An ordinance passed by the voters in 2015 was a 10 year ordinance effective January 1, 2016-December 31, 2025; the funds to be used for construction and maintenance of public streets and sidewalks. The other ordinance was passed by voters in 2011 that was for 7 years, effective January 1, 2012-December 31, 2018; the funds to be used for a variety of puposes – (A) Streets, sidewalks and pathways, public transit, pedestrian crosswalks, and transportation; (B) Construction and maintenance of cultural and recreational facilities, including the McCall Municipal Golf Course and Library (C) Recreational and cultural activities including but not limited to library, community art and cultural events (D) Parks maintenance, development and beautification (E) Animal shelters such as MCPAWS (F) Direct costs to collect and enforce the tax (G) Marketing, advertising, tourism development and event promotion As a result of several meetings in an attempt to finalize an ordinance for the May 2018 ballot, to replace the one that is due to expire at the end of this year, a Special Community Meeting was held on February 7, 2018 to educate the public on the changes and to give the public a final opportunity to weigh in on the allowable uses. All the comments received at that meeting, along with the survey that was done in October of 2017, have been compiled and the attached memo summarizes the attached results. Staff will work thru the memo with Council with a recommended way forward. RECOMMENDED ACTION: Finalize the allowable uses and direct staff to develop a final ordinance to be on the May 2018 ballot. RECORD OF COUNCIL ACTION MEETING DATE ACTION February 23, 2017 Council requested Legal Opinion on the allowable uses of LOT Funds June 29, 2017 Council directed staff to get feedback from the community before moving forward October 12, 2017 Keep the survey open, have a preliminary work session at a regular meeting and then on November th 30 inviting the Local Option Tax Commission to attend. November 9, 2017 Council had some suggested changes: 10 year term, add housing, and clarify public purpose November 30, 2017 Council asked City Attorney for some clarifying language for the ordinance to reflect the results of the attorney opinion on legal disbursement of LOT Funds January 11, 2018 Council requested a public meeting to get additional feedback February 7, 2018 Council held a community conversation to educate the public and receive feedback
