Board: Mayor Philip Vandernail; Mayor Pro-Tem Eileen Waldow; Trustees; Andy
Miller, Parnell Quinn, Cody Clayton Taylor, Katie Soles and Herb Meyring
Staff: Town Manager Jeff Durbin; Town Clerk, Antoinette McVeigh; Police
Chief, Glen Trainor, Town Attorney Rod McGowan

Mayor Vandernail called the meeting to order at 7:00 p.m.

2. Executive Session:
For a conference with the Town’s Attorney for the purpose of receiving legal advice on
specific legal questions under C.R.S. Section 24-6-402(4) (b) and for the purpose of
determining positions relative to matters that may be subject to negotiations, developing
strategy for negotiations, and/or instructing negotiators, under C.R.S. Section 24-6-
402(4)(e) regarding US 40 Highway Improvement Project.

3. Executive Session: For a conference with the Town’s Attorney for the purpose of
receiving legal advice on specific legal questions under C.R.S. Section 24-6-402(4) (b)
and for the purpose of determining positions relative to matters that may be subject to
negotiations, developing strategy for negotiations, and/or instructing negotiators, under
C.R.S. Section 24-6-402(4)(e) regarding Byers Wastewater Treatment Plant.

Attorney McGowan was excused after the executive sessions.
4. Approval of Agenda:
Trustee Miller moved, and Trustee Taylor seconded the motion to approve the Agenda.
Motion carried: 7-0.
5. Consent Agenda:
a) Minutes - February 15, 2017
Trustee Taylor moved, and Trustee Miller seconded the motion to approve the consent
agenda. Motion carried: 7-0.
6. Discussion and Possible Action Regarding
a) Resolution 2017-03-01 Noxious Weed Intergovernmental Agreement
The Staff recommends approving this resolution. The TB would like to have staff
member Cathleen Brown discuss noxious weed elimination options.
Trustee Soles moved, and Trustee Miller seconded the motion to approve Resolution
2017-03-01 Noxious Weed Intergovernmental Agreement. Motion carried: -0
b) Resolution 2017-03-02 Regional Planning Commission for the Transportation
Planning Northwest Transportation Planning Region Intergovernmental Agreement
Town Staff recommends approval of this resolution. Miller and Meyring are interested in
representing Fraser.
Trustee Soles moved, and Trustee Miller seconded the motion to approve Resolution
2017-03-02 Regional Planning Commission for the Transportation Planning Northwest
Transportation Planning Region Intergovernmental Agreement Motion carried: 7-0
c) Ordinance 436 Proposed Amendments
Trustee Quinn moved to defer any proposed amendments until the second quarter of
2017, and Trustee Waldow seconded the motion. Motion carried: 7-0
d) Resolution 2017-03-03 Paint the Fraser Historic Church
The TB would like to send out another RFP. This was tabled until the next TBM.
8. Open Forum
a) Business not on the agenda
The TB discussed marijuana social clubs.

carried: 7-0. Meeting adjourned at 8:50 p.m.
