PRESENT: Mayor Craig Rockwood, Council members — Brad Andersen, Dave
Huntsman, Susan Barnes, City Clerk — Betty McKinlay
VISITORS: None
Mayor Rockwood welcomed everyone. He mentioned a few exciting things going on for
our community. For instance, we got the Grant from CHC last week and the Levy passed
this week.
The Council viewed the Poll book and discussed it. 361 voted with 250 in favor of the
Levy and 111 against. Council member Dave Huntsman moved to accept the results of
the Levy Election as presented. Council member Susan Barnes seconded. All were in
favor. It will be 14 months away before we recognize the new funds.
It was suggested to pay the City Election Board $5.50/hr.
Mayor Rockwood mentioned that Ross had looked at the pick ups the Forest Service had
for sell. They will sell one to us for $5,000 if we purchase it now. It is in good shape.
The Mayor suggested buying it out of the Equipment replacement fund and sell the old
pick up. The Council agreed.
Mayor Rockwood mentioned that the Engineer came out and visited about the
project/Grant. He drew up some specs. It will cost $2,900 for the design work. The
Mayor will visit with Diana Clough of Community Development Block Grant in Boise
and see if she will help us.
Kim Ryan came over to look at the office and drew up some plans that he dropped off to
the Mayor. The Council viewed these and are to look around at Office Max or Staples
etc for a desk and ideas for the office.
Mayor Rockwood would like to organize a couple of events in our Community for the
March Against Drugs.
The General Election sheet was viewed for our Community.
A Logo to send to AIC was discussed. Festival of the Trees wants all cities to donate
money to decorate a tree. The Council did not object to donating $100.

RE: Cost Estimate for Engineering Services to Replace Concrete
in the Parking Lot of the Community Center in Iona, Idaho
Dear Mayor:
I enjoyed meeting with you Wednesday, November 4, 1998.
Schiess and Associates will be glad to perform the surveying, engineering, bid
document preparation, and construction observation for your community
center entranceway replacement for a lump sum fee of $4,000. We will bill in
two separate billings of $2,900 for design and $1,100 for construction services.
If additional work is requested in writing, we will'perform the work at our
hourly rates which are attached.
A breakdown of the fees and the work associated is attached to this letter. The
deliverable for this work will be up to 15 sets of engineering drawings, technical
specifications, and bid documents. The drawings will be 11 x 17 format. As
agreed we will break individual portions of the project out as separate bid
items. Therefore, you will be able to accept or reject each item according to the
money available. We will also perform construction inspection to look at rebar
and to document whether the Contractor is placing the concrete as outlined in
the specifications. We will also cast, collect, and test up to two sets of concrete
cylinders during construction to document that the concrete installed has the
strength characteristics specified in the contract documents.
The design work will take approximately three weeks to complete, and then we
will assist you in reviewing the bids received and in selecting a Contractor. I
expect construction to take two to three weeks to complete. We are available to
start this work at any time, and we look forward to working with you.

I have spoken to Mr. Kurt Hibbert and Ted Hendricks of ECIPDA. I think it
would be wise to document what you are doing so that you can use this money,
$50,000? as matched towards a downtown revitalization project or another kind
of project. Also, I have spoken with Diana Clough of Community Development
Block Grant in Boise. She is expecting a call from you. She has several ideas
on how you could tie the money into a larger project. However, she indicated
that for a full $500,000 grant it might be tough to compete with other projects,
but if we went for a lesser amount, we may be able to get additional money to
do some work.
