November 13, 2012 7:00 P.M. Greencastle City Hall
I. Call to Order; Roll Call
Mayor Murray called the meeting to order at 7:00 PM; upon roll by Clerk
Treasurer Lynda Dunbar the following were present: Adam Cohen, Jinsie
Bingham, Mark Hammer, Terry Smith, and Phyllis Rokicki
II. Public Petitions and Comments — None
III. Special Presentation- President Kawashima, Heartland Automotive -A gift
was given to the City of Greencastle by President Kawashima, Heartland
Automotive in the amount of $100,000.
IV. Special Requests
A. Noise Ordinance Waiver -Phi Kappa Psi Fraternity, DPU -Reid Garlock
Motion was made by Terry Smith to accept Noise Ordinance Waiver as
presented, second by Phyllis Rokicki, 5 -0, motion carried.

A. Mayor's Report — Mayor presented updates on Stellar Projects and Albin
Pond Dam Project.

VII. Approval of Minutes

A. Regular Session October 11, 2012 and Special Session October 23, 2012 —
Motion was made by Mark Hammer to accept both the regular session and
special session minutes as presented, second by Jinsie Bingham, 5 -0, Terry
Smith abstained on the October 23 minutes, 4 -0 for October 23,motion
carried.
VIII. Approval of City Claims
A. Motion was made by Mark Hammer to accept claims as presented, second
Adam Cohen, 5 -0, motion carried.
IX. Public Hearing- Tax abatement request by Chiyoda USA Corporation to
amend the list of equipment eligible for property tax abatement.
Motion was made Adam Cohen to close Public Hearing, second
Jinsie Bingham, 5 -0, motion carried.
X. Old Business
A. Ordinance 2012 -11- An Ordinance Amending Section 8 -22 of the
Greencastle City Code Regarding Traffic and Parking Regulations (Second
Reading) - Motion was made by Mark Hammer to accept Ordinance 2012-
11 (Second Reading) as presented, second by Terry Smith, 4 -0 Adam
Cohen abstained, motion carried.
XI. New Business
A. Ordinance 2012 -15 — An Ordinance Updating the City of Greencastle
Americans with Disabilities Act Transition Plan (First Reading)
- Motion was made by Jinsie Bingham to accept Ordinance 2012 -15 (First
Reading) as presented, second by Phyllis Rokicki, 5 -0, motion carried.
B. Resolution 2012 -27- A Resolution Amending Resolution 2012 to amend
the list of Equipment Eligible for Tax Abatement Granted to Chiyoda USA
Corporation.
Motion was made by Adam Cohen to accept Resolution 2012 -27 as
presented, second by Mark Hammer, 5 -0, motion carried.
C. Ordinance 2012 -14 — An Ordinance Amending the Greencastle Planning
and Zoning Ordinance by Amending the Zoning Map (First Reading)
Motion was made by Adam Cohen to accept Ordinance 2012 -14 (First
Reading) as presented, second by Jinsie Bingham, 5 -0, motion carried.

Motion was made by Jinsie Bingham to adjourn the meeting at 8:08
