I’m reaching out on behalf of Eden Housing, a non-profit organization dedicated to providing
affordable housing solutions in California. We are currently in the process of scheduling a date for
the groundbreaking of Mitchell Park Place, which will provide 50 new affordable rental homes for
individuals, as well as over 2,700 sf of commercial space in Palo Alto.
We would be honored if you could attend and say a few words during the speaking program.
Currently, we are looking at two dates: February 28th or February 29th
The event would be held onsite at 525 East Charleston Road, and would run from 12:00 pm until
2:00 pm.

Dear City Council:
I can not believe I need to write this message, but here are several cuts from
recent(December) posts to Crescent Park Google Group:
1) "My car was broken into as well in the early hours of Thursday last week. I am on the
corner of ... & ... with a motion detector light on the driveway. I had not locked it either.
Nothing of value was in it but they rummaged through the glove box and console. This is the
third time this has happened to us over the last 4 years. The thieves seem to have no fear of
getting caught. Very frustrating and concerning."
2) My neighbor’s camera captured someone going through his car at 2:06 am on Thursday on
... He doesn’t have anything valuable in the car and has kept the car unlocked on our relatively
uneventful street but it’s the first we see this here so it’s disappointing...
3) May I ask - have all the break-ins been into unlocked cars? I also leave mine unlocked
frequently, but I’m thinking I will no longer do so as a deterrent.
Items 1 & 2 show a complete failure of the #1 priority for our local government which is to protect the
citizens of Palo Alto.
Item #3 is absolutely chilling. Are we really having a conversation about if we should leave our cars
unlocked so that thieves don't have to break a window to get what they want to steal?
And what comes next on this slippery slope. We don't react to car thieves who break Apple store
windows, we don't react to thieves who steal from cars on our streets, we don't react to thieves who steal
from cars in driveways.
When do we react?
When thieves break into garages?
When thieves break into unoccupied homes?
When thieves break into occupied homes
When thieves break in and assault our residents?
My too cents in reading minutes from CC is that too much time & money is spent on difficult problems
well outside the scope of a small city, city council; Combating Climate Change, Gun control, Freedom of
Speech, Increasing housing, transportation,...
This is Management 101 on how to get nothing done. Focus on "Big picture, long term problems which
everyone knows are outside the scope of City Council responsibility and for which the lack of progress
has a zillion excuses.
Well, crime in Palo Alto IS something that City Council CAN do something about and SHOULD be held
responsible for.
Please come down from the mountain and focus on the very modest needs of the CURRENT residents
of Palo Alto:
1) Feel safe in our homes, walking on our streets and shopping in our stores.
2) Feel secure in maintaining the feeling of the Palo Alto we love; low density, suburb with a wonderful
university.
3) Feel like the people we elect care about making Palo Alto a better place to live for current residents.
NO CREDIT for solving the world's problems! Solving the world's problems is something each of us can
do on our own time with our own Nickel!

To all- Here the the local news from Tasmania for today. Don't know where it is? The
Australian accents will give you a big hint. During the weather they show it on the map. Lady
Killer Errol Flynn was from there. Many women remember him today.
What a glorious place to which to move! It looks like the US in 1948. No mass shootings
with assault rifles, no Nazi policy to ruin the lives of white men, no illegals arriving from
Latin American at 2,000 per day to be supported by you. No sick, corrupt politician at the
State level determined to ruin your residential communities.
Good weather, no wars to fight, no taxes to provide a free military defense for all of
Europe, Japan and S. Korea. What is not to liike? It looks awfully good to me.
You'd get milder winters than in Munchen, and you don't have to speak German.
Apparently, kangeroos have never been introduced into Tasmania. They do have Tasmanian
Devils.

Over the past decade, the adoption of body-worn cameras has been one of the most popular and durable
police reforms in the U.S.
The technology has enjoyed broad support from both the general public and from police. After a slew of
high-profile shootings seared public consciousness through the lens of bystander video, the wisdom of
recording all police interactions with the public has been hard to argue against.
A recent investigation by ProPublica and The New York Times, however, found that the promise of body
cameras has been undermined by policies around the release of footage. “Departments across the
country have routinely delayed releasing footage, released only partial or redacted video or refused to
release it at all,” write Eric Umansky and Umar Farooq. “They have frequently failed to discipline or fire
officers when body cameras document abuse and have kept footage from the agencies charged with
investigating police misconduct.”
Their review of 79 police killings captured by body camera footage in June 2022 found that footage has
only been made public in 42% of cases.

