PRESENT: Mayor — Craig Rockwood, Council members — Susan Barnes, Cliff Long, Brad Andersen, Mike Klingler, Treasurer — Ron Nelson, Clerk — Betty McKinlay. VISITORS: Wayne, Barbara, Heather, & Steve Heaton, Gary, Angie & Mary French, Edna Gerard. Mayor Rockwood welcomed everyone out and called the meeting to order. The Public Hearing was held in regards to some property of Wayne Heaton's that he would like annexed into the City. Mayor Rockwood showed the map of Iona and where the property lies that is being considered for annexation. The request is to annex approximately 5 acres of his property at the west end of Hansen Avenue down to Iona Road. The Council was given a map that showed the area. The Hearing was advertised in the paper, notices sent to people around this area and notices posted. Questions and comments followed. Council member Cliff Long was asked how wide the lot was. It is 85' on the west side and 100' on the south. Edna Gerard asked how many homes would be built? The request is for one home to be built and a private driveway. Council member Brad Andersen asked about the access to the home. Two options are available. There is a dispute between who owns a small portion of the land, Heaton's or French's. The Deed shows that Heaton's own it. A house was built there before French's time and never surveyed or marked out. They are working that out and the City has nothing to do with it. French's are just a little concerned that it will be approved before the dispute is dissolved. The annexation of this property will have nothing to do with their dispute. It will just bring the property into the City. Utilities were discussed. If the utilities come from the Hansen Ave. side we would have to extend 175-200' of 6" line. There is a 2" line there and it would have to be upgraded to a 6" line which Heaton's would pay a portion of that extension. French's and Nield's would just be hooked up to the 6" line. If utilities come in from the other way the Cities main line would have to be extended. Edna Gerard asked about the right-of-way. There would be no right-of-way just a driveway. The developer would have to build a road if the property is developed further. The property being considered is just for one home. Mayor Rockwood explained that the City is working with the County to make the growth in Iona happen in an orderly way from the inside out instead of the outside in. Edna Gerard was concerned about future homes coming in if we would need another well. Mayor Rockwood said that if the City continues to grow we would need another well and we would collect from the developers for the well. Council member Cliff Long had a question on the sewer and water and if the City would cover the expenses. Mayor Rockwood said that the City would pick up some of the cost if an oversized line is required. Part of the original plan was to replace the line on Hansen with a 6" line. When they got doing the project they were running short on money and that was one of the pieces they cut out. When Nield's built their home they put in a 2" water line and French's hooked onto that. It may have helped the water pressure a little, but ets probably not much. A long range plan of the City is to someday, whether or not some one moves back there, is to replace that line with our own specifications. So, it would be the City's responsibility to pay for part of that extension if we go down Hansen Ave. If they go down Iona road it would be at Heaton's expense. It would probably be about $3000 or $4000 to put the line in along Hansen Ave. and the City would be responsible for some of that. The sewer line goes by both places and they would have to determine if they can get the grade that they need to hook on. IBSD Code reads that if you are more than 300' from a main line then you don't have to hook on. The ideal situation is to hook on. We have several homes in the City that are not hooked on, but fortunately as the development is taking place and the trunk lines are extended they have been able to hook on. Mr. Heaton said it would only be a matter of time before more of his property is developed and they will need to hook onto the sewer. Mayor Rockwood said there is not a lot the City can do to help the Heaton's and the French's come to an agreement other than offer technical advise and support. If we come through on Hansen there would be an additional driveway there but would get the water line upgraded. Mr. Heaton said they are open to any proposals. Mayor Rockwood said if they wanted the City to serve as a mediator we would. Mrs. French said they appreciated it, they just wanted the City to be aware of the dispute. Mayor Rockwood explained that growth is coming and changes will be made. We will all be affected. Mr. Heaton mentioned that we are the last bedroom community around Idaho Falls. Mayor Rockwood mentioned that we have the best of both worlds here in Iona. We are close enough to Idaho Falls that we can depend on them to provide all the commercial things that we need to get by, and we live far enough away to still enjoy peace and quite. We live far enough away that we will probably not see big commercial development. Hopefully we can remain a bedroom community. No other comments were made. Public Hearing was closed at 7:10 p.m. CITY COUNCIL MEETING The annexation of the property of Wayne Heaton's was opened for discussion before the Council. Council member Cliff Long motioned to approve the Annexation of the Property which is called The Carvel Schwieder Addition Development #1. Council member Brad Andersen seconded the motion. Council member Cliff Long also motioned to wave the 3 readings. Roll call was taken as follows: Aye: Council member Susan Barnes Council member Cliff Long Council member Brad Andersen Council member Mike Klingler Nay: None Motion carried. Mayor Rockwood called for a motion to establish the initial zoning on the property. Council member Susan Barnes motioned to establish the initial zoning to R1 single family residential which is consistent with the surrounding property. Council member Mike Klingler second. Mayor mentioned at a later date when the Heaton's decide which direction they are going to request services on the utilities, we will need to work out an agreement on the extension of the water lines and how that will happen. Then the Council will need to clear it. Council member Susan Barnes motioned to allow the Mayor to authorize a water line extension and agreement with the Heaton's is needed. Council member Brad Andersen seconded. All were in favor. Underground utilities were discussed. Mayor asked for a motion to allow council to negotiate when the time comes. Motion was made by Council member Brad Andersen and seconded by Council member Mike Klingler. All were in favor. There was a fire up by the water tank on the hill today. It was mentioned that there are 32 fires between here and Pocatello. It has been hot and dry this year. Ewing's and McCowan's are moving out of their homes and they have apartment rentals in their homes. Council member Cliff Long will draft a letter about the Zoning R1 regulations so the people buying the homes will be familiar with the Zoning.
