RESOLUTION NO. 1994-2
A RESOLUTION ESTABLISHING A FISCAL PLAN
FOR ANNEXATION OF TERRITORY
WHEREAS, the Common Council of the City of Greencastle, Indiana, is considering the
annexation of certain territory belonging to John D. Wood and Marjorie E. Wood to the City
of Greencastle, Indiana; and
WHEREAS, the area to be annexed consists of 50.54 acres located at First Street and
Airport Road, Greencastle, Putnam County, Indiana, in the Southeast quarter of Section 22,
Township 14 North, Range 4 West, in Greencastle, Township; and
WHEREAS, in order to comply with I. C. 36-4-3-13, the Common Council of the City
of Greencastle, Indiana, is required to adopt a written fiscal plan.
BE IT RESOLVED, that the Common Council of the City of Greencastle, Indiana, does
adopt a written fiscal plan for the area proposed to be annexed as follows:
1. That the City Services consisting of fire, police and trash services can be provided
by the existing City Departments without additional cost.
2. That streets, water, sewer and other initial capital investments will be provided by
the Developer pursuant to the terms of the annexation ordinance.
3. That services as are required will be provided as the area is developed and that street
and road maintenance will be provided only after acceptance by the City of those streets and
roads built to the specifications of the Subdivision Ordinance.
4. There will be no financing requirements other than that that may be funded for
ongoing services from the normal budget process.
5. That sewer and water service are presently being developed out of grant funds as a
part of the Foxridge Development Project and will require no additional expenditures not
previously planned for the prior project.
6. That the planned services of a noncapital nature, including police protection, fire
protection, street and road maintenance and other noncapital services normally provided within
the corporate boundaries, will be provided to the annexed territory as developed and within one
(1) year after the annexation in a manner equivalent in standard and scope to those noncapital
services provided to other areas within the corporate boundaries that have similar topography,
patterns of land use and population density.
7. Capital Improvements will be provided by the Developer in a manner at least equal
to those services provided to other areas within the corporate boundaries that have similar
topography, patterns of land use and population density.
8. It is not anticipated that jobs of employees of other governmental entities will be
eliminated by the proposed annexation. Therefore, no plan for hiring such governmental
employees is necessary.
PASSED AND RESOLVED by the Common Council of the City of Greencastle at its
regular meeting this 11th day of January, 1994.