Another limitation of body camera footage is that it relies on subjective interpretation. When TheGrio
news network recently sent footage of the same police use-of-force incidents to 10 experts,
interpretations of what they saw and heard varied dramatically, even on basic matters including whether
or not the subject complied with officer demands.
Perhaps hard-to-get footage is better than none at all, though. A recent NBC News investigation found
that unlike local law enforcement, federal agents don’t generally wear cameras, essentially turning
shootings by the FBI, the Bureau of Alcohol, Tobacco, Firearms, and Explosives, the Drug Enforcement
Agency, and the U.S. Marshals into a black box.
Once body camera footage is released, it can be instrumental in countering false police accounts that
likely would have been accepted as true. Take the case of Ronald Greene, who was killed by state police
outside of Monroe, Louisiana, in 2019. Officers reported he had died in a car crash. But body camera
footage revealed that they’d beaten, tased, and mocked Greene and then left him handcuffed and
shackled face down while waiting for an ambulance. Three of the officers involved are facing criminal
charges, and the agency is under federal investigation.
Victims of police violence and their families often seek the release of body camera footage, in the hope
that public outrage will lead to accountability that is otherwise elusive. This week, the mother of an 11-
year-old Black boy shot by police in Mississippi made exactly that demand after a grand jury declined to
press charges. “I feel disgusted, outraged and emotionally damaged,” she said at a Wednesday press
conference, after viewing the footage in private.
Police oversight agencies, such as civilian complaint review boards, benefit from the footage — when
they can get a hold of it. As we covered in a prior edition of Closing Argument, these kinds of
organizations are popular (many of the nation’s large cities have one), but they have dramatically
different amounts of power from place to place. It’s common for their power to expand or contract as
political dynamics shift in a given city or state, especially through protracted battles with police unions.
The Chicago Civilian Office of Police Accountability is one of the few in the country with direct access to
body camera footage, a power it received after outrage over the shooting death of Laquan McDonald in
2014. But that hasn’t stopped the city’s police union from trying to bargain away other avenues of public
oversight. In current contract negotiations, the union is seeking a provision that would allow officers
accused of misconduct to remove their cases from the docket of the public Chicago Police Board, “and
instead have them decided privately by an outside third party,” the Chicago Tribune reports.
In New York the civilian review board must navigate a maze of bureaucracy to obtain body camera
footage, and now faces a new stumbling block. The board announced this week that it was suspending
several categories of investigation into police misconduct due to budget cuts demanded by Mayor Eric
Adams, a former police officer.
In Florida, civilian review boards face a threat to their very existence. A state representative recently filed
a bill that would make it illegal for cities to create any kind of agency for receiving, processing, or
investigating “complaints of misconduct by law enforcement and corrections officers.” The bill sponsor
cited the stress that investigations can put on officers. It's a move reminiscent of other efforts by state
officials in Florida to restrict how their local counterparts handle the justice system.
In New Jersey, by contrast, lawmakers advanced a bill this week that would give civilian complaint
review boards the power to subpoena witnesses — an authority that these boards and their supporters
often covet. A proposed amendment would only apply the power to four of the state’s largest
departments as a pilot program for five years, making the bill bittersweet for advocates of more
oversight. “Examples of police misconduct and brutality exist in literally every corner of New Jersey,”
said Joe Johnson of the American Civil Liberties Union of New Jersey, according to the New Jersey
Monitor. “So civilian oversight is important everywhere.”

Speaking of accountability. In three out of four cases where the state of New York fired a state prison
guard for abuse (or for covering up abuse), the officers were ultimately able to get their job back via an
arbitration hearing. The Marshall Project’s Alysia Santo and Joseph Neff, who explain how they reported
the story, previously exposed why it’s extraordinarily difficult to fire guards for abuse in the first place.
Debunked, but not gone. Experts have long demonstrated that old-school hair analysis — comparing
hairs under a microscope without DNA — is junk forensics and can’t definitively tie a person to a crime.
But reporter Rene Ebersole explains how prosecutors and juries haven’t stopped using it. And many
people who were convicted based on the flawed technique remain in prison.
An update for listeners to our podcast series: Violation. Jacob Wideman was granted parole in
2016 after three decades in prison, only to be sent back a few months later for missing an appointment
with a psychologist. This August, he sought to undo the parole revocation, but in a ruling this week, a

Esteemed Councilmembers,
I am writing to you about a matter of tremendous importance regarding the plans you have been making for
Cubberley. There are giant redwood trees ringing the property, and a few on the interior as well, who desperately
need our protection. To lose these incredible assets to the community would be a disaster. They have seen
generations of Palo Altans evolve and grow together. Our forebears wisely put redwoods along the edges of all the
schools in town. This helps show kids and adults alike how beautiful and majestic a properly cared for environment
can be in California.
Having a breathable space is essentially critical to our citizens' health. The best part about Palo Alto is that despite
being a modern city, there is still reasonable tree and plant coverage. Air moves very fast and far. Maintaining
robust tree coverage at Cubberley is vital for the entire neighborhood.
Many times construction projects carelessly remove giant trees. Hundreds of trees have been cut down nearby in
recent years. Protecting these plants will lower the health complications many people have from breathing pollution

Below is the email and photos that I recently sent to Emily Kallas at the city planning office. My
neighbor, who is “cc” on this email, informed that it would be better to send it to you council members
as you are the final decision makers.
As you take a look at the photos, you can imagine the invasive nature of the proposed expansion.
I know that many of my neighbors work full-time and it is hard for them to carve out the time to
communicate. All that I have spoken to are opposed to this expansion. The compromises were made for
The Common's structure and its impact on nearby residents when first built. I have lived with those
impacts for 30 years. The Commons already encroaches on our lives and increasing the structural height
along the Wilkie Way side of the building is unacceptable.

