A RESOLUTION CONCERNING THE PUTNAM COUNTY
JAIL PROJECT
WHEREAS, the Putnam County Commissioners and Putnam County
Council have proposed to build a new County Jail to be located at
Keightley Road in the City of Greencastle; and
WHEREAS, the Putnam County Council has adopted the County
Economic Development Income Tax (CEDIT) (I.C. 6-3 . 5-7) ;
WHEREAS, approximately 26. 5 % of the County's distributive
share of CEDIT is based upon the levy of county property taxes
paid by the taxpayers of the City of Greencastle, which
distributive share has been proposed to be dedicated by the
County Council to the Jail Project; and
WHEREAS, the City of Greencastle is dedicated to futhering
long-term cooperation with the County and desires to assist the
County in completing construction of the jail project;
THEREFORE, BE IT RESOLVED by the City of Greencastle that
pursuant to I.C. 6-3 . 5-7-15, the City of Greencastle will adopt a
capital improvement plan which will include as its first project
the following:
1. Extending Keightley Road to the jail site and around
the north side of the building to Cemetery Road.
2 . Extending City water lines to the site.
3 . Extending City sewer lines to the site.
This commitment is conditional upon the County Economic
Development Income Tax remaining in effect and the irrevocable
dedication by the County of a portion of its County Economic
Development Income Tax distribution to fund the bond or lease
payments for the Putnam County Jail Project.
