Enclosed please find copy of letter dated February 23, 2000 regarding the residential solid waste
transfer station (Keyland Property). The Village is now responsible for paying the $2,130.00 per
month of rental costs for the property currently being used for the Transfer Station. Please
retroactively adjust this amount back to January 1, 2000 in the BFI monthly bills. Thank you.

RE: Payments to Key Land Company for Property Rental for Residential
Transfer Station
Dear Mr. Kissinger:
This letter is to request reimbursement in the amount of $2,130 per month
for our rental costs for the property currently used for the residential transfer
station.
When we were negotiating our residential collection contract we were asked
to back out the fee associated with the rental of the transfer station property
because the Village is planning to buy the property as a site for the new
Village Hall.
When the new contract went into effect on January 1, 2000, the fee to the
residents excluded the rental of that property and BFI no longer paid the
rental fee to Key Land Company.
On January 21, 2000 I received a call from Key Land asking why we
stopped paying the rental fee. That call precipitated this request for
reimbursement.
We must pay Key Land $2,130 per month. We are requesting that the
Village reimburse us for that cost since it is not included in the residential
fee. I will invoice the Village each month for this item, and this invoice will
be separate from the residential monthly invoice.

If you will be so kind as to notify me once the Village has completed the
purchase of the property, I will stop sending the monthly invoice. Attached
please find the invoice for January and February 2000. I have also included
a copy of one of our payments to Key Land from 1999 as backup.

Here is Attachment "A" and IV -C. Our proposed monthly rate for Option 1 is $18.69.
The cost to rent the roll -off site is $2,000 per month. $2,000 divided by 1,316 (total
households in the Village) is $1.52. $18.69 minus $1.52 is $17.17. That would be
the cost per household if we do not have to pay to rent the site.

Dear Mr. Kissinger:
Regarding our meeting of July 28, 1999, please be advised that if the Village
were to go to quarterly (4 times per year) bulk waste collection, the cost
would be $1 .66 per household per month. If the Village were to go to semi
annually (2 times per year) bulk waste collection, the cost would be $1.81
per household per month. The total amount of material will not change, the
cost to collect changes slightly. The more material that must be collected at
one time, increases the number of trips to disposal sites and the time to load
the trucks.
Regarding the possible discontinuation of the $2000.00 monthly rent for the
mini trash station: If we no longer had to pay this rent, the $2000 divided
by 1,316 (the most recent number of single family homes) would result in at
$1.52 per household per month savings.
Regarding the possible savings for a longer contract, after much
consideration we do not feel comfortable trying to predict the state of the
industry or vehicles or disposal costs past the term of this contract, therefore
we are unable to provide any savings due to an initially longer contract.