The Santa Clara County Public Health Order requiring a face mask in
healthcare facilities continues to be in effect through the winter
respiratory virus period now through March 31. Facilities where masks
are required include medical, nursing, dental, vision, or behavioral

Citywide Updates
City Finances Update: December 2023
Through the pandemic, the City experienced its most volatile financial
swings in many years. While economic conditions remain uncertain due
to world and national events and their potential local impacts, the
current period of recovery, last year’s voter approval ofballot measures,
and proactive financial planning have put the City in a strong position to
meet priority community service needs into the future. This community
update shares the results of the recently released annual financial report
and long-range financial forecast.
Test of the City’s Emergency Alert System was Conducted Today, Did
You Receive it?
The City of Palo Alto conducted a test of its emergency alert system
today. Are you signed up and did you receive it? The test confirmed over
4,368 notifications were received. The top notification method was cell
phone text message, followed by email message. The test of the system
seeks to build community awareness of the City’s emergency alert
system, as only one third of Palo Alto residents are currently registered
to receive emergency notifications. The City saw new sign-ups because of
the test and continue to encourage both residents and businesses to
sign-up for free. It also provides a reminder for those that have accounts
to check settings preferences to ensure receipt of the test notification.

Survey: What Would You Like to See the City Council Prioritize in
2024?
Each year the City Council reviews and selects annual priorities at their
Council Retreat, which usually occurs in early January or February for the
calendar year ahead. A Council priority is defined as a topic that will
receive significant attention during the year. In 2023, the City Council
prioritized Economic Recovery & Transition, Climate Change & Natural
Environment – Protection & Adaptation, Housing for Social & Economic
Balance, and Community Health & Safety. Share your feedback on what
priorities you would like to see the City Council adopt for 2024. Input
received will be shared with the City Council in preparation for their
annual discussion.
San Antonio Road Visioning Workshop
Consistent with the City’s housing element, the San Antonio Corridor has
been identified as an area for new housing development; planning for
approximately 1,200 new housing units. The City of Palo Alto is working
with city planning students from Cal Poly, San Luis Obispo to develop a
concept plan for the area to help guide future development and address
the need for resident-serving land uses such as parks and access to
neighborhood schools, transportation solutions, and more. Help shape
the future of the area and give feedback about new housing and
development at an in-person workshop on Wednesday, Jan. 24, 6–8
p.m. at Mitchell Park Community Center.
City 2023-2024 Holiday Hours

Why our council members are ignoring the increasing jet noise is beyond my understanding. Isn’t it
your job to stand up for us?
I am so frustrated that the jet noise increasingly louder is not a top concern.
This morning I was awakened by the entire house shaking (see report below)! I worked very early
into the morning when it should be quiet and sleep late when it should be quiet. Jets now keep me
from focusing on work, and from my sleep.
Palo Alto won’t be the place in the world it has been—where special things are created —if special
people don’t want to live here; special people don’t want to live under jet traffic that interrupts them
24/7.
When can I expect to get support from my council members on this increasingly awful situation?

Re: Opposition to Current Preferred Concept Plan
Dear Major Lydia Kou and Council Members,
As longtime business owners and active members of this community, we are writing to express our strong
opposition to the proposed concept plan for the University Avenue Streetscape Improvement Project to be
discussed in the City Council meeting on Monday December 18th.
There are several points which we urge you to consider from the perspective of both business owners as
well as the entire community who currently benefit from the existing parklets:
The current ‘preferred option’ will wipe out valuable improvements to outdoor
urban space made during the pandemic. Sunny, outdoor parklet spaces have been
enthusiastically greeted and consistently used by citizens of our community. They provide a
healthy space for meeting and contribute to a vibrant atmosphere that makes our city attractive to
visit, shop, and spend time in.
This plan is threatens our long-term survival and ultimately could mean a
homogeneous downtown. Parklets allowed our fragile businesses to survive economically
during the pandemic. Even in a post-pandemic context, we are still under rigorous competition
from other nearby outdoor dining options such as at the Stanford Shopping Center. Eliminating
parklets further reduces our ability to attract customers, and would likely result in the closing of
many dining establishments, resulting in an unattractively homogenous retail-only downtown
space — or worse, empty storefronts.
Frequent redesigns cost us in time, energy, and money. Re-architecting yet again our
outdoor spaces, after the re-architecture of what was meant to be a permanent parklet program
(set to take place in March 2023) is stressful and costly for business owners. Constantly changing
the goal post, and needing to react to these changes adds yet another layer of instability for
businesses.
A $40 million price tag — passed down to us. This cost will be assessed on the landlords but
they will subsequently pass it down to us, the tenants. The $40m price tag of this project could be
much smaller if it were used to beautify the downtown instead of re-configuring it.
A work-around Option 3, benefitting all constituents, would consist of:
Extend the sidewalk by 24 feet instead of 17.5 (8 feet will be reserved for pedestrian use)
Make the Commerce Zone 10-12 feet instead of 6.5 feet, which will make all constituents neutral on
this matter.
Finally, consider the enormous contribution that cafes, restaurants, and bars make to the
City: not only from the perspective that we contribute to the bulk of sales taxes, but also to social capital.
Our citizens are happier by frequenting social spaces, our governments are more efficient, and our city is
safer. See scientific evidence from Yale professor, Dr. Laurie Santos. And these spaces are diminishing.
What do citizens want? Multiple petitions and the city’s own surveys have shown overwhelmingly that
residents want to keep University Avenue closed to cars. Meetings related to this redesign — which will
have significant impact on both residents and businesses — have been dominated by landlords speaking
for their own interests rather than on behalf of what citizens have been loudly requesting for years now:
parklets, safe cycling and parking for bicycles (which seems to have disappeared from the project despite
earlier promises), outdoor spaces for socialization and dining. Residents and businesses need to be
surveyed when making such long-term, consequential decisions given the outsized impact that
these decisions will have on all of us. As other business owners have pointed out, when landlords drive
these conversations, it can be a precarious position for us to stand up and disagree with their outlook;
these choices need to be put to the community as a whole, as they affect the community as a whole.
We deeply appreciate your consideration of these points when making this decision.

