MARCH 24TH, 1999 AT 6:00 P.M.
PRESENT: Mayor, Craig Rockwood, Council members, Susan Barnes, Dave Huntsman,
Brad Andersen, Dee Johnson, Clerk, Betty McKinlay

Mayor Rockwood called the meeting to order and welcomed everyone. The Public
Hearing Meeting was opened for discussion on the annexation of the Barnes Addition,
which will be called Mountain Ridge Estates. There was some concern about the lot size
and a future park. The Hearing was closed at 7:35. There was a brief break.
The Council reconvened for Council Meeting at 7:50 p.m. The Annexation was
discussed. The Mayor called for a motion. Council member Dee Johnson motioned to
approve the Annexation Ordinance and Development Agreement and authorize the
Mayor and Clerk to sign the documents and to wave the 2nd and 3rd reading. Council
member Dave Huntsman seconded the motion. Council member Susan Barnes declared a
conflict of interest and refrained from voting due to a conflict of interest.
Council member Dave Huntsman motioned to zone Mountain Ridge Estates as shown on
the official city -zoning map. Council member Dee Johnson seconded. Council member
Susan Barnes, again refrained from voting due to a conflict of interest. Council member
Dave Huntsman motioned to accept plat of Mountain Ridge Estates Division # 1 as
shown on the map. Council member Dee Johnson seconded. Council member Susan
Barnes refrained from voting due to a conflict of interest.
Council member Dave Huntsman motioned to accept preliminary plat for the entire
Mountain Ridge Estates as shown on the drawing. Council member Dee Johnson
seconded. All were in favor. Council member Susan Barnes declared conflict of interest
and refrained from voting.
Wheeler Electric did some wiring in the office and we need the okay to pay it. The
Council agreed to pay the bill.
The Council viewed the preliminary plat development that Lynden Kunde wants to do.
Council member Dave Huntsman motioned to approve it. Council member Susan Barnes
seconded. All were in favor.
Council reports were given. Council member Brad Andersen has certificates to give the
people that donated towards the Easter Egg Hunt. The hunt will be held April 3rd at 9:00
A.M. Hot chocolate and donuts will be served for a nominal price. Brad discussed shirts
for Iona Days. If we order in March he can get them for a reasonable price.
Street signs were discussed.
Idaho Transportation Grant was discussed. Iona was prioritized over Idaho Falls. If the
grant is approved the project cost would be $159,700 for year 2002.
Mayor Rockwood handed out the letter he sent to the Transportation Dept. about the
safety at the intersection of Iona Road and Highway 26. Ross Johnson will attend the
meeting they are having concerning this intersection.
The bids for the concrete in front of the building were discussed. The bids were a little
high. A few things were discussed to reduce the cost. The Council was in agreeance to
tell the bidders what to cut back on and bid again.
The safety deposit box at the bank was discussed. We have had the box for some time
now, and no one knows what is in it. The Mayor asked Council member Susan Barnes
and Clerk Betty McKinlay to go see what is in the box.
The next meeting will be April 21st. Council member Dee Johnson motioned to adjourn.

NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN, that a public hearing will be held on Wednesday March
24, 1999, at 6:00 p.m., at the Iona City Hall, 3548 N. Main Iona, Idaho, to consider the annexation
and initial zoning of certain real property adjacent to the City of Iona.
The property is generally located at the Northwest one -quarter of Section 12 T.2N., R. 38,
E.B.M., adjacent to and immediately west of the City of Iona city limits, South of the Iona Road,
North of the Eastern Idaho Railroad, North and West of Barnes Addition, Division Number 1, West
of the Denning Addition, East of Crowley Road, and East of the Nur Subdivision.
The proposed initial zoning is R-1 (residential), R-2 (residential) and C (commercial). This
Notice is given pursuant to Chapter 65, Title 67 of the Idaho Code.

AN ORDINANCE ANNEXING CERTAIN LANDS TO THE
CITY OF IONA, IDAHO; DESCRIBING THESE LANDS;
REQUIRING THE FILING OF THE ORDINANCE AND
AMENDED CITY MAP AND AMENDED LEGAL
DESCRIPTION OF THE CITY WITH THE APPROPRIATE
COUNTY AND STATE AUTHORITIES; AND
ESTABLISHING EFFECTIVE DATE.
WHEREAS, the land described in Exhibit "A" attached hereto is contiguous and
adjacent to the City of Iona and is subject to annexation to the City of Iona pursuant to the
provisions of Section 50-222, Idaho Code, as amended; and
WHEREAS, it appears to the Mayor and City Council that this land should be
annexed to and become a part of the City;
NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL
OF THE CITY OF IONA, IDAHO, AS FOLLOWS:
Section 1. The land described in Exhibit "A" attached hereto is hereby annexed to
the City of Idaho Falls.
Section 2. The City Clerk shall file a certified copy of this Ordinance with the
Bonneville County Auditor, Treasurer and Assessor within ten (10) days after the effective
date hereof. The City Engineer shall, within ten (10) days after such effective date, file an
amended legal description and map of the City, with the Bonneville County Recorder and
Assessor and the Idaho State Tax Commission, all in accordance with Idaho Code, Section
63-2215.
Section 3. This Ordinance shall be effective upon its passage, execution and
publication in the manner provided by law.
PASSED BY THE CITY COUNCIL OF THE CITY OF IONA, on the day of
March, 1999, and signed by the Mayor on the (V/ - day of March, 1999.

The City of Iona would like to officially voice our concern about the safety of the
intersection at Iona Road and Highway 26. This intersection is used by a large majority of
our citizens and those in the surrounding area on a daily basis. Iona Road is the main
arterial street used by people traveling to and from Iona.
While we would oppose efforts to restrict the use of Iona Road by closing this
intersection or limiting the direction of traffic we would strongly support other efforts to
improve the safety of this intersection.
We have discussed a few improvements that we feel would improve the safety of
this intersection, which are:
1. Traffic control lights — We realize this option is an expensive alternative
and complicated by the planned light at Hitt Road.
2. A streetlight would help illuminate the intersection at night and greatly
improve motorist's ability to see the intersection.
3. The asphalt and drainage need to be improved on the East Side of the
intersection. There are almost always puddles and potholes on the Iona
Road portion of this intersection.
4. It would help to eliminate the used car/junk dealer on the southeast corner
of this intersection. The distraction of these vehicles parked so close to the
highway compromises the safety of those trying to cross or pull out onto
Highway 26. If the cars cannot be removed they should at least be required
to move them an additional 25 feet back from the property line.
5. A sign indicating the mileage and direction to the City of Iona would help
motorist unfamiliar with the area to locate the intersection.
We would support and appreciate any efforts by the State Highway Department
and Bonneville County to improve this intersection.
