HomeMy Public PortalAbout02-1988-2 RESOLUTION NO. 1988 - A RESOLUTION ESTABLISHING A FISCAL PLAN FOR ANNEXATION OF TERRITORY WHEREAS, the Common Council of the City of Greencastle, Indiana, is considering the annexation of certain territory to the City of Greencastle, Indiana, and; WHEREAS, the area to be annexed is the "Rafferty Farm", a 212 acre tract bounded on the north by Indiana 240 and bounded on the east by County Road 250E which is legally described as follows: The following described real estate located in Putnam County, State of Indiana: The East half of the West half of the West half of the North West quarter of Section 24. ALSO, The East half of the West half of the North West quarter of Section 24. ALSO, All that part of the East half of the North West quarter and the West half of the North East quarter of Section 24 which is situated on the South side of the turnpike or gravel road (now cement) extending across said section. All in Township 14 North, Range 4 West, and containing in all 212 acres, more or less. WHEREAS, in order to comply with I.C. 36-4-3-13 (c) (3) (d) , the Common Council of the City of Greencastle, Indiana, is required to adopt a written fiscal plan prior to the passage of such annexation ordinance. NOW THEREFORE, be it resolved by the Common Council of the City of Greencastle, Indiana, that the written fiscal plan for the area proposed to be annexed is as follows: 1. Cost Estimates of Planned Services. a. Water - $45,000.00 b. Sewer - $100,000.00 c. Police - $500.00 d. Fire - $500.00 e. Street and Road Maintenance - $500.00 2. Method of Financing Services. Water facilities and sewer facilities will be financed by State economic development grants combined with local economic development funds and sewer and water funds available for expansion of services. The provision of police and fire protection, and 1. maintenance of streets and roads will be absorbed by the present budgets for those departments. 3. Plan for Organization and Extension of Services. 011 Water and Sewer facilities will be extended across """ Indiana 240 within six (6) months. Police, Fire and Street Maintenance will be available immediately upon annexation. 4. Non-Capital Services. Planned services of a non-capital nature, including police protection, fire protection, street and road maintenance, and other non-capital services normally provided within the corporate boundaries, will be provided to the annexed territory within one (1) year after the effective date of annexation, and that they will be provided in a manner equivalent in standard and scope to those non-capital services provided to areas within the corporate boundaries that have similar topography, patterns of land use, and population density. 5. Capital Improvements. Services of a capital improvement nature, including street construction, street lighting, sewer facilities, water facilities, and stormwater drainage facilities, will be provided to annexed territory within three (3) years after the effective date of annexation, in the same manner as those services have been provided to areas within the corporate boundaries that have similar topography, patterns of land use, and population density, and in a manner consistent with federal, state, and local laws, procedures, and planning criteria. 6. Plan for Hiring governmental Employees. It is not anticipated that jobs of employees of other governmental entities will be eliminated by the proposed annexation. Therefore, no plan for hiring such governmental employees is necessary. 2. The Common Council of the City of Greencastle hereby approves and adopts the foregoing as the written fiscal plan for the area sought to be annexed this /Z day of yytyv> , 1988.
