HomeMy Public PortalAbout19-1994-22 RESOLUTION NO. 1994-22 A RESOLUTION ESTABLISHING A FISCAL PLAN FOR ANNEXATION OF TERRITORY WHEREAS, the Common Council of the City of Greencastle, Indiana, is considering the annexation of certain developed territory including Longcastle Drive and 2 lots on the West side of Round Barn Road and other contiguous property to the City of Greencastle, Indiana; and WHEREAS, the area to be annexed is further described as that part of the Southeast Quarter of the Southeast Quarter of Section 15, Township 14 North, Range 4 West, in Greencastle, Township not previously annexed; and WHEREAS, in order to comply with I. C. 36-4-3-13, the Common Council of the City of Greencastle, Indiana, is required to adopt a written fiscal plan. BE IT RESOLVED, that the Common Council of the City of Greencastle, Indiana, does adopt a written fiscal plan for the area proposed to be annexed as follows: 1. That the City Services consisting of fire, police and trash services can be provided by the existing City Departments without additional cost. 2. That streets, water, sewer and other initial capital investments have been installed by the Developer. 3. That services as are required are being provided presently and that street and road maintenance will be provided only after acceptance by the City of those streets and roads built to the specifications of the Subdivision Ordinance. 4. There will be no financing requirements other than those that may be funded for ongoing services from the normal budget process. 5. That sewer and water service are presently being provided and will require no additional expenditures not previously planned for the prior project. 6. That the planned services of a noncapital nature, including police protection, fire protection, street and road maintenance and other noncapital services normally provided within the corporate boundaries, are being provided to the annexed territory or will be provided within one (1) year after the annexation in a manner equivalent in standard and scope to those noncapital services provided to other areas within the corporate boundaries that have similar topography, patterns of land use and population density. 7. Capital Improvements have been provided by the Developer in a manner at least equal to those services provided to other areas within the corporate boundaries that have similar topography, patterns of land use and population density. 8. It is not anticipated that jobs of employees of other governmental entities will be eliminated by the proposed annexation. Therefore, no plan for hiring such governmental employees is necessary.
