ADJOURNMENT ' ..Regular Meeting -January 21, 2009 Motion ~ Second Vote Time: ' .. _1- CITY OF LYNWOOD REGULAR MEETING OF THE PERSONNEL BOARD NOVEMBER 19, 2009 The regular meeting of the of the- Personnel Board of the City of Lynwood was held on Thursday, November 19, 2009 at 5:00 p.m. in the Council Chambers of City Hall, 11330 Bullis Road, Lynwood, California. The agenda was duly posted as prescribed by the Brown Act. CALL TO ORDER The meeting was called to order at 5:05 p.m. by Chairperson Bradley. Roll call was taken by Alfredo J Lopez, Human Resources Director. Commissioner Attendance: Present -Bradley, Robinson, Espinoza, Esparza Absent - None Staff Attendance: Present - Alfredo J Lopez PLEDGE. OF ALLEGIANCE Led by Commissioner Esparza. APPROVAL OF MINUTES The motion was made by Commissioner Esparza and seconded by~ Vice- Chairperson Robinson to approve the minutes of the Regular Meeting of October 15, 2009. All in favor. Motion carried. PUBLIC ORALS -None STUDIES AND REPORTS Mr: Lopez distributed a copy of the open recruitments within the City which are critical staffing and asked the Board if they know of anyone who is interested. The positions are Business License Specialist (part-time), Code Enforcement Officer, Park Superintendent. and Water Service Worker II, Mr. Lopez. provided a brief history on the Council directed title change for the former Neighborhood Preservation Specialist position, which is now titled Code Enforcement Officer, although all job duties and'the salary is the same. He then requested that the Board approve the Eligibility List for the position of Recreation Facility & Program Supervisor and briefly provided the Board with an overview of the recruitment process. -2- The motion was made by Commissioner Esparza and seconded by Vice- Chairperson Robinson to approve the Eligibility List for the position of Recreation Facility & Program Supervisor. All in favor. Motion carried. Mr. Lopez also informed the Board that the City Clerk's Office had received one application for the vacant seat within the Board and will. be presented before the City Council on December 15t". He then reminded the Board of the upcoming Commissioners and Block Watch. Captains Holiday Banquet Dinner which will be held on Friday, December 11t" at the Senior Center from 6:30pm to 10:OOpm. COMMISSIONER & STAFF ORALS Vice-Chairperson Robinson inquired about the grievance procedure. Mr. Lopez briefly explained the process and also informed the Board that the HR Department will be conducting a supervisor's training on the topic. Vice-Chairperson Robinson also inquired as to when the commissioners will be receiving their Ethics Training Certificate. Mr: Lopez responded that he will inquire with the City Clerk's Office because he was under the impression that those certificates were already distributed. The Board also discussed the continuing of the Road Show. Mr. Lopez informed the Board that the continuation. of the .training would take place in January or February because December is a light month in most cities. Chairperson Bradley inquired about the volunteer program. Mr. Lopez responded that the program has been a success. Currently the HR Department has a volunteer who has been a great help and we also have a high school students who is volunteering thru the ROP Program. Students were also placed in different sites throughout city facilities. This has also been a successful program. Please know that aver the course of the last year, I have had ample opportunity to assess the operations of the department and the ; duties and responsibilities of the DSM position. I hereby respectfuNy request to modify the c{ossification as-found in the attached. In short, l do not believe the PC 832 certificate needs to be a special requirement: Appropriate City management experience will suffice to run daily and strategic operations and deploy technical expertise, as appropriate. However, as t recognize some staff may have the certificate, 1 propose the certificate serve as a desirable (as opposed to special requirement) point of consideration to fuNy evaluate the internal candidate pool. In addition, I would like to give a!! City-wide supervisors and growing managers equal opportunity to be considered for this management position and encourage ' their application. Therefore,. 1 feel that moving this certificate to a desirable job factor will allow the City to take into consideration the combined years of experience, education and know how of our' City-wide workforce in recruiting internally for this City Manager approved to fill vacancy. I understand that the next Personnel Board meeting is Thursday, December ~ 7~'. Therefore, l hereby recommend the change be presented for the Board's review . and consideration. I am also available to speak on behalf of the department at the Board meeting, and discuss the many exciting. objectives we are realizing to meet resident needs. Atypical way to obtain the knowledge and abilities would be: Five years of professional experience in municipal customer services, public relations or community services; field inspections and investigations, including at least two years of experience in an administrative or supervisory capacity. Specific experience in business licensing programs is desirable. EDUCATION Possession. of a bachelor's degree in political science, business administration, public administration, or a closely related field desirable. -- oeietea: .
