• Mr. Griben made a motion to approve the Request for Payment dated 29 July 2013. The
motion was seconded by Ms. Reed and it passed unanimously.
• Ms. Recos made a motion to approve the draft minutes of 29 April 2013, 13 May 2013 and
03 June 2013. The motion was seconded by Mr. Nation and it passed unanimously.
• A discussion was held regarding the report of a man-made blockage of a culvert on a town-
owned parcel, 0 College Street (R34 31 0) which is managed by the Commission. Mr.
Ingram noted that boards were somewhat randomly put in place and did cause some minor
flooding but no existing infrastructure was at risk. The Commission determined to
periodically monitor the area.

Mr. Marquedant provided an overview of the revised site plans dated 21 June 2013 and the
proposed revisions to the project. The Commission requested a further detailed calculation for
the total square feet of disturbance that was proposed within non-disturbed and previously
disturbed areas.
The hearing was continued to 12 August 2013.

• A discussion was held regarding the Commission and Water Department draft press release
about the Town’s water conservation. The Commission determined to finalize the draft and
forward it to the Town Managers Office for review and issuance.
• A discussion was held regarding the hiking path that the property owner of 97 Ash Street
cleared through the vegetated wildflower meadow on his property. The hiking path was
cleared within the portion of the property held under the Town’s Conservation Restriction
(CR) and a portion of the hiking path was cleared within the 100-foot buffer zone of a
wetland resource area. The hiking path was cleared to allow the public to access the existing
hiking paths on the Town’s Elmwood Farm parcel, 0 Ash Street (U20 30 1) from the two
parking spaces on Ash Street. The Commission determined the vegetation cutting for a
hiking path qualified as a minor project exemption and believed it was not in violation of the
CR. The Commission determined to reach out to volunteers in order to create a hiking path
on the Town’s parcel to link the existing hiking paths with the two parking spots on Ash
Street.
