PRESENT: Mayor: Craig Rockwood, Council members: Susan Barnes, Brad Andersen,
Dee Johnson, Treasurer: Ron Nelson, Clerk: Betty McKinlay.
VISITORS: Police Chief: Ross Johnson, Scout Troop: Steve Ryan, Chad Ryan, Trevor
Ragan, Kaleb Buck, Brandon Scott, Sean Tyan, Shane Ryan, Accountant: Jerald Searle.
Mayor Rockwood called the meeting to order and welcomed everyone. The first matter
of business was to approve the minutes from last month. Council member Susan Barnes
moved that the minutes be approved and Council member Dee Johnson seconded. All
were in favor.
Mayor Rockwood read the State of the City Address. Mayor Rockwood proposed that
Council member Dee Johnson remain as President of the Council. Council member
Susan Barnes moved and Council member Brad Andersen seconded the motion. All
were in favor. Committee assignments were passed out and viewed.
Mayor Rockwood would like to form an Iona History Committee and house the history in
the room downstairs on the south side of the building. He would like for the Council to
help with names to be on the committee. He would also like to organize a Community
Events Committee to hold events once a month in the building and a Park Master
Development Committee. Mayor Rockwood would also like to see an Iona Choir
organized and asked the Council to be thinking of names for the directors. He would also
like to revitalize the Emergency Management Committee and also get a Youth
Committee involved in things we plan.
Mayor Rockwood called for the reappointments of City Clerk, Betty McKinlay
Treasurer, Ron Nelson, and Police Chief, Ross Johnson. Council member Dee Johnson
motion for the reappointments of these offices and Council member Susan Barnes
seconded. All were in favor.

Council member Dee Johnson moved the bills be paid and Council member Brad
Andersen seconded. All were in favor.
The Financial Report was reviewed and discussed.
Time was turned over to Jerald Searle for the Audit Report. It was reviewed by the
Council. Jerald suggested checking our computer program to see if it is in compliance
with year 2000. Jerald commended the City. Council member Susan Barnes moved and
Council member Dee Johnson seconded that the Annual Audit Report be approved. All
were in favor.
Mayor Rockwood mentioned that the City is involved in the Anti -Drug Campaign and
turned the time over to Council member Susan Barnes to discuss it. Drug prevention
advocate Milton Creagh will be in Idaho March 12th and 13th for "Enough is Enough"
campaign. Council member Susan Barnes showed the video "Masquerade" . The
message is that Idaho is a state where drug use is neither accepted nor tolerated.
The delinquent water list was reviewed and discussed.
Dale Storer, our Attorney, prepared an Ordinance and Quitclaim Deed to vacate right -a-
way at the north end of Steele. The Council discussed it. Council member Susan Barnes
moved to approve the Ordinance and authorize the Mayor to sign the Quitclaim Deeds.
Council member Dee Johnson seconded the motion. Brad Andersen was opposed. A
letter will be sent to the people, but we will not give them the Deed until the $100 is paid.
The Community Center was discussed. A blueprint was shown of the design for the steps
out front. Jeff Wheeler will help with the electrical work. He may have lights he can
donate to the city. He will come out and look it over.
Mayor Rockwood talked to Terry Butikofer from ECIPDA about getting a grant to
improve our main street with curb and gutter. We can use our grant money to match.
Deana Clough came and she said she would see if there are any funds available. Mayor
Rockwood will have the engineer go to work on the plans for the sidewalk.
Kim Ryan gave us a bid on cabinets for the office. Brad Andersen mentioned that Blake
Connell does cabinets. Brad will talk to him to see if he can give us a bid also.
The Water Engineering Study was reviewed. DEQ report on the wells was reviewed.
Mayor Rockwood will make copies for Ross to see.
The Zoning Ordinance that Dale Storer did looks good and Council member Dave
Huntsman and Mayor Rockwood will go over it and get a copy to the rest of the Council
members.
The 1983 GMC pick up was discussed. It is for sale.
A new printer was discussed. Mayor Rockwood will pick up a new one.
Council reports were given. Council member Susan Barnes mentioned the Enough is
Enough Campaign. Clerk, Betty McKinlay discussed ordering pins with the City logo on
it for Iona Days and to take to City meetings to exchange with other cities.
The band that Bob Erickson used to play with still wants to use the building even though
Bob is not playing with them. The question was asked if we want to charge for use of the
building. When they first started practicing in the building it was with the understanding
that they would play for our community dances. The Council will need to decide.
Council member Dee Johnson moved to adjourn. Time: 9:50 p.m.

