HomeMy Public PortalAbout019-2014 - Authorizing funds - local match - construction inspection services - Starr-Gennett and Veteran's Park areaRICHMOND REDEVELOPMENT COMMISSION RESOLUTION NO. 19 -2014 A RESOLUTION AUTHORIZING THE EXPENDITURE OF FUNDS ( "LOCAL MATCH FOR CONSTRUCTION INSPECTION SERVICES FOR THE REDEVELOPMENT PROJECT IN STARR - GENNETT AREA AND VETERAN'S PARK ") WHEREAS, the City of Richmond Redevelopment Commission (hereinafter "Commission ") has previously adopted a Declaratory Resolution, which has been amended, thereby establishing a Redevelopment Plan by which certain projects may be funded with excess Tax Increment Financing ( "TIF ") revenue; and WHEREAS, pursuant to I.C. 36- 7 -14 -39 such excess revenues may be used for the purposes described therein, and WHEREAS, pursuant to the above actions, the amended project list includes improvements to Whitewater Valley Gorge and Starr - Gennett Area; and WHEREAS, the City of Richmond was awarded a $3,000,000 Line Item Appropriations Grant being administered by the Indiana Department of Transportation; and WHEREAS, the INDOT grant requires local matching funds of 20% of the total project costs; and WHEREAS, the City of Richmond wishes to move forward with bidding of the project which first requires commitment of funds for construction inspection services. NOW, THEREFORE, BE IT RESOLVED by the Richmond Redevelopment Commission, that such Commission hereby approves and agrees to reimburse the City of Richmond and /or pay for necessary expenditures incurred for 20% of the costs for construction inspection services for the redevelopment of the Starr - Gennett Area and Veteran's Park. Such funding shall be paid from excess TIF revenues received during the year 2014 and placed into the allocation fund, all of which is allowed pursuant to the TIF Redevelopment Plan of 1989, as amended, previously adopted by the Commission. BE IT FURTHER RESOLVED that the above reimbursement and /or expenditures shall not exceed $60,000 or the allowable excess amount following the Resolution 19 -2014 retention of all necessary funds for the reserve regarding the 2014 payments for Bond principal and interest payments. Project Details Purpose (Explain the project and attach drawings or plans if applicable): This funding request is for 20% matching funds jur the construction inspection services for the Starr - Gennett / Veteran's Park Redevelopment Project. (renderings are attached). The construction component of the project (to be bid hip INDOT) includes: Starr - Gennett Area Water — Potable water lines for restroom Sewer — Connection lines from main line on South 2,o to resirooms. Restroom — Construction of large restroom neon- the Gennett Building. Preferahly green and waterless. Smoke Stack stabilization — The upper most section of the smokestack is deteriorating and needs to be removed. A new top rim and .snrokestac,k stabilized as needed. Parking Lot— Paving of two parking lots and a roundabout at the end of South Lsi Street. Iron Gates — on the Vaults and Gennett Building. Iron gates as window covering -for the Gennett Building. Sidewalk — Concrete sidewalk on the east side of South 1.,t Street, from the proposed round- about to Rt. 40 Bridge. Brush clearance —from the flood wall to the river. Veteran's Park Area Street Lighting - Installation of street lighting to match the southern area. Sewer — Connection lines from the main line to the restroom. Parking Lot — Paving of a parking lot. Restroom — green and waterless Building — S, 000 sq. ft. - to house educational displays Is the Project within the TIF or CTP District? This is also a key link to the Stellar Communities Project and other long range planning efforts.
