HomeMy Public PortalAbout2009.220 (11-17-09)RESOLUTION NO. 2009.220 A RESOLUTION OF THE CITY OF LYNWOOD VOIDING THE APPROVAL OF THE AGREEMENT WITH SOUTHERN CALIFORNIA ALCOHOL AND DRUG PROGRAMS INC., AUTHORIZING THE CITY MANAGER OF THE CITY OF LYNWOOD TO ENTER INTO AN AGREEMENT WITH BEYOND SHELTER TO ADMINISTER THE CITY'S HOMELESSNESS PREVENTION AND RAPID RE-HOUSING PROGRAM WHEREAS, The City's Five Year Consolidated Plan states that the City intends to end chronic homelessness by 2012; WHEREAS, Due to the significant need, Lynwood was allocated $646,575 in funds from the U.S. Department of Housing and Urban Development (HUD) to administer a Program designed to assist those renters who are in danger of .becoming homeless and/or those persons who are in temporary housing; WHEREAS, On July 29, 2009, the City issued a Request for Proposals to Administer the City's Homelessness Prevention and Rapid Re-housing .Program (HPRP); WHEREAS;'On August 20, 2009, the City received three timely responses to its Request for Proposal;. . - ~ ~ ~ _ WHEREAS, Southern California Alcohol and Drug Programs, Inc. (SCADP) provided a Response which received the highest ranking but elected to decline a contract with the City of Lynwood; WHEREAS, Beyond Shelter submitted a proposal which received the second highest ranking and based upon the criteria set, is imminently qualified to administer the City's HPRP; " j, WHEREAS, Beyond Shelter is willing to advance the funds necessary to begin the implementation of the program until such time as the Federal Government approves an advance; NOW, THEREFORE, THE CITY OF LYNWOOD HEREBY .RESOLVES AS FOLLOWS: Section 1. That the City Council accepts the request by SCADP to terminate the agreement to administer the City's Homelessness Prevention and Rapid Rehousing Program. Section 2. That the City of Lynwood authorizes the City Manager of the City of Lynwood to enter into an agreement with Beyond Shelter in a form approved by the City Attorney, to administer the City's Homelessness Prevention and Rapid Re-housing Program. Section 3. That the City of Lynwood appropriates $310,000 from General Fund Balance account .number 1011.40.145 to HPRP fund account number 3561.70.833. These funds are reimbursable to the City by.the grant provided by HUD. Section 4. That this Resolution shall go into effect immediately upon its adoption.
