SUMMARY STATEMENT:
The Council approved the renewal of the City’s account with the Idaho Bureau of Federal Surplus Property at their March 8, 2018 Council Meeting. It has been identified that it would
be beneficial to the operations of the City for the City Manager and Department Heads to be designated as representatives to:
A. Represent the City of McCall as its authorized agent; and
B. Acquire Federal surplus property on behalf of the City of McCall; and
C. Obligate necessary City of McCall funds for this purpose; and
D. Execute Distribution Documents binding the City of McCall to the terms, conditions, reservations, and restrictions applying to Property obtained through its agency.
Department Heads would of course be bound by their adopted budgets and Council would approve the purchases through the warrant register process. If every purchase on the Federal Surplus
had to come through the contract approval process at a Council Meeting, there would be many missed opportunities to acquire necessary equipment at an affordable price. The Bureau of
Federal Surplus Property Authorized Representatives form is attached.
RECOMMENDED ACTION:
Approve designate the City Manager and Department Heads to represent the City to purchase items from Federal Surplus personal property and authorize the Mayor to sign all necessary documents.
