HomeMy Public PortalAboutAugust 3, 2022 Regular Meeting Minutes-August 3, 2022 Call to Order-Cathy Merrell (CM) 7:01pm June 8 minutes- Moved to approve, Pete Meyer(PM); second Tim Trigg (TT) Motion carried Monthly Claims-June 2022 Motion to approve TT, second PM Motion carried July 2022 Motion to approve PM,TT second Motion carried City Treasurer Lynda Dunbar(LD) presented budget information: • Presented draft of the 2023 budget • Parks budget presented after meetings GR had with Mayor Dory • Salaries excluded • Included a monthly payment if it was approved • 5 years-about 30,000 annually • Not included: pool projects which may be needed and added to budget • Total budget is: $785,414.00 • Estimated income • 2022: Income from various sources(Property tax is separate) • Projected cash reserve:June and December from Putnam County • Misc. income: $104,000.00 Does not include property tax • PCR: approx. $296,000- Revenue total of$702,000.00 • Property tax approx. $367,000 • Total need for 2023: $903,000 which presents a deficit of approx.$200,000—objective is to be less than 25%of the budget • Misc. receipts for AC: $93,000.00- lower than most recent years • Process is to ID a balanced budget • Personnel Expense • Non personnel: approx. $360,000 • Department of Local Government and Finance monitors and reviews the budget • PM asked if we were about$75,000 short on the pool...? Yes- Lynda Dunbar Chrysta Snellenberger(CS) provided a report on the pool following the close of the season. Concessions were about$1,000.00 short on concessions. TT remarked "that's not bad." Tentative schedule for 2023 provided; plan to have SPARK; plan is to remove private parties, which we don't make money on. CM asked about the schedule, perhaps providing opps. earlier in the day. CS indicated the majority of the staff plans to return next summer. New work schedule should address income issues from this summer. Park House renovation PM felt there wasn't a return on the investment in repairing the house. He didn't feel it was worth the expense, particularly because we have had a "tight" year overall. CS remarked about the added security available having someone in the house. PM feels the Director doesn't have to live on the property. The Director(GR) indicated his agreement had him living int the park.And the discussion went on regarding the relevance of having someone live in the park. LD said the City is not a good landlord, and shouldn't be a landlord. If the house is renovated, the house will require routine maintenance. LD felt it shouldn't be the Director's role to break up a potential situation in the park. TT asked about the Director's salary and can it effect his salary? Yes, according to LD. Dave Bault(DB) mentioned the (potential) historical component to the house, which prevents the house from being demolished. CM mentioned the GR's agreement from the start date. Questions arose about whether the previous directors were required to live in the house. Bill Mentgen (BM)was asked about the condition of the house. He indicated there would be "discovery" issues if they went through the house. Most of what is wrong is cosmetic, according to BM. Structurally the house if fine. Overall costs are significantly higher than in recent months. Construction costs 75/sq. ft. Now $175/sq ft. Stacie Langdon asked Director about his thoughts. GR understands the process. He mentioned the salary he's been working under. He will respect the decision, regardless, going forward. What do you do with the house if it isn't renovated? And where do I go? The Mayor did speak to council members-3 were not in favor, one could go either way, three are ok with project.All were surprised with the amount. Three banks were alerted: First National Bank: w/collateral at 2.5%at five years. North Salem State Bank, w/collateral at 3.85%at five years. Rarely does the City financed beyond five years. DB asked about the possibility of getting the bid number down. Change order process is... Question was asked about the value of the house once it's renovated; no clear number determined. Discussion about the necessity of having the Director in the house. Basically,times have changed. Not as necessary, perhaps, as in previous years. CM, where does the funding come from. It's an asset to have someone there. TT feels there are benefits to having the house remain. Construction length: +/-90 days Discussion on potential pool repairs and how it could affect the park house renovation project. Redevelopment Commission (RDC) approved going forward with additional funds. Contract (Feutz Corporation) to be signed this evening. Future Land and Water Grant has not been released. Is there a break on City residents because they pay taxes...? Police Chief assisted in the running of the softball league. Did that effect the fees paid....?
