MEETING: Economic Development Advisory Committee Regular Meeting

1. Regular Meeting: Roll Call
2. Approval of Agenda:
Mayor Vandernail moved to approve the agenda, Clark seconded the motion to approve
the agenda. Motion carried 6-0.
Young requested to move the minutes of September 28, 2016 to the next committee
meeting.
3. Discussion:
Economic Development Policies and Programs
The committee discussed a list of acceptable incentives for new businesses or buildings
that can help foster the development of Fraser.
- Sales tax: A ten-year declining scale, this is not to exceed a specific number
of years. This rebate shall go to the building owner.
- Tap/Water fees: To be paid at a later date
- Plant investment fees: to be paid over three years
- Permit fees: This will be based on the square footage of the building and will
be rebated at C.O.
- Use tax fee: Waived
- Service fee: Waived for a term
- Response time for a proposal will be 45 days to include action
- Once a building permit is obtained: The build must start in two years and
complete with in four.
- Some items will be considered on a case by case basis such as TIF, parking
and density
The committee will review these incentives and present them to the Town Board
via the TM.

Halgren moved, and Neibauer seconded the motion to adjourn. Motion carried: 6 -0.