The City of Palo Alto’s parks and recreation facilities and programs play an important part in the
life of a community and its members. However, the recreational programs are primarily designed
for the general population. It’s important that the city of Palo Alto be a model for ADA and adopt
formal inclusion policies that ensure all community members have an equal opportunity to enjoy
the benefits of parks and recreation programs. We can find many examples of the
implementation of a successful inclusive program from neighboring Cities.
Children and youth with disabilities have the right to learn, play, enjoy, and benefit from
recreational and social experiences in Palo Alto. Creating opportunities for inclusive and
adapted recreation and social activities for individuals with disabilities is vital.
CAC has been partnering with the City of Palo Alto Recreation Teams by inviting them to our
public meetings, community building events and parent ed and support events since 2019.

The city of Palo Alto recreation program has been offering small numbers of Magical Series
partnered with Magical Bridge Foundation for children with develepmental disabilities. This is a
model where a city partners a local nonprofit or other agency, who already provide services to
the members of the community with disabilities, is a mutually beneficial joint venture. These
strategic community collaborations can be extremely effective in meeting the needs of all
community members. They can share expertise and resources, save money, and ultimately
achieve better outcomes when it comes to health and wellness. We need to make this a priority
moving forward. All parks and recreation facilities need to prioritize inclusion programming. That
being said, PAUSD and the city of Palo Alto have the safe route school , the middle school
athletic programs and libraries and other joint programs already for general programs.
We request PASUD and the city of Palo Alto park and recreation team create a joint venture to
further improve accessibility for the existing programs especially teen programs as we are a
rack of secondary and post students with disabilities after school programs as well as creating
therapeutic and /or adapted programs.

The installation of lead service lines was outlawed in the mid-80s, but to take effect when???
My house built in 1990. When did they really stop installing these bad pipes?? I hope
the media can find out from city officials that question.
The City of Fresno should issue a public announcement re. that. When were these bad
lead pipes no longer allowed to be installed in new home construction in Fresno?
ONe time a plumber was at my house and he told me that the water comes into my
house behind a front wall in my front bedroom. They show in this vid a big panel maybe 18"
X 30" cut out of the dry-wall there to get at the pipes. Sure hope to hell I don't need this done.

I think KCBS said this will cost $15-30 billion for the whole US, so the feds will pick up

My name is Erin Sampson. I grew up in Palo Alto, California and am now attending the
University of Colorado, Boulder. I have been reflecting on my childhood in Palo Alto and
have written a letter highlighting some of the ways I believe we could improve the city. I care

Dear Palo Alto Historical Resource Board and City Council,
I'm sending this email to object to our home at 218 Middlefield Rd being nominated for the
Palo Alto historic inventory at this time.
I consider this objection to be only preliminary, and understand that the process would allow
us to change our minds later, once we have more information.
Our reasoning for this decision has several parts:
1) In the short term, being on the historic inventory (or not) will not change anything.
Prior to our purchase of it the house had been completely updated inside, largely leaving the
exterior intact. The interior needs nothing, and we would never significantly change the
exterior. Both were important contributors to our buying it. There will be no 4-plex at 218
Middlefield, even if we would be permitted to build one! So both the incentives and
limitations of the historical inventory program are mostly moot, at least as long as we will live
here.
2) We don't yet have all the information about some potentially interesting incentives.
There are incentives around having or potentially improving a basement in an historic house in
a flood zone. These could be significant to us. We have reached out to City staff to understand
these relaxations better, but they have not had much time to respond.
3) The implications in the long term of being in the historic inventory are unpredictable.
The long term means when we decide to sell the house. This is only likely to happen years
from now. As rules around zoning and housing in Palo Alto are changing so rapidly, it seems
short-sighted to lock in restrictions that would only first have effects when we would sell in an
environment that's unpredictable today.
Unfortunately my work schedule means I'm unable to attend the December 14 meeting, but
we'll stay in touch with the program.

Dear City Council and HRB Members,
I request the HRB to recommend to Council that Council do *not* place properties on the local
historical inventory over the objections of the property owner. Palo Alto should follow the California
State Office of Historic Preservation (CA-OHP) process for nominations to the California Historic
Register which states “A resource cannot be listed over an owner’s objection” (California legal code,
sections 4852-5).
My property at 385 Waverley Street, Palo Alto, CA 94301, was included in the list of properties
nominated for inclusion in the historical inventory, without prior consultation with me. I have
objected to this nomination previously, and believe this matter needs careful consideration by
homeowners, before requesting for such a nomination.
I request that you please take into consideration the above comment and request, as I am unable to
attend the 12/14/2023 meeting in person or via zoom, due to other comittments.

