AN ORDINANCE TO APPR6kIATE WITHIN THE POLICE DEPARTMENT BUDGET THE SUM
OF THREE THOUSAND FIVE HUNDRED DOLLARS ($3,500.00) FROM L-1 (1-11-111)
PAYROLLS, "SERVICES PERSONAL TO L-28 (7-72-722) MOTOR EQUIPMENT,
"PROPERTIES".
WHEREAS, a request has been made by the Police Department of Richmond,
Indiana, to transfer the sum of $3,500.00 from L-1 (1-11-111) Payrolls,
"Services Personal" to L-28 (7-72-722) Motor Equipment, "Properties", and
WHEREAS, the Board of Public Works and Safety of the City of Richmond,
Indiana, after careful study and consideration approved that an ordinance
be prepared for Common Council's consideration to make the above transfer
of funds, and
WHEREAS, certain extraordinary emergencies have developed since the adoption
of the existing annual budget so that it is now necessary to appropriate
more money for the various functions of the City Government than was
appropriated in the annual budget.
NOW THEREFORE, BE IT ORDAINED BY THE Common Council of the City of Richmond,
Indiana.
SECTION 1. That for the expenses of the City Government and its institu-
tions:for the year ending December 31, 1969 the following money is hereby
appropriated and set apart out of the fund named for the purpose specified.
Said 'sum being subject to all laws governing the same. Such amount appro-
priated shall be held to include all expenditures authorized to be made
during the year, unless expressly stipulated by law.
SECTION 2. That for the fiscal period there is hereby appropriated from
the Police Department Budget to meet the extraordinary emergency declared
to exist.

SECTION 3;WHEREAS, it has been shown that certain existing appropriations
now htaVe".unobligated,:balances which will not be used for the purpose appro-
prieted.
IT IS''THEREFORE ORDAINED by the Common Council of the City of Richmond,
Indiana', that such unnecessary existing appropriations be now reduced in
amouk-as follows: and the same is appropriated to the above named item.

SECTION 4. An extraordinary emergency exists for the above appropriation.
SECTION'5. This ordinance shall be in full force and effect from and after
