PRESENT: Mayor -Craig Rockwood, Council members -Dave Huntsman, Dee Johnson, Brad Andersen, Susan Barnes, Clerk -Betty McKinlay, Treasurer -Ron Nelson VISITORS: Councilmen elect -Cliff Long & Mike Klingler; Debbie, Cody, & Zach Whitehead, Ken, Travis and Beverly Baldwin, Ross Johnson, Todd Pratt, Jean Koepplan, John Price Mayor Rockwood welcomed everyone and the Councilmen elect, Cliff Long and Mike Klingler. First order of business is the Conditional Use Permit for Travis Baldwin. He wants to use his Dad's shop for building cabinets. There will be no advertising on the building. There will be 1-2 employees. Projected time is for a minimum of 1 year, maximum of 3 years. He wants to run 3-phase power to the shop from existing power line for some of the tools. Travis has visited with the neighbors and they have no problem with it. The time limit was discussed. Ken Baldwin, Travis' father, said 3 years and he is out of there. The question of the noise was brought up, as was the hours. Travis' wife, Beverly, said to restrict his hours from 7:00 am to 6:00 pm so she can see him. Meeting was closed at 6:20 pm. COUNCIL MEETING NOV. 17, 1999 AT 6:20 P.M. The Conditional Use Permit was discussed. Council member Dave Huntsman recommended for the Conditional Use to be for one year and then review it after the one year. If there were no complaints then continue for the next year. The hours to be included in the Permit are from 7:00 am to 7:00 pm. (Subject to wife's approval). Ross Johnson was concerned about the telemetry with power equipment running. City will reserve the right to discontinue the Permit if the power tools interfere with the telemetry. Council member Dave Huntsman motioned to approve the Conditional Use Permit for one year and limit the hours to 7:00 am to 7:00 pm with the obtion to review it after one year. Council member Susan Barnes 2". All were in favor. Todd Pratt was concerned about the flooding from the ditch in his yard. His dog is standing in water all the time. Mr. Pratt lives at the corner of Olsen and Denning. The reason the flooding happens is because it is a private ditch and has not been cleaned out. Ross Johnson said the head gate is opened and left all day and it floods the City Streets. Mayor Rockwood said we'd research it and see where the easement is and talk to Progressive Irrigation. The Minutes from the last meeting were viewed and corrected. Council member Dee Johnson motioned to approve the minutes with the corrections. Council member Brad Andersen seconded. All were in favor. Council member Susan Barnes seconded. All were in favor. The Financial Report was reviewed and the Delinquent Water List was viewed. Mayor Rockwood updated the Council on the Block Grant. Terry Butikofer from ECIPDA talked to the State and we can get the Highway Enhancement as a match. It was recommended we wait until next year. Sally Price had called Council member Dave Huntsman asking about the property on the corner of Olsen and Owens, if it could be divided into thirds. Council member Dave Huntsman told her that (A) he would not be here when it is developed and (B) he could not answer for the Council. He suggested that they come to Council meeting. John Price came to see how the Council felt in dividing the property into thirds. The Council has no problem with it. The TV cable is going down the middle of the lot and the Council suggested Mr. Price call the cable company. Council Reports were given. Council member Brad Andersen mentioned that he would check with the INEEL to see if they would like to come to our Iona Days and do a Chili Cook -off and help with the Fun Run. Brad will find out more about their intentions. Renting the building was discussed. Mayor Rockwood had picked up the price list from the Colonial Arts Center and our rates are similar. Council member Dave Huntsman encouraged the City to look at vehicles in City right-of- way. Council member Susan Barnes ran the expense on the Halloween Dance. We made $228.00 on entrance fees. el% Treasurer, Ron Nelson was wondering about the holes in the street on Scoresby that the excavator left when he installed the french drain. Ron also mentioned that the Auditor would have the audit done for the Jan. meeting. The City Employee Christmas Party will be Dec. 8`h. Council meeting will begin at 6:00 that night with dinner following at 7:00. Adjourned at 7:20.