State of the City Address

It seems like only yesterday that we sat in this very room and discussed the state
of the City. We reflected on our past accomplishments and considered our goals and
aspirations for 1998. If I can say anything for a certainty it would be that we live in a fast
paced world that seems to change daily and leaves no community untouched. For a few
minutes tonight we will pause and reflect on the accomplishments and activities of the
past year and chart a course for the coming year, a year that will prepare us and lead us
into the next century.
Before we look ahead lets look back, not one year but 100 years. Imagine if you
can the state of Iona in January 1899. We see a young thriving community probably not
worried as much about ushering in a new century as they were about providing the basic
necessities of life for their families. Providing food, shelter, and enough fuel to warm a
small poorly insulated home or cabin topped their list of priorities. Worrying about fixing
a pothole, building a sidewalk, updating a computer, buying a larger lawnmower or how
much it would cost to flush a toilet were probably thoughts that never crossed their
minds. Despite all the changes there is one goal or challenge that has not changed. It was
at the top of the list 100 years ago and remains at the top of the list today. The common
goal we share with everyone who has lived in Iona for the past 116 years is to build a
community where we can raise our families in an atmosphere of peace, safety, and love.
I believe that history will remember 1998 as one of the most important and
positive years in Iona's recent history. It is a rare occasion for members of a community
to come together, to recognize the need, and vote for themselves a substantial property
tax increase. I congratulate and thank members of the council for their efforts to educate
members of the community and answer their questions concerning the need for this
increase. I think the need for the increase was obvious, but the commitment of our
community members to step forward and accept the burden was extraordinary. It is now
our obligation to show wisdom and constraint as we exercise the trust the public has
shown in us as their elected officials. As we prepare next year's budget we will have the
rare opportunity to prioritize the needs of our community and then actually do something
about them.
Last fall we received the commitment for a twenty-five thousand dollar grant from
the CHC Foundation to improve the exterior of the Community Center. We are well into
the planning stage at this point and by early summer we will have replaced most of the
cement steps and walkways around the Community Center and we will have begun
building a walking path around the park. The benefits of this project will have a very
positive effect on everyone living in the Iona area.
1998 was a year that brought many improvements to the infrastructure of the City.
Most of the City streets were repaired or resurfaced, water lines and wells were repaired
and maintained. City equipment was maintained or upgraded.
Every event sponsored or supported by the City was a success. The annual Iona
Days celebration continues to grow and is quickly becoming a far reaching community
event. The first annual Easter Egg Hunt was a smashing success, which we hope will
become an annual event. I would like to express thanks and appreciation on behalf of the
City to everyone who supported and worked to make the events we held successful.
Without the unselfish efforts of so many community members the many activities would
not be possible. I hope everyone that participated in anyway felt rewarded and knew that
they were helping carry on the tradition of this great community.
As the Mayor and on behalf of the City Council I would especially like to thank
our city employees. They are not many, only three, but the role they fill and the service
they render to the citizens of Iona is greatly appreciated.
Most of the challenges that lie ahead are not new. Most of the work that will be
preformed during 1999 is work that may seem mundane and customary. But it is work
that must be done to maintain the integrity of our community and provide the basic
services needed to sustain a healthy and thriving environment. Providing clean water,
keeping our streets in good repair, providing recreational opportunities in our park and
community center, and providing adequate police protection will take the majority of our
time and funds but there is more that we must do. I challenge us as elected officials. I
challenge every member of the Community of Iona to look ahead into the next century, to
work together to protect this place we call home. If we can work together to achieve the
priorities that we know are so important, one hundred years from now people looking into
the next century will surely thank us, just as we thank those who came before us for
making Iona such a great place to live.

