Committee Members Present: Irwin Mulnick, Matt Linde, Cory Nelson, and Laurel Crawford
Staff Member Present: Stefanie Bork
Welcome- Meeting was called to order at 6:01 PM.
Public Comment- No public comment
Agenda Review & Updates- Nothing was added to the agenda.
Introduction of Guests: No guests
Review minutes from previous meeting: Minutes were reviewed approved for the February meeting.
Business:
1. Letters of Support for Grant Applications- Stefanie gave the committee information about the upcoming grants, McCall -
Donnelley Education Foundation and Laura Moore Cunningham Foundation. The Parks and Recreation department will be
submitting applications in April after approval from council on the March 22nd meeting. Drafts of letters of support from the
Parks Advisory board were reviewed and after editing will then be signed by chair Irwin Mulnick.
2. Conceptual Improvement Plans North of the Marina Grant Proposal:_ Stefanie Bork gave the committee a brief update on
the status of the plans and possible funding source. Staff will not be applying for an IDPR grant application for funding
following support from the Urban Renewal Agency for the project and likely funding from that entity. The project was
presented to City Council in a work session and gained significant support from the council. Staff will work on refining the
concept and securing funding in the coming months.
3. Boat House Concept Proposal: Stefanie shared that after Kurt attended a work session with City Council he was assigned to
develop a business plan and further identify the feasibility of such a project.
4. Riverfront Park: Committee was updated on the IDPR Grant work taking place at Riverfront Park and recent opportunities
including a possible DEQ 319 Grant to mitigate bank erosion. Laurel Crawford voiced that her family may have interest in a
plant donation to support the planting efforts to be done at Riverfront Park. Committee will further discuss during the April
meeting.
5. Winter Carnival Survey: Stefanie notified the Committee of the winter carnival survey the chamber has released asking for
input from citizens on how Winter Carnival should be structured in the future and any necessary changes the community
would like to see.
6. Brown Park Discussion: Stefanie gave a brief update on the status of the playground and the need to secure additional
funding to implement a play structure that will best meet the wishes of the community. This summer the focus will be site
prep and the addition of bark chips to the playground until additional funding is procured.
7. Winter Programs- Stefanie informed the committee winter programs are wrapping up, indoor soccer league was a success
and just closed and Tots and Tykes has showed continued growth and enrollments with an average of 10-13 toddlers per
class. However, the Trips and Tours programs have not seen enough registrations for the trips to take place and Tara Woods
and Stefanie Bork are reaching out to the community/senior center for input on what kind of trips they would like to see
offered.
8. Staffing Discussion: Stefanie shared with the committee that seasonal recruitment has begun, Stefanie attended the BSU
Job Fair March 14, MDHS Job Fair March 20, and the Cascade Job Fair March 21. In addition to the job fairs job postings are
in the local newspaper and are being marketed on social media. Stefanie created a promo video "Work where you play" that
is currently be advertised on the city blog and Facebook. Committee viewed the video.
9. Open Seat- Stefanie informed the committee that Forrest Stanly's seat has expired. The open 3 year term position is being
advertised in the local Star Newspaper for two weeks, March 15 and March 22. Forrest expressed interest in renewing his
seat and will be submitting a letter for review.
10. Breakfast and training to all City Committee volunteers: Stefanie reminded the committee that the Clerk's office will be
hosting a thank you breakfast to all public committee volunteers and encouraged all committee members to RSVP to herself
or Bessie Jo.
