A RESOLUTION: REQUESTING THAT THE VIRGINIA DEPARTMENT OF
TRANSPORTATION ACCEPT CERTAIN STREETS —
CROSSTRAIL BOULEVARD
WHEREAS, the Town is requesting that the Virginia Department of Transportation
(VDOT) accept certain streets; and
WHEREAS, there is one street that has recently been completed and is eligible to
request maintenance payments; and
WHEREAS, the street being requested is Crosstrail Boulevard (Russell Branch Parkway
to 650 linear feet south); and
'WHEREAS, the requested section of Crosstrail Boulevard is subject to an Agreement
between the Town of Leesburg and the Virginia Department of Transportation for
Maintenance of the Crosstrail Boulevard Bridge over Tuscarora Creek and a Section of
Crosstrail Boulevard (Town/VDOT Agreement) approved by Town Council Resolution
Number 2022-025 and executed by both parties as of May 6, 2022; and
WHEREAS, during the term of the Town/VDOT Agreement, the Town shall refrain
from seeking and forego receiving urban mileage reimbursement for the area of Crosstrail
Boulevard subject to the Town/VDOT Agreement; and
WHEREAS, although the Town is not currently seeking maintenance payments and
such payments will be deferred in accordance with the Town/VDOT Agreement, the Town is
requesting VDOT acceptance of the street at this time to facilitate classification of this road
segment and completion of the applicable VDOT, Loudoun County, and Town road
acceptance process; and

WHEREAS, in accordance with the Town/VDOT Agreement, the Town will have
minimal maintenance requirements for the sidewalk, trail, streetlights and the traffic signal at
the intersection with Russell Branch Parkway.
THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia as
follows:
1. The Town hereby requests that the Virginia Department of Transportation accept
the following street into the Urban Highway System:
• 0.49 lane miles of Crosstrail Boulevard (Russell Branch Parkway to 650
linear feet south)
2. In accordance with the Town/VDOT Agreement, the Town does not seek
maintenance payments at this time and acknowledges that all future maintenance
payments shall be subject to the Town/VDOT Agreement.
3. The Town Manager is hereby authorized to take such actions and execute such
documents as are necessary to seek maintenance payments at such future date as
maintenance payments may become authorized under the Town/VDOT
Agreement.