ORDINANCE NO.
AN ORDINANCE VACATING AN ALLEY WITHIN THE
CITY OF IONA, IDAHO; PARTICULARLY DESCRIBING
THE ALLEY; AUTHORIZING AND DIRECTING THE
MAYOR AND CITY CLERK TO EXECUTE AND DELIVER
QUITCLAIM DEEDS CONVEYING THE VACATED
ALLEY TO THE OWNERS OF THE ADJACENT LAND;
PROVIDING FOR EFFECTIVE DATE OF ORDINANCE.
BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY
OF IONA, IDAHO THAT:
Section 1. The south 30.03 feet of the alley located in Blocks 14, 15 and 16,
Denning Addition, lying wholly within the City of Iona, Bonneville County, Idaho, is not
used or needed for public purposes. The portion of said alley is particularly described in
Exhibit "A" attached hereto.
Section 2. Pursuant to the provisions of Idaho Code Sections 50-311 and 50-1325,
as amended, such portion of the alley is hereby vacated in favor of the adjacent landowners
named in Section 3 of this Ordinance, in accordance with the parcels described in Section 3
hereof.
Section 3. The Mayor and City Clerk are authorized and directed to execute and
deliver Quitclaim Deeds conveying portions of said vacated alley to the following persons,

For the second year, Idaho Falls will welcome Milton Creagh, spokesman for the
Enough -is -Enough campaign, as he carries his important message to Eastern Idaho —
illegal use of drugs is taking a tremendous toll on our communities and country. The
impact is felt in families, school, and businesses. We all know that something must
be done. In fact, we cannot wait for someone else; we must each make an effort to
stop this epidemic that is destroying the fabric of our society. Seventy percent of
drug use is by those in the work force; 35-50% of workers compensation claims are
due to substance abuse in the workplace. This is not just a kid problem, it is society's
problem.
In addition to speaking to students through a televised program to school districts
throughout Eastern Idaho, Mr. Creagh will be in Idaho Falls to meet with our
business community on Friday afternoon, March 12th. Idaho Falls Police chief Kent
Livsey is coordinating a program that will be of interest and great benefit.
SOUTHEAST IDAHO SCHEDULE:
Friday, March 12, 1999
10:00 — 11:30 a.m. Student rally held at Holt Arena and broadcast to area
schools. The school committees are trying to make this
rally interactive by means of two-way television.
1:00 — 4:00 p.m. Business Seminar on Drug -Free Workplace. Milton
Creagh and Governor Kempthorne, along with others,
will speak at rallies at both Pocatello and Idaho Falls.
Pocatello's rally will be from 1:00 to 2:00 and Idaho
Falls' from 3:00 to 4:00.
6:30 — 8:00 p.m. Speakers at Juvenile Corrections Facility in St. Anthony.
Saturday, March 13, 1999
9:00 a.m. Family -oriented rally in Rexburg.
12:00 p.m. Family -oriented rally in Blackfoot.
3:00 p.m. Family -oriented rally in American Falls.
A family -religious rally will be held in conjunction with these rallies at a date and
time yet to be determined. Ida Hardcastle, City of Idaho Falls Council Member is
heading up the religious committee. Kevin McCracken will be working with the
Business Committee.
It is suggested that we, in Iona, help to communicate with our citizens and urge their
support and participation in the various rallies and seminars taking place in March.
This could be done through the school, our churches, flyers, posters, entering the
dates on our water bill, communicating through the Iona Lions Club, etc. We need
to stress awareness that there is a problem, not just with kids, but with every
segment of our society, in business, church, families
Involve our religious leaders to support involvement of their members in the rallies.
Get business leaders involved in finding the right ways to create a drug -free working
environment.
Offer support to the business seminars on Friday and various rallies on Saturday!
