PRESENT: Mayor -Craig Rockwood, Council members -Susan Barnes, Dave Huntsman,
Brad Anderson. (Council member Dee Johnson was excused) Treasurer -Ron Nelson,
Clerk -Betty McKinlay.
Mayor Rockwood welcomed the Council. The Gardner's and Smith's who were at the
last Council meeting asking to put a duplex up behind the 6-12 Store have decided not to
do it. Jack Forbush, owner of the 6-12 Store wants to replat his property into 4 parcels.
He has a survey taking place and will have it for the next council meeting.
The Council will need to decide on how much density will be allowed.
Brad Anderson mentioned that some citizens were concerned about the trailer on Polk's
property that is not moved. Mayor Rockwood mentioned that Dale Storer has written a
letter allowing the Polk's 10 days. This will be Monday, Oct. 12tn

SPECIAL TAX LEVY MEETING OCT. 7, 1998 AT 7:00 P.M.
PRESENT: Mayor -Craig Rockwood, Council members -Susan Barnes, Brad Anderson,
Dave Huntsman, (Council member Dee Johnson was excused), Treasurer -Ron Nelson,
Clerk -Betty McKinlay, Police Chief -Ross Johnson.
VISITORS: Dee Armstrong, Herb & Darlene Wilde, Lynn Morgan, Clip Holverson,
Terry & Kathy McNamara, Helen & Bill Krantz, Angie Huntsman, Devere & Karen
Hansen, Brenda & Mike Klingler, Hubert Rockwood, Glade Bean, Bill Longhurst, Ron
Olsen.
Mayor Rockwood welcomed everyone and thanked the citizens for coming to the
meeting. He introduced the Council, Ross, Betty and Ron.
Mayor Rockwood then proceded to explain the reason for the special tax levy meeting.
He said the only way to fund the City is through property tax. He showed charts. Iona
has one of the lowest tax levy rates in Idaho. (Maybe one of the lowest in the U. S.). We
are very conservative and stretch our budget. Finding the funds is a problem. We are
proposing to raise it to .004.
There is concern for our law enforcement when Ross retires. Drainage ditches need to be
improved. The Mayor explained that most of the things done in the building have been
through grants. The Park needs some improvements. We need somewhere to put the
trucks etc. If approved in the Nov. election it will take affect next year.
Council member Brad Anderson mentioned that this Tax money would go toward
improvements in our City. Council member Dave Huntsman mentioned that some funds
come from the Highway taxes and etc. The water money that comes in stays in the water
fund. He mentioned that if they support the tax maybe they could help the Council sell it
to the Community.
The meeting was then opened up for comments and questions. Dee Armstrong
commended the Council on the job they are doing running our City. He pledged his
support to the Council.
Bill Krantz suggested putting a list together of what we needed the money for so people
would know where the money is going. Mayor Rockwood mentioned that we would
have a list for our next meeting.
Bill Longhurst mentioned to the citizens that they should thank the Council. He said
money has been scarce and if we don't advance we will have the wrong type of people
living here with us.
Glade Bean mentioned getting things now and not go through this every year. Council
member Dave Huntsman explained what we were allowed to use in our Community and

some of the projects the Council has in mind, such as sidewalks, drainage, new rest
rooms in the Park etc. Brenda Klingler asked if there was any other way to get the
money instead of raising the property tax. Mayor Rockwood explained that there was not
another way to do it.
Council member Brad Anderson suggested the citizens voicing their opinion as to what
they want done. Dever Hansen mentioned sidewalks for our kids to walk on to school
should be on the top of the list.
Mayor Rockwood said he and the Council would be happy to answer any questions
before our next meeting which would be Oct. 21st. The Levy would be voted on Nov. 3Ta
Meeting was closed at 8:10 p.m.
The Council stayed longer to discuss putting a "wish" list together for the next meeting.
Also to have a "doom" list. For instance, if we don't get the money we won't have a
grand stand or bathrooms in the Park, etc. We won't be able to maintain if we don't have
the money.
Mayor Rockwood discussed the bill from the County for the roads. The County has
knocked some off the bill.
Council member Susan Barnes moved to adjourn the meeting. Time: 8:50 p.m.

The Iona City Council has called for a special election to be held in conjunction
with this year's general election in November. The election is a request for the citizens of
Iona to approve an increase to the City's general tax levy.
Iona's current levy rate of .0013 is one of the lowest in the State. The proposed
increase of .0027 would still keep Iona's tax rate well below the state average and when
compared to many other local cities, Iona would continue to be one of the most fiscally
conservative. The proposed increase would cost the average homeowner in Iona
approximately $5 per month in additional property tax.
The chart printed on the back of this letter shows how Iona's levy rate compares
to other local cities.
Current annual property tax revenue of only $20,000 makes it almost impossible
for the city to maintain and offer even the basic services needed for our community.
Additional funds are needed, not only to provide for the ongoing operation and upkeep of
the city, but also to pay for the pending increase of law enforcement and insurance costs
for our community. Additional funds are needed to maintain and improve streets, parks,
sidewalks, to correct drainage problems, community beautification projects and many
other worthwhile purposes.
City officials would like your input and an opportunity to explain this proposal in
an open forum. We have scheduled two town meetings for this purpose on October 7th
and October 21st at 7PM at the Iona Community Center.

on this matter please contact the Mayor or a member of the City Council.
