RESOLUTION NO. 73-- 5 , CONCERNING LEGISLATIVE ISSUES
WHEREAS the 1973 Minnesota Legislature is expected to consider proposals
that would directly affect residents of the Village of Medina; and
WHEREAS the Medina Village Council has had an opportunity to carefully
consider some of these issues and to assess their effects;
NOW, THEREFORE, BE IT RESOLVED that the Medina Village Council, in the
interest of the citizens of Medina, does adopt the following positions
on legislative issues:
WE SUPPORT:
Redistribution of highway aid funds so that they are shared by com-
munities of under 5,000 population in the same proportion as they are
now distributed to larger municipalities.
Legislation that will give municipalities better tools for dealing
with problems of zoning, development and the environment. S.F. 112 is
an example of such legislation.
Efforts to continue and further the use of tax and assessment poli-
cies to enable farmers to stay on their land and to prevent premature
development.
Positions of the Hennepin County League of Municipalities in regard
to tax-exempt property, establishment of a metro area trails system, and
powers of the Metropolitan Council.
Legislation to further property tax relief, including assumption by
the state of a greater share of education and welfare costs.
WE OPPOSE:
Legislation that would give any county or metro body the power to
condemn property for open space or other purposes or to fix park
boundaries without municipal consent. We oppose any such proposals
in the strongest possible terms.
Consolidation of municipal prosecutions under the Hennepin County
attorney's office, thus removing local control of zoning enforcement.
Termination of the township welfare system for general relief.
Legislation threatening independence of the Suburban Nursing Service.
Approved by the Medina Village Council this 6th day of February, 1973.
