember Dave Huntsman suggested 3 lots and Councilmembers Susan Barnes and Brad Andersen agreed. Mayor Rockwood said he would tell Mr. Olsen he will need to apply for a Variance if he buys the property and wants to divide it into 41ots. Mayor Rockwood said the District 6 meeting for Mayors and Councilmembers to discuss the area of impact will be held Oct. 13th at 7:00 here at the City Building. Mayor Rockwood gave an update on the Ashwood Acres, the Mountain Ridge development, and discussed the waterline and french drains. Councilmember Dee Johnson gave an update on the Halloween Dance. Because of the Iona Elementary School Carnival, the dance will be Oct. 30th starting at 8:30 p.m. He will have it put in the Ward Bulletins and get flyers out. Dee will ask the Rawson's to help again this year. The Newsletter was discussed. Articles for the letter will be due by the next Council Meeting, which is Oct. 20th. Councilmember Susan Barnes said we could get a used computer for the Library. Dick Johnson had called her to get her name on a list for it. They called and we can get one. The summer of 1999 will go down as one of the busiest in Iona's history. Despite all the develop- ment springing up in and around our town, we as city officials have tried hard to hold on to our roots. It is evident that Iona is in a growing phase. Many people are looking to build homes and raise their families in a safe friendly community such as Iona. I hope that no matter how large our com- munity gets we can always maintain the sense of a small close-knit commu- nity. The continued devel opment of the communit center gives us a piece o. our history we can cling to Just as a warm sprin€ wind reminds us of warm enjoyable summer month to come, the community center ties our hearts to the past and will provide many fond memories in the future. COMMUNITY CENTER UPDATE Thanks to a $25,000 CHC grant the exterior of the community center got a well -deserved face-lift this summer. The old cracked and crumbling cement was replaced with new cement steps and walkways. New handrails are being in- stalled, exterior lighting has been ordered and the landscaping will continue to be improved. The new improvements have made the building much safer and more accessible. Fu- ture plans, as funds be- come available, are to re- surface the parking lot, build a walkway around the park, and modernize the kitchen and restrooms. We appreciate everyone's efforts to restore the build- ing and hope you have en- joyed the activities that have been held there this summer. CONTINUED ON BACK • IONA'S SQUARE AND COMMUNITY CENTER GET USED .... An estimated 500 people were on hand September 13th for Iona's "Concert in the Square" featuring "The Standards" the multi award -winning, na- tionally —recognized Wil- liams Brothers from Twin Falls, Idaho. Everyone enjoyed good food, good weather and this whole- some family entertain- ment. Thanks to Mandy McKinlay, the youth or- ganizer for helping us put this event together. The concert was one of many successful events held in our park and com- munity center: During the summer, the park is used daily for Little League Baseball and Iona's Summer Youth Baseball programs for T-Ball and Pitching Machine Leagues under the direction of Paul Hanson. This summer, in addition to our "Iona Days" celebration, American Pro- motional Fireworks spon- sored a fireworks demon- stration; the Daughters of the Utah Pioneers had a picnic as well as several class and family reunions. Elementary school groups walked to the park for their end -of -year field trips. The cost of reserving is $20.00 for the north shelter and $30.00 for the south shelter. Our Com- munity Center also was used for various events: The Music Club held both their annual Breakfast and Luncheon in our building; the Forbush family hosted a community open -house for Jack and Lynne on their retirement; Debbie Saunders dancers pre- sented their dance review; Intermountain Gas Com- pany held a regional com- pany meeting and we've been home to a couple of community weddings. Re- cently a group of crafters, "Stamp N Up", presented a stamp show; and mayors and council members of cities in Bonneville County assembled to discuss com- mon problems and solu- tions. If you are interested in using the building for your upcoming wedding, anniversary celebration, Thanksgiving dinner or Christmas party, contact Betty at the City Building 523-5600. SEE BACK PAGE FOR FEES & INFORMATION PAGE IONA DAYS VOLUME I,ISSUE 2 IONA'S HISTORY MUSEUM CIVIL DEFENSE The City of Iona has dedicated a room in the south end of the lower building of the Community Center to the Daughters of the Utah Pioneers to create a history of the early Iona settlement and families. The room has been freshly painted, car- peted and outfitted with new blinds. Four dis- play cases are being cleaned and prepared for artifacts and histo- ries of our community. The goal is to fill the museum with the history of those families who settled Iona. We would like to urge anyone who has any in- formation on early Iona and its people to share it with us. Gifts of any photos or artifacts you may have would be greatly appreciated. If you prefer, interesting items could be - put on exhibit for periods of time. Contact Lois Steele at 522-3119 with any informa- _ tion you may have. NOTE: Shari Chadwick and the Idaho Falls Youth Arts Centre are currently using the Community Center to rehearse for their upcoming perform- ance of "Secret Garden" at the Colonial Theater, November 5th, 6th and 8th. Plan to attend this wonderful musical presentation. MESSAGE FROM THE MAYOR CONTINUED FROM PAGE ONE OTHER CITY PROJECTS: This summer several major improvements were made to our water system. New main lines were replaced or in- stalled which will help circulate our water, improve pressure, and better maintain fire flows. We hope you will show your appreciation for our water system (the lifeblood of our community) by conserving and pre- serving water. As we prepare to usher in a new century I hope we can all take some time to reflect on the best of the 1900's and carry those traditions and values with us into the year 2000! IONA'S CIVIL DEFENSE TEAM IS LOOKING FOR VOLUNTEERS Our Civil Defense Team has been working with the Bonneville County Sheriff's office. They stress the importance of having a group of volunteers on call to assist in the event of any natural disaster. Vol- unteers are also needed to get in- volved as block captains. The block captain would be the contact person responsible for notifying citizens in their area of any emergency. If you are interested in getting involved with lona's Civil Defense Team, contact the City Building at 523- 5600. WE NEED YOU!!