Dear Friends,
This month, we feature the JMZ’s “animal ambassadors” – animals that are trained to
travel to local schools for the JMZ’s education programs. The JMZ’s animal ambassadors
represent the diversity of animals at the zoo and include arthropods, reptiles, birds, and
mammals, all of which have understandable and interesting adaptations that provoke
questioning and thinking from children. Thanks to the generosity of our donors, students in
East Palo Alto, east Menlo Park and Redwood City are exposed to these diverse animals
through the JMZ’s Science Outreach program funded by the Friends in underserved
schools.
Finally, during this time of year-end giving, I hope that you will consider donating to the

Meet the JMZ's Animal Ambassadors
Questions for John Aikin, JMZ Executive Director
What are animal ambassadors?
Animal ambassadors are creatures who live behind the scenes at the JMZ. These animals
are introduced to the public during special programs either onsite or at schools. The JMZ
is home to a number of unique animal ambassadors, and what makes the experience of
meeting one so exciting is that they are always accompanied by a member of our
knowledgeable animal care staff. This gives our audience the opportunity to ask questions
about each animal and observe them in close proximity. The animals in our ambassador
program are carefully chosen. We select animals that are useful for reinforcing science
lessons, like animals with obvious adaptations and characteristics that are distinctive to
them.
Pearl the Opossum is one of the engaging ambassadors we bring to schools and other
programs. As the only North American marsupial, opossums are an interesting
educational creature for children to meet in classrooms. We always let Pearl leave and re-
enter her crate on her own terms and she is always excited to eat her favorite treats, like
grapes. From hissing cockroaches to bats, there are a number of amazing animals who
call the JMZ home and spark the curiosity of young students.

How long have animal ambassadors been a part of the JMZ?
Animal ambassadors have been a part of our institution for almost ninety years, since the
time when the Palo Alto Junior Museum & Zoo was simply the Junior Museum. We have
records that show small animals lived at the Junior Museum as far back as the 1930s. We
even have photos of our founder, Josephine O’Hara, holding snakes and interacting with
visitors. Volunteers would show these animals to the public for programs and started
bringing them to schools to teach lessons about wildlife. These animals lived at the
museum and because there was no zoo, children interacted with them primarily through
lessons.
The number of animals at the Junior Museum continued to grow, and so, in 1969, we
decided to build a zoo–hence the name change to the Palo Alto Junior Museum & Zoo.
This allowed us to introduce larger wildlife to our collection of creatures. Originally, the zoo
hosted a few animals, mostly native to California. Over the years, we were able to include
wildlife from other parts of the world while keeping some of our favorites, like the
raccoons.

When can I see animal ambassadors at the JMZ this month?
Animal ambassadors are a really important piece of our work and give us the chance to
connect with young learners who are curious about nature. This month, you can see one
of our most popular animal ambassadors, Sequoia the Bald Eagle, who has lived at the
zoo for over a decade. With her handler, John Flynn, Sequoia makes appearances at the
JMZ on Wednesdays, Saturdays, and Sundays at noon. Our two barn owls also make
appearances around the same time as Sequoia. The barn owl is the mostly widely
distributed owl species in the world, and can be found almost anywhere with grasslands.
We host other animal programs in our zoo, like our ever popular flamingo feedings. The
cichlid feedings in the afternoon are a great opportunity to see our Fly River turtles, which
we feed fruit skewers. We toss these treats into the tank and let them sink to the bottom.
The turtles are immediately excited and start to pluck the fruit off of the skewers. Fly River
turtles are nocturnal, so feeding time is a great opportunity to see them in action and
watch their interesting swimming style, which looks a lot like that of sea turtles. We hope
you are able to stop by with your family later this month to meet our amazing animal
ambassadors!

Honorable Board members,
We are writing to object to placing our home at 2025 Columbia Street on the Palo
Alto Inventory List. In addition, we request the HRB to recommend to City Council
that historic resource properties *not* be placed on the local Palo Alto historical
inventory over the objections of the property owner.
We would like to raise several concerns about the
HBR’s proposal to put properties on the Local Historical
Inventory over the expressed objection or without the
approval of homeowners.
Our biggest concerns are regarding the limitations and
additional costs imposed upon homeowners in case of
any remodels or improvements. We believe that we
have to consult with planning staff on any projects, and
that we have to pay for it. This adds to the already
increasing costs of any work done on homes currently,
in addition to the environmental review. We had a very
bad experience dealing with the city on a remodel 20+
years ago leading to a big delay in completing our
project and additional costs.
This is all very opaque. The city needs to issue very
clear guidelines about the process, cost to
homeowners and anything else that could impact any
repairs or changes that need to be made to a home.
For example, what is the process for replacing a roof?
As you are aware, most insurance companies will not
insure homes that have wood shingle roofs. What if we
plan to go solar and replace the roof with a Tesla solar
roof?
There are so many unanswered questions that you
need to address fully. Once again, we would like to
reiterate that the homeowners must not placed on the
registry without their full approval and that all questions
regarding cost, time and limitations on changes are
addressed fully.

