The regular Board meeting will commence at 6:00pm with two executive sessions, both of which are expected to be completed by 7:00pm. Enclosed for consideration are two intergovernmental agreements (IGAs). First, an IGA among Grand County entities related to noxious weed management is proposed. Fraser and Grand County have been collaborating on noxious weed management for many years, and this IGA would formalize or relationship, include other entities, and formally establish the Grand County Noxious Weed Advisory Board. The second IGA relates to the Northwest Transportation Planning Regional Planning Commission. This body is involved in long range planning and funding recommendations for Colorado Department of Transportation projects and programs. Representation has been based on one county representative and one municipal representative from each county. This IGA changes that such that each county has a representative AND each municipality has a voting representative. I believe this is a very good change for Fraser and recommend approval. I would like to revisit some of the provisions of Ordinance 436 with the Board. As we’ve been working on implementation, I have concerns related to the availability of service fee. While this seems relatively straightforward, as we’ve been working on determining applicable properties, there seems to be some inequities that I would like to discuss. Additionally, as we continue our work on the housing work plan, I believe the accessory dwelling unit rates should be revisited. Finally, I’ll be asking the Town Board for authorization to expense up to $27,000 for painting the Historic Church, The Budget anticipates this expenditure, however, we anticipated $18,000 for the project based on older estimates.
