Community Matters
Happy Veteran’s Day to all!
Fraser thanks all veterans from the Valley
and beyond for serving our nation.
In celebration of the day, the Town of Fraser
held a rededication of the monument that was
originally establioshed when Safeway was
located at the Fraser Valley Center in 1986,
over 30 years ago.
Valley veterans joined the celebration that
took place on Friday November 11, at 1:00
pm in the Cozens Ranch Open Space
between the Lions Ponds at the new flag
poles.
Fraser Valley Elementary students, under their Art instructor Shelley Madsen’s
facilitation, have painted one of our Public Works’ snow plow blades. The students
picked Abominable Snow Monster as a theme for their work. One more snow blade will
be painted by them soon.

Organizational Matters
Our buses are looking good…here’s the first of many getting ready for winter operations!
…And here is another glimpse into what our new bus stop
signage. Our Public Works staff is working on placing them
at designated bus stops throughout the community.
Don’t forget to download the RIDEHOP app onto your
smart devices and be informed on whereabouts of your bus
in real time.

Administration
I’m receiving a lot of interest regarding the Town clerk position and hope to be
interviewing soon. Apologies for any inconvenience during the transition (such as the
failure of the recording device during the last Board meeting).
Planning Commission
The Planning Commission had a special meeting on November 9, 2016, where it had a
public hearing on an Amended Final Plat and Amended As-Built Plat. The Commission
recommended approval with conditions. This agenda item will be scheduled for Town
Board in December.

The Commission members also continued their discussion on possible code changes to
foster and incentive attainable housing as discussed in the Fraser Housing Work Plan.
We will continue to explore opportunities for removing barriers to affordable housing.
The Commission is recommending approval of Fraser’s Three Mile Plan.
According to Colorado State Statutes, the Town of
Fraser needs to update the Three Mile Plan annually.
The Three Mile Plan is a long-range plan that outlines
where municipalities intend to annex property and
describes how they will ensure adequate provisions of
services within newly annexed territory and the
remainder of the existing municipality.
The Three Mile Plan is a component of the 2010 Town
of Fraser Comprehensive Plan (pages 56-58).
We would like to work on updating the Comprehensive
Plan in 2017.
Due to the holidays, the Planning Commission will
have a special meeting on December 14, 2016.
Public Works
Water:
Replacement of a fire hydrant assembly will take place at the fire station this week.
UPRR & Eisenhower Waterline project: Staff and consultants continue with design work
and bid document preparation.
Sanitary Sewer:
Processing the close-out of the 2015 I&I sewer rehabilitation project grant with DOLA.
Streets:
The staff is hauling road traction salt/sand material from county pit to town pit.
Trails:

Installation of final trail kiosk took place last week at the Lions Ponds. We also have
plans for two additional kiosks in 2017. Informational signage has been ordered and will
be mounted onto the kiosk when received.
Other Matters
The Department is working with transit partners on winter street maintenance
expectations.
The Department is also disposing of surplus items through a public sealed bid
process on 11/16.
Wastewater Treatment Plant
As we work on our renewal permit application, we are also meeting with Northern Water
to discuss the status of the Windy Gap Firming Project and related mitigation
requirements.