My brother Marshall Koch and I are the owners of 1726 Fulton Street in Palo Alto. I am writing to
submit my strong objection to 1726 Fulton Street being placed on any historical registry. The
process for nomination is arbitrary and inconsistent, and therefore patently unfair to those
homeowners that are nominated without their request nor approval.
In reviewing the homes that are nominated by the Historic Resources Board (HRB) I can find no
method of logical inclusion. The 2001 survey report by Dames & Moore identified 13 potentially
historic districts within Palo Alto, the first of which is noted to be Christmas Tree Lane, the 1700-
1800 block of Fulton St. Yet in in their finding of eligible homes, only 1726 Fulton St. was singled out
as historically significant enough to be nominated for the historic inventory. How can a two-block
section of Fulton St., identified as a significant historic district, only have 1 of 31 homes nominated
to the historic inventory? This makes no sense. The singular nomination of 1726 is inconsistent with
the 1700-1800 block Fulton St. being designated a historic district and demonstrates the completely
arbitrary nature of the nominating process.
If 1726 Fulton Street in and of itself should be considered historic, then surely an identical home, of
the same vintage, and within a designated historic district in Palo Alto should be included as well. If
the HRB’s nomination process was fair and logical, rather than arbitrary and inconsistent, one would
agree. But this is not the case. 1250 Hamilton Avenue is located within the “potentially significant
historic district” of Crescent Park. 1250 Hamilton Avenue is literally a mirror image copy of 1726
Fulton St.

1250 Hamilton Avenue
1250 Hamilton Avenue was designed by the same architect and is of the same vintage, why is it not
nominated for the historic inventory? Because the nominating process is arbitrary and
inconsistent.
For these reasons I strongly object to 1726 Fulton St. being given any historic designation and
suggest the historic resources board make a review of its process to date. The inconsistencies in this
example demonstrate the harm that may be imposed on an individual homeowner when the process
is not fairly and equally applied to all homeowners in Palo Alto.

Two items on KCBS-SF. 1) EPA has issued a rule to remove lead water pipe from street to
house. The use of lead pipe there was outlawed in the mid-80s. My house was built in 1990 so
I may be OK. Report was heard on KCBS about a week ago.
2) Today on KCBS "Ask and Expert" program which one can find on the KCBS website-
a recording thereof: The State of California has promulgated rules for using sewer water as
fresh drinking water. Lots of testing and reporting will be required. The tech has reached the
point that it can be done safely. Why do it: climate change is causing less rain and more
evaporation, so less water from trad. sources.
This will cost money so the suckers- I mean the rate payers- will now pay more for water.
It will tend to be done in big water systems more than in small ones.

My wife and I were out of town for an extended period. Upon returning, we discovered that
our house at 1235 Webster Street has been included in proposed additions to the historical
inventory.
While we have no intention of materially modifying our house, we are opposed to its arbitrary
addition to a list that could have an adverse impact on its value.

Since October 7, there have been numerous incidents reported in which
journalists were fired, demoted, suspended, or otherwise silenced after
voicing criticism of Israel, including:
The German media giant Axel Springer fired Kasem Raad, a 20-year-
old apprentice at the company, after he questioned the company’s
Israel policy through internal channels.
Thirty-eight Los Angeles Times journalists have been barred from
covering Gaza for a minimum of three months after signing an open
letter criticizing media coverage of the war and Israel’s targeting of
journalists.
The BBC took six Arab journalists off the air after they allegedly showed
“anti-Israel bias” by liking and publishing pro-Palestinian posts on social
media.
Mona Chalabi, the data journalist and illustrator who won the Pulitzer
Prize for the New York Times earlier this year, said she’s been unable
to get commissioned for additional work from the paper since the war
started.
Artforum editor-in-chief David Velasco was fired after wealthy art
collectors objected to an open letter by artists expressing solidarity with
Palestinians was posted on the magazine’s website.
The Harvard Law Review killed an article on the Gaza war and Nakba
after it was commissioned, edited, fact-checked, and prepared for
publication.
Two weeks ago, MSNBC canceled the Sunday night show hosted by
Mehdi Hasan, one of the only cable news hosts willing to openly
challenge Israel and a valued former Intercept colleague.
While the reasons for some of these moves against journalists have been
disputed, there’s been an undeniable chilling effect across the U.S. media
landscape as a result of incidents like these.

Dear Mayor Kuo and Honorable council,
It is imperative that homes for all are developed, designed and built within our city centers.
Near schools, public libraries, transit choices, commerce. It is also crucial these homes are
situated within our City of Trees canopy, away from sea level rise and freeway and
commercial manufacturing zones.
Homes for all are best served and yes, serve us when physically built within city boundaries,
in neighborhoods with in infrastructure already in place:, parks, playgrounds, emergency
services, hospitals
I truly hope you have human habitat and eniviromemtal objectives in mind when planning and
developing.
Raiding height limits, developing vacant lots, public parking lots is a really sound plan to
address and take action on homes for all incomes, abilities, family size.
From personal experience, raising a family in a commercial zone SRZp site is really
unhealthy. Lots of concrete and prefabricated material, as well as mega auto and truck
pollution from El Camino real.

