PRESENT: Mayor Craig Rockwood, Councilmembers-Susan Barnes, Dave Huntsman,
Brad Andersen, Dee Johnson, Clerk -Betty McKinlay, Treasurer -Ron Nelson.
VISITORS: Ross Johnson, Brenda, Nathan, Misty, Dallin, Justin, Chris, Christy, and
Mike Klingler, Joyce Rockwood, Christine Johnson, Angie Huntsman, Evadean and Cliff
Long, William B. and Myrna Klingler, Barbara and Angie Schreier.
Mayor, Craig Rockwood called the meeting to order and welcomed everyone. The first
item of business was to approve the minutes from the previous meetings dated Dec. 8th
and Dec. 27`h. Councilmember Dee Johnson motioned to approve the minutes and
Councilmember Dave Huntsman seconded the motion. All were in favor.
Mayor Rockwood read the State of the City Address.
Awards and presentations were given. Councilmember Dee Johnson and Dave Huntsman
are the two out -going Councilmembers. Mayor Rockwood thanked them for their service
and hard work to the Community and presented them with an Iona hat, City pin, gift
certificate and plaque. Dave Huntsman was presented ear plugs. Now that he is not on
the City Council he can't do much about the barking dogs, but he can wear the ear plugs
so he can't hear them barking. Angie was also presented ear plugs so she won't have to
listen to Dave. We might be in trouble without Dee Johnson to take care of the
mosquitoes. The Mayor presented him with a mosquito net hat. Dee said we'll have to
see if the waders fit Mike or Cliff.
Dave and Dee took a minute to thank the Council and say good-bye. They expressed
how the position has been an educational process. The Community will be very well
served with the new people coming in and those already on the Council. Dave thanked
Ron for asking him to run 17 years ago. It has been a learning experience for him. He is
pleased with the work of Mayor Rockwood...he has done a lot of behind the scenes
work.
Mayor Rockwood swore the two new Councilmembers in --- Cliff Long and Mike
Klingler. A recess was held to visit and cookies and punch were served.
The meeting reconvened at 7:00 p.m. Mayor Rockwood welcomed the two new Council
members, Mike Klingler and Cliff Long. A new Council President was elected.
Councilmember Brad Andersen nominated Council member Susan Barnes.
Councilmember Cliff Long seconded. All were in favor. A motion was needed to
approve the reappointment of Ron Nelson as Treasurer, Betty McKinlay as Clerk and
Ross Johnson as Chief of Police. Councilmember Susan Barnes motioned to approve
these reappointments and Councilmember Mike Klingler seconded. All were in favor.
Barbara Schreier voiced her concern about the ditch in front of her home. It always
floods over. She doesn't use the ditch, but would like it cleaned out and the trash hauled
off. We can't do anything about it now, but will do something in the Spring. We'll work
on it and talk to the people who use the ditch.

Councilmember Brad Andersen motioned to approve the bills for payment and the one
for Kunde for $9,000. Councilmember Susan Barnes seconded. All were in favor.
The Financial Report was viewed and discussed.
Annual Audit report was given by Farrell Steiner from Draney, Searle and Associates.
Everything looks good.
The delinquent water list was viewed and discussed. Adding a 1% interest after 60 days
was discussed. Councilmember Mike Klingler and Clerk Betty McKinlay will talk it
over with Larry Rawlins and see if it can be added in the water program.
Randy Kofoed, owner of the 6-12 EZ Mart here in Iona applied and paid for a Beer
License. The license was hand delivered to him the next day.
The Impact Area Agreement was discussed and the map viewed by the Council. A
proposal was sent to the Commissioners, but there has been no response yet.
Zoning Ordinance on the Manufactured Housing was discussed. We need to tell our
Attorney what we want changed and then advertise a Public Hearing. Councilmember
Susan Barnes motioned to consider changing the Zoning Ordinance for Manufactured
Housing and mobil home park densities and authorize a Public Hearing for Feb. 16`h.
Councilmember Cliff Long seconded. All were in favor.
Mayor Rockwood had requested some information from IBSD (Iona Bonneville Sewer
District) and this was discussed.
Councilmember Mike Klingler was asked to check on addresses that the Post Office is
recommending the City have in order to have a rural delivery or a post office box. The
Post Master is willing to come to a meeting and explain the consequences to the public if
the Council so desires.
Council reports were given. Councilmember Brad Andersen attended an Environmental
Meeting with DEQ where french drains were discussed and he is concerned about the
safety of them.
Issuing speeding tickets, especially in the school zone was discussed. What to do with
the arena was discussed. Councilmember Brad Andersen mentioned that some citizens
would like to see a swimming pool go in similar to the City of Ammon's. It is open just
in the summer and they have a contractor run it and take the liability and insurance.
Councilmember Cliff Long brought up the idea of beautifying the yard around the City
shop and maybe even making a little park. The students from Ricks College might do it
as an assignment. Councilmember Cliff Long will check with Ricks College. Also,
snowmobiles in the Park was discussed. Nine -ten year olds are racing on snowmobiles in
the park. Signs need to be posted and maybe have Ross stop them for their own safety.
Councilmember Susan Barnes discussed getting the next newsletter out shortly. Iona
Days was discussed as to maybe scaling back a little this year and then doing something
big every third or fourth year. We are getting burned out. We need a chairperson. Susan
will put an application for volunteers in the newsletter. Also, the Gem Community Team
needs a Chairperson. Councilmember Susan Barnes discussed the transportation issues.
CART is still taking 2 hours to get the kids to the Development Workshop. There was no
response to the letter Mayor Rockwood sent to CART. It was suggested we withdraw our
contribution. No action was taken at this time. Councilmember Susan Barnes asked if
any of the council would like to attend the TRIPTA meetings besides her. No one
responded.
Mayor Rockwood said we would go over the Council assignments next month.

