(Resolution 16-15 is attached) Revenue generated from this fee is to be used for the ongoing maintenance of the Mill Road Parking Lot. Since the resolution was passed the Parks Department has collected the fees on a weekly basis and the McCall Police Department has patroled and enforced the ordinance. Fee collections for FY16 (July and August) were $660 and for FY17 were $1928 and have been applied as revenue to offest the maintenance cost associated with the landscaped areas and janitorial needs of the public restroom in that lot. History of Fee Waivers at Mill Street Parking Lot: In 2016, the ordinance was put into full force on July 01. Prior to its adoption we had significant feedback from the Mill Harbor Yacht Club that the overnight fees would be devestating to their regatta event. Dennis Coyle (retired Parks and Recreation Director) recognized the concern and communicated that the department would be interested in co-sponsoring the event and in exchange for the sponsorship would waive overnight fees for participants. In 2017, we approached Mill Harbor Yacth Club and explained that in an effort to avoid setting a precedence the department only waives fees for events that are co-sponsored or sponsored in full by the City of McCall. The Sail Boat Regetta event fits within our mission statement and we offered to waive fees if they would be willing to partner with the Recreation Department on the event and add us as a sponsor/promoter which they agreed to do. In 2017 they had nine participants and of the agreed upon amount of fifteen fee waiver slips signed by the City Manager they only used 3-5 for the event. Also attaced are the signage and emails from Mike Daly and Andy Edgin of the Mill Harbor Yacht Club – Regatta.  RECOMMENDED ACTION: Discuss and identify City Council’s thoughts regrading guidelines for fee waivers as it relates to the Mill Street Parking Area.  RECORD OF COUNCIL ACTION  MEETING DATE ACTION