Dear Mayor Kou, Vice Mayor Stone, and Members of the City Council,
The Traffic Review uses parking lot codes for multifamily residential complexes, meaning apartment complexes, to
determine twenty feet is wide enough for Ellsworth Place as it intersects with Middlefield Road. I’d like to bring to
your attention that all such residential complexes and driveway configurations near Ellsworth have areas in the back
to turn around vehicles, or a one-way road to another exit driveway. Such parking lot configurations are written into
the municipal parking lot code for safety reasons. Ellsworth Place does not have this!
There is no other way of turning vehicles around other than in the parking lot, and it has functioned this way for
over 50 years. Middlefield Road is four lanes of traffic with a speed of 30 - 35 miles per hour (quite often more). If
we don’t preserve a way to turn delivery trucks around, then vehicles will back out into that traffic making it unsafe
for this area of Midtown. Please remember there are schools, shopping, and recreational centers nearby.
Let me emphasize, that Ellsworth Place IS A PRIVATE STREET. It is considered a private street by the City of
Palo Alto, as you can see in the attached document. Palo Alto’s municipal code definition of a private street applies
to “...right-of-way, including vehicular access easements used for ingress or egress of more than 200 feet in length.”
Ellsworth Place is 530 feet in length, and ALL 14 property owners, including the apartment complex, have
ingress/egress rights to Ellsworth Place written into their deeds.
Chicago Title has further proven these rights, and also considers Ellsworth to be “a private way which leads to
Middlefield Road, a public way.” Those letters are also included.
Additionally, Ellsworth Place is drawn as a road on the 1968 Wooster Subdivision map, and also on the Santa Clara
County Accessor’s map, which are both included in the attachment.
Now that we have established Ellsworth Place is a legitimate road, according to Palo Alto Municipal Code, the
minimum width of a private street serving five or more lots shall be no less than thirty-two feet wide. Given the
parking lot is being requested for redevelopment into a home, the Palo Alto Municipal code for private streets
should apply, and the first 111 feet of Ellsworth Place, including the City’s 10-11 feet of sidewalk and landscape
strip should be brought up to code accordingly at 32-feet wide.
And before the“whataboutisms” begin, the existing houses on Ellsworth Place are grandfathered in, having been
built before annexation, and over 30 years before PC-2343 allowed the apartments to exist. Those apartments were
designed with our houses in mind, and a smart City Council, no different than yourselves, approved PC-2343 over
50 years ago. it’s functioned reasonably well ever since.
In conclusion, Ellsworth Place is a Private Street. Following the Palo Alto Municipal code of a 32-foot street width
in this location would preserve the road circulation that is needed to safely enter and exit Ellsworth Place onto
Middlefield Road and keep this intersection safe for the neighborhood.

Honorable Board members and Ms French,
I am writing on behalf of my clients Jianqiang Qiu and Mao Sipian who sent an email dated November 9th
objecting to their home at 2150 Cowper Street being nominated for listing on the Palo Alto Inventory (see
attached). They have not received confirmation that their objection was received by the HRB. Additionally,
given their email was sent November 9th it looks like it did not arrive in time to be noted as an objection
property to be pulled from the 11-9 voting on the slides presented at the meeting.
Given my clients live overseas it is possible their emails were sent and not received by HRB, Ms French or
the City Council given screening email filters. They also resent their email after the 11/9 HRB meeting. They
did receive City Council auto response ticket numbers #2425 and #2419 (see attached) but their letters
have not appeared in the Council’s packet nor did they receive subsequent confirmation emails after the
Council ticket numbers emails.
Please confirm receipt of their objection per this email. Is there a list somewhere that has all the objection
letters so we can check at a later date that their property is listed accordingly.

I'm writing to you to say we should go big on affordable housing on city lots.
The city is granting additional FAR and height to market rate developers through the builder's
remedy, the housing focus area, and planned community zoning. If the council truly wants to
maximize the number of below market rate (BMR) homes, then we need to grant those same
zoning exceptions to nonprofit developers building on our publicly owned land. Granting
additional height and FAR to affordable home builders results in 4 times more BMR homes
than it does when a developer uses the builder's remedy with a 20% affordability requirement.
Incrementality: The root of our housing crisis is that we banned incremental
development, the ability to increase land use intensity one increment above what currently
exists. There are 10+ 90ft structures in our downtown. This means we should consider height
limits above what currently exists, which, thinking very roughly, means 177ft, as
contemplated at Mollie Stones, should fit in downtown. I urge you to consider making the
statement of allowing the second tallest building downtown be one filled with affordable
homes.
Affordable housing is the bedrock of a thriving community. Meet the moment, make a
statement, and go big on affordable housing in our downtown.

Thoits Bros. has been a contributing member the downtown neighborhood for almost 140
years. We opened the first shoe store with hitching posts for our customers’ “vehicles” way
way way back then. Convenient and sufficient parking was as critical to retail success then as
it is today. We are the proud owner of property in the Downtown and count 18 retailers
(“Mom and Pop” as well as national) among our partners/tenants. We did not loose any
through Covid as we worked together focused on continuing relationships and services.
I am writing to implore you to take a step back and broadly consider the grave impacts of
further hurting our retailers and business environment in the Downtown. No doubt, housing
is much needed in Palo Alto and throughout the Valley. We support the development of
housing. What we cannot support is this concept that will give away one of our most valuable
assets (well located and dispersed parking) to make way for a developer to repurpose the land
for free.
It is no surprise to retail experts that Town & Country and the Stanford Shopping Center are
doing so well - they have parking surrounding and proximate to every retailer in addition to
professional stewardship that has continuously invested in its infrastructure, amenities,
marketing and maintenance.
Streetsense and the other City funded expert studies have all pointed at the same realities for
the reasons downtown businesses struggle.

retailers with the foundational infrastructure that is critical to their success.
<!--[if !supportLists]-->· <!--[endif]-->We need a revamp of the retail zoning code.

