PRESENT: Mayor -Craig Rockwood, Council members -Susan Barnes, Brad Andersen, Cliff Long, Mike Klingler, Treasurer -Ron Nelson, Clerk -Betty McKinlay. VISITORS: Police Chief -Ross Johnson, Roxanne & Boyd Christensen, Trent Guthrie, Dennis McArthur. Mayor Rockwood called the meeting to order and welcomed everyone. Minutes were corrected and approved. Council member, Susan Barnes moved to approve the minutes with the corrections and Council member Mike Klingler seconded. All were in favor. Trent Guthrie wants to sell shaved ice in the park again this year. He would like to set up his ice shack the last week in May and continue through June and first week in July. He would like to leave his ice chest in the shelter. The Council was in agreeance. A form will be typed up to have Mr. Guthrie sign before he sets up. A fee of $75.00 was agreed to be paid before setting up. Boyd and Roxanne Christensen own the apartments at 3587 N. Main. They want to improve the apartments and build more in the back. They were seeking approval by the Council. A drawing of the proposal was handed out. The Christensen's would have to go through the process of a variance, send letters to the neighbors, change the zoning and publish it in the paper. The Christensen's would like to put new windows in the existing apartments and beautify the landscape. The Christensen's were given the application to request a variance to fill out and return if they are interested in proceeding. Dennis McArthur was in attendance to discuss lot options. He would like to do whatever he has to put a duplex on Dayton Street between Bart Stoddard and Joe Derricott. It will have to be re -zoned to R-2. His request will need to be published in the paper and neighbors will need to be notified and a hearing will need to be held. Mr. McArthur picked up an application to proceed and will get it filled out and back to us. The Hearing will be held on June 21st Financial Report was viewed and discussed. The delinquent water list was viewed. Mayor Rockwood said that the grant for the walking path had made it through the first cut and we are just waiting to hear. Mayor also mentioned that we still need to wrap up the Master Water Study. Part of the study included a $5,000 grant from the State. The Mayor asked Treasurer, Ron Nelson if we had received the partial payment that had been summitted. Ron said no. The bills were viewed and approved. Council member Susan Barnes motioned to approve the bills and Council member Cliff Long seconded. All were in favor. Council member Mike Klingler discussed the letter he is sending to citizens about having rural mail delivery from the Iona Post Office. The letter will go out this next week. Mike also discussed the mosquito abatement chemicals and how to use it. Mayor Rockwood suggested he get a hold of Dee Johnson, past council member, and see if he would help. Mike also discussed the new colored city logo for the web site. Council member Susan Barnes discussed the newsletter which is being mailed out. Iona Days will be covered in the newsletter. Putting the new logo on envelopes, hats, T-shirts and a flag was discussed. Council member Brad Andersen asked if the Civil Defense Committee was still having meetings. Mayor Rockwood said he would call Linda Evenson and see if she still wants to head the committee. Council member Andersen asked about the City putting some sand underneath the swings, slide and carousel for the kids. He also noticed the metal plate in the log by the basketball court is pulled out and could be a hazard. Council member Andersen also mentioned that Roger Andersen was wondering if the Council had made any decision on the building inspector. Mayor Rockwood handed out the current agreement with the County. We can get out of the agreement with the county, but do we really want to. There is growth in our City right now, but we may not have growth later on. We may not be able to get back into the agreement. Ammon and Ucon tried it with a building inspector and went back with the county. The delinquent water billing process was discussed. The fellow who wanted the posts in the arena has taken them out now. We can get going on the ground. The Committee is coming up with a master plan and Mayor Rockwood discussed some of the thoughts the Committee had. Mayor Rockwood thanked Council member Susan Barnes for doing the Newsletter. The sprinkler system was discussed. It was noted that several major repairs are needed. Mayor Rockwood mentioned that Steve Heaton wants to build on his Dad's property at the end of Hansen Ave. and to be annexed into Iona. Mayor mentioned that he will need to come before the Council with this proposal. Relocating the compound was discussed. The trailer house that Steven Sutton was working on at his home has been moved out of the City. Council member Brad Andersen moved to adjourn. DAYS IN JULY IONA PARK COMMITTEE Council member Cliff Long has agreed to chair the Iona Park Committee to discuss options for development and improvement of the City Park. The first meeting was held on April 26th at the Community Center. The City believes our Iona Park, fondly known as "The Square" is an important part of our community and the committee's goal is to provide the City with a master plan for the continued de- velopment and improvement of our park. This will not only protect the heritage and personality, but will also serve as a blueprint for the continued maintenance and future development of the facil- ity. Our resources are limited so we will be exploring ways to raise additional funds or donated la- bor and materials. items up for discussion include walking paths, construction or remodeling of rest - room facilities, replacement of sprinkler system, adding a picnic shelter and relocating the City com- pound. Box 487 Iona, Idaho 83427 May 18, 2000 TOPIC: RURAL MAIL DELIVERY FROM THE IONA POST OFFICE ERIC SENEFF 4523 RIRIE HWY IDAHO FALLS, ID 83401 Dear Iona Area Resident, Phone: (208) 523-5600 Fax: (208) 535-0087 The City of Iona is currently looking at the feasibility of having rural mail delivery made available from the Iona Post Office. Rural rfalivery if desired, would bo made available to the .o_idcot^ ^f tho.ri±y',nor?.?.nr_t to surrounding area residents. Why are we doing this? 1) To maintain our community Identity: An important part of maintaining a community identity is providing all residents with addresses reflecting the community in which they live. Currently however, many residents in and near the city of Iona have Idaho Falls addresses. The Idaho Falls Post Office has extended delivery routes into these areas because the Iona Post Office currently does not provide rural delivery. 2) To secure our local post office: We feel the expansion of the Idaho Falls postal delivery routes into the City of Iona and the surrounding "area of impact' presents a very real threat to the longevity of our local post office. We feel having a post office in the city of Iona is important to all of us who live here. Losing our local post office would mean driving to the Idaho Falls Post Office on 4'h Street to buy stamps, to pick up a package or to mail a letter. The services provided to our community by our Post Office are too important to lose. 3) To extend local lona postal services and addresses to a greater number of people. By providingrural mail delivery from the Iona Post Office, individuals near the city who currently receive service from Idaho Falls and have Idaho Falls addresses, would be changed to receive mail delivery from the Iona Post Office and would be given Iona addresses. These individuals would no longer have to drive to Idaho Falls to pick up a package that would not fit in their box. They would instead pickup the package in Iona.
