Minutes
December 11, 2012 7:00 P.M. Greencastle City Hall
I. Call to Order; Roll Call
Mayor Murray called the meeting to order at 7:00 PM; upon roll by Clerk
Treasurer Lynda Dunbar the following were present: Adam Cohen, Jinsie
Bingham, Mark Hammer, Terry Smith, and Phyllis Rokicki
II. Public Petitions and Comments — Carly Rhine, a Junior at Greencastle High
School presented her thoughts and concerns about the learning environment
at the High School.
III. Special Requests - None
IV. Department Reports
A. Cemetery — Ernie Phillips
B. Engineer —
C. Fire Department — Bill Newgent
D. Park and Recreation — Rod Weinschenk
E. Planner —Shannon Norman
F. Police Department — Tom Sutherlin
G. Department of Public Works — Brad Phillips
H. Water & Wastewater Department — Richard Hedge
I. City Attorney - Laurie Robertson Hardwick
Special Session for the Greencastle Common Council scheduled for December
18, 2012.
Council Retreat Dates: January 22 and January 24, 2013. Would like Council to
consider these dates.

A. Mayor's Report — Mayor presented updates on Stellar Projects
B. Clerk- Treasurer's Report
C. Councilors' Report
Adam Cohen presented his thought on the Greencastle School Board. He
expressed his frustration on the lack of transparency, the high turnover
rates, and the continuation of poor employee morale.
Phyllis Rokicki thanked Carly for her coming to the Common Council and
sharing her thoughts.
Mark Hammer stated that the current condition of our schools will have an
effect on our student going on to pursue higher education and will also have
an effect on the city's economic development.
VI. Approval of Minutes
A. Regular Session November 13, 2012— Motion was made by Mark
Hammer to accept the regular session minutes as presented, second by
Jinsie Bingham, 5 -0, motion carried.
VII. Approval of City Claims
A. Motion was made by Mark Hammer to accept claims as presented, second
Adam Cohen, 5 -0, motion carried.
VIII. Old Business
A. Ordinance 2012 -15 — An Ordinance Updating the City of Greencastle
Americans with Disabilities Act Transition Plan (Second Reading).
Motion was made by Adam Cohen to accept Ordinance 2012 -15 (Second
Reading) as presented, second by Terry Smith, 5 -0, motion carried.
B. Ordinance 2012 -14 — An Ordinance Amending the Greencastle Planning
and Zoning Ordinance by Amending the Zoning Map (Second Reading)
Motion was made by Mark Hammer to accept Ordinance 2012 -14 (Second
Reading) as presented, second by Adam Cohen, 5 -0, motion carried.
IX. New Business
A. Ordinance 2012 -16 — An Ordinance Re- Establishing Election Districts For
The City of Greencastle, Indiana, Putnam County
Motion was made by Jinsie Bingham to accept Ordinance 2012 -16 (First
Reading) as presented, second by Terry Smith, 5 -0, motion carried.
B. Ordinance 2012 -17- An Ordinance Amending Section of the Greencastle
City Code Regarding Traffic and Parking
Motion was made by Adam Cohen to accept Ordinance 2012 -17 (First
Reading) as presented, second by Phyllis Rokicki, 5 -0, motion carried.
C. EDIT Resolution 2012 -29- Motion was made by Mark Hammer to accept
Resolution 2012 -29 as presented, second by Jinsie Bingham, 5 -0, motion
carried.
D. Council Appointments to BZA and Redevelopment. Erika Gilmore and
Tanis Monday were presented as the Redevelopment Appointees. A
motion was made Mark Hammer to appoint the two individuals presented,
second by Phyllis Rokicki, 5 -0, motion carried. BZA appointment will need
to wait until next Common Council Session.
E. Recommendation regarding Heartland Donation. Terry Smith and Phyllis
Rokicki would like to recommend to the council that the $100,000 be used to
enhance the City Park Systems. They felt this would be the best way to
benefit the most people in our community. More specific details will be
presented to the council in the future.
F. Common Council Recommendation to the Greencastle School Board- Adam
Cohen makes a recommendation that the Greencastle Common Council
while expressing no views on the job performance, wishes to recommend to
the Greencastle School Board that the current superintendent's contract not
be extended by what is commonly called an "Evergreen" Clause at this time,
second by Terry Smith, 5 -0.
X. Adjournment
Motion was made by Jinsie Bingham to adjourn the meeting at 8:20