consultant concluded was needed pre-pandemic. It is a farce to think that the
currently empty parking spaces are excess. We have seen steady re-occupying over
the past 9 months and the trend continues. Some office tenants’ spaces will be
reconfigured and occupied by another company. Bottom line our downtown office
spaces will refill and the demand for parking cannot be brushed aside.
Palo Alto lags our neighbors up and down the Peninsula who have shown retailers and their
downtown businesses that they are committed to their success.
Today a retailer or a prospective retailer in Palo Alto has significant uncertainty – so much so
that choosing Palo Alto is getting hard to justify. A few of the reasons are:
<!--[if !supportLists]-->· <!--[endif]-->The ever-evolving parklet program has sewn concern
for most non-food retailers as they wonder if the City will take away the valuable parking
in front of their stores and when great design and cleanliness will again be important.
Outdoor dining is great and we all enjoy it but Palo Alto’s parklets are subpar and
signaling that more parklets are most important threatens other retailers.
<!--[if !supportLists]-->· <!--[endif]-->Potential to close streets which hurt all but the
restaurants who get the relatively free seating areas.
<!--[if !supportLists]-->· <!--[endif]-->The virtually impossible to decipher retail zoning code
remains unchanged.
<!--[if !supportLists]-->· <!--[endif]-->The caps on office construction limit the number of
future customers they can hope to benefit from.
<!--[if !supportLists]-->· <!--[endif]-->The premium retailers pay for City utilities over and
above the utility cost.
<!--[if !supportLists]-->· <!--[endif]-->The costly and confusing public parking for
employees.
<!--[if !supportLists]-->· <!--[endif]-->The list goes no and this is for another meeting…
Lot T looks to be the target of the current report and as an owner of a few of the historic
“homes” on Kipling Street we are extra sensitive to this proposal. Kipling is the most narrow in
all of Downtown. Taking away public parking will take away walk by pedestrians who may
learn of and visit Vino Locale, Lydia’s Skincare Design, Like Hair Salon, or the other retailers on
Kipling as they walk to and from University Avenue.
Additionally, the idea that buildings taller than code permits would be allowed on top of the
narrowest street and across from so many historic structures and within a 200 feet from single
family residential would irreparably alter the character of the City. We need to protect such
special places and not compromise them.
Please direct Staff to reach out to the Downtown community to explore other alternatives and
to adequately identify the risks of proceeding with this current proposal. And please refocus
on the previously identified items to support retail and partner with the Downtown
community to accomplish them productively.
Again, we are NOT against housing but where and how it is implemented is critical and we
along with our retailers and neighbors hope to support a true solution.

Mayor Kou and City Council members,
I am writing in support of Item #8 concerning affordable housing on downtown parking
lots. Affordable housing and more senior housing is greatly needed in our city, and
downtown with its retail services and other amenities, transit access, and good
location is a prime spot for it.
As good as this idea may be, it is also too tepid. The city-owned parking lot strategy in
the Housing Element (HE), of which this is part, provides for 212 units, or only 4%, of
the 5,317 opportunity site units in the current HE. This has been scaled back greatly
from the original proposal of up to a 1,000 units by local architects Baltray and Hirsch.
The most obvious way to improve upon the current proposals is to allow them to build
higher—on the scale of other downtown residential buildings such as Channing
House, the Marc, and 101 Alma.
Only by doing this can the City make headway in achieving a more equitable
geographic distribution of housing throughout the city—in line with its obligation to
affirmatively further fair housing.

I am a sophomore at Stanford University with a keen interest in Urban Studies and how
we can improve urban living. I love our beautiful community and frequent local
businesses regularly.
I strongly encourage you to vote in favor of Agenda Item #8, Development of Parking &
Downtown Housing Proposals.
We need to rethink how we can maximize the public benefits from the land that is
currently being used for these downtown parking lots.
I, and many others, believe that it would be wonderful to use some of this land to build
efficient multi-family affordable housing. With good architectural design, such buildings
can fit seamlessly into the neighborhood while providing the maximum amount of
affordable housing for those who desperately need it.
This can help promote citizens' health and well-being, and the loss of a few surface
parking lots will not negatively impact the community because the City can rethink its
parking model to provide sufficient parking for cars while, at the same time, reducing the
amount of off-street parking (so it can be used for better things, like housing).
So, please vote yes on Item #8.

Dear Palo Alto City Council:
I write regarding this evening's City Council discussion of housing
development on the city parking lot at 450 Lytton Avenue. Given our city's
severe housing crisis, I urge the Council to support an apartment building
that would make a difference in the lives of the many people seeking a
home in our wonderful city. This is the perfect place for a lot of homes:
right next to transit, retail, and other amenities.
I strongly support city staff's proposal, at this location, to relax the
ordinary city zoning rules that cap height at 50 feet. Please raise the
height at least to the 85 feet that, as city staff note, is common in recent
local construction. Of course, this should go even higher, like the 122 feet
of City Hall, the 140 feet of 101 Alma, the 142 feet of Channing House, or
the 237 feet of 525 University Avenue.
I also urge city council to raise the cap on floor-area ratio (ideally to 10.0
but at least to 5.0), and to eliminate the minimum on on-site parking.
Long-term, I hope City Council will amend our zoning code to allow denser
housing downtown, on California Avenue, on El Camino Avenue, and in
other city zones. It would be better for everyone to allow more homes in
denser construction on a systematic basis, as opposed to deciding such
questions on a site-by-site basis.