CITY OF IONA
State of the City Address

January 19, 2000
This evening it is my pleasure to welcome you to our first meeting of a new
decade, the 2000's and depending on your perspective the first meeting of a new century
and millennium. Tonight we look back on a century just completed that for Iona has been
a time of infancy and development. One hundred years ago Iona was a community of only
17 years. Sagebrush still covered the landscape. Hard work and the thought of building a
community and providing for a family with scarcely more than your own two hands must
have been a sobering thought. But thankfully for us the pioneer spirit prevailed and Iona
grew from its infancy into a thriving community, which we are proud to call our home.
Tonight, like our ancestors before, we look forward to a new century, which I feel, will be
the brightest in Iona's future.
For the nearly half of a century that I have lived in Iona I feel I have been raised
and live in an ideal community. I could best describe my feelings by saying I grew up in a
Norman Rockwell painting. A new birth, a wedding, funeral, and sometimes even a
birthday became a community event. Everyone pulled together to celebrate, to share a
burden in time of need, or to just help each other out. As city leaders it is this spirit of
cooperation that we must work to preserve. The water and sewer systems, the streets and
parks, and the schools and churches are all very important parts of our community but
more importantly it's the lives and attitude of our citizens that give our community life.
Our community's personality and character is best defined and preserved by people
working together as friends and neighbors for the good of each other. May our legacy as
city officials best be described as one of service to the members of our community?
Tonight we will be witness to another dramatic change for Iona. It is with great
respect and humility that I thank Dee Johnson and Dave Huntsman for their many years
of community service as members of the city council. Dee has served faithfully for 16
years and Dave for 10. Their efforts have helped shape the strong community we live in
today. Their dreams have been to improve the already fine community in which we live
and they have worked hard to make their dreams come true. They have always been
honest and firm in their conviction to serve the citizens of Iona.
Tonight we also welcome two new members to our city council. Cliff Long and
Mike Klingler were both elected last November and will take office this evening. We
look forward to working with them and sharing the new ideas and perspective they will
bring to the council.
On behalf of the City I thank the members of the city council for the service they
have given to our community. I also express our appreciation to our city employees Ross,
Betty, and Ron for all of their effort and dedication this past year. Many times I'm sure
you feel your efforts go unnoticed but I assure you they are not. Many of our citizens have
expressed their appreciation. We have had a very busy year and you have all helped
shoulder the burden. We express appreciation to our citizens who have unselfishly
donated their time, talents, and resources to the community. Citizen participation is the
true test of the strength of a community. This year we hope to increase citizen
participation to an even higher level. Input from our community will be critical as we
work to finalize an impact area development agreement with the county and work to
complete and implement a new comprehensive plan.
To describe the year 1999 in a nutshell I would say that it was the busiest year I
can ever remember.
Improvements to the Community Center were far from minor. They were very
extensive and visible. The aesthetics and functionality of the exterior of our building were
greatly improved with our cement and lighting projects. Once again we thank the CHC
Foundation for their generous donation to our community. A generous donation from
Lois Steele was used to start remodeling the part of the building that was set -aside as an
Iona History Museum. This year her committee will continue their efforts to collect and
preserve histories, pictures, and other artifacts associated with the history of our
community. Improvements to the Community Center will continue as funds become
available. Paving the parking lot, remodeling the kitchen and down stairs restrooms will
be top priorities as future improvements continue.
During 1999 we experienced unprecedented growth to our city. Almost 90 acres
of new property was annexed into the City. Three new subdivisions were started adding
approximately 80 new building lots to our city. These new subdivisions complete with
water and sewer lines, asphalt streets, streetlights, and all other available utilities will also
add a first for Iona subdivisions, sidewalks. A new zoning ordinance adopted by the City
this year will set standards and bring consistency to future development in our
community.
We thank Ronnie and Susan Barnes for their generous donation of land to the City
for the development of a future park on the south end of town. One notable highlight of
our community has been our city park. We will now have the opportunity to expand this
tradition to another part of our community.
A major improvement was made to our ditch system with the replacement of the
main culvert across Iona North Road. Along with the usual maintenance of our streets the
total replacement of asphalt on Longhurst Avenue was a big improvement. A new 6-inch
water main was also installed along Longhurst Avenue to better serve the needs of the
people living in that area. The City also used Water Capital Replacement funds to install
over 1600 feet of new 10-inch water main south along Iona North Road. This new water
main was a major improvement to the water system, which serves all of the people living
on the south end of town. This year we should see the completion of a two-year water
system study, which will result in a new master water plan for our city. Effort to preserve
and improve our fine water system will always remain a top priority for Iona.
In 1999 we also saw a first for the youth of Iona as they successfully planned and
organized a very successful community event, "A Concert in the Square" featuring the
award winning musical group, "The Standards". We hope this is the first of many youth
sponsored activities for Iona.
We couldn't end an overview of last year without mentioning Y2K. Only a few
weeks ago, as we ushered in the New Year, the entire world stood by holding their breath
hoping the lights would stay on. It was a major relief to see the transition from 1999 to
2000 take place without a hitch. Our community was not without its preparation for the
big event. Our generator used to pump water without electricity was tested and retested.
The Community Center was wired for a portable generator so we could keep the building
warm in the event of a power failure. The preparations we made were not for Y2K alone
but part of our community civil defense plan and can be used in the event of any
emergency or natural disaster.
In closing I would like to express my belief that the future of our community is
bright. As elected officials we have the added responsibility of making decisions, not
always easy ones, which will affect the lives of many people. I hope that we will have the
conviction and wisdom to make decisions that will preserve the quality of life and
heritage that we enjoy as citizens of this great community. I am proud to be a member of
it.
