Section 5-4-9 Prohibition provides, in part, as follows: (4.) Positive drainage shall be provided as shown on the approved plans. It is my understanding that once the above issues have been corrected and asbuilts provided,a final inspection will be scheduled. Our review is limited to engineering issues. We have not attempted to duplicate the work of the Planning Commission or City staff with regard to setbacks, density or other zoning or subdivision regulation issues. We offer the following comments: 1) No parking signage must be placed to prohibit parking in the easements between Lots 1&4 and 2&3. Otherwise parked cars could block access and maneuvering areas for other units. 2) The jurisdictional line the 25'buffer if off of needs to be labeled. DNR line needs to be labeled. 3) DNR and other permits necessary to allow dumpling of rip-rap in the marsh are to be provided to the City of Tybee. Otherwise,redesign of any outfall treatment is required. 4) Clarification of BSL's and easements such as south of Lot 1 is requested. 5) Details on the width,slope,top elevation,ect... is required for the diversion berm along the north i side of Lot 2. 6) The area at the corner of Lots 1,2 and Lot 19 Northwave needs reconsideration with the invert of 6.2 and the adjacent area on Lot 19 at only 6.4. With the shallow depth of the outfall ditch the Cd- check dam north of Lot 1 may need to be reconsidered to avoid diversion of water onto Lot 19. Recheck the design flow west of Lot 1 flowing north against the note that all swales are designed to carry 2.3 cfs. 7) Revise gutter and downspout notes on C-4. For instance note#4 states no new runoff to the north while the grading plan routes all runoff north west. 8) Show water service to Lot 1. 9) Provide additional clarification on maintenance responsibilities and easements. Is the 2"water line south of Lot 2 to be City maintained? Is the private grinder system serving Lot 2 to be City, POA or lot owner maintained? Define the easement for the grinder force main for Lot 2 across 3 &5 and who it is to. 10) The connection of the private FM into the existing manhole needs to be redirected to at least a 90 degree angle to flow and preferably pointed downstream. Most of the comments regard clarification of easements,jurisdictional issues,ownership and maintenance responsibilities and minor adjustments to avoid potential drainage issues. Addressing these issues will not affect the general design of this subdivision.The above issues must be resolved for this project to be considered compliant with City Ordinances. Once these issues are satisfactorily addressed,it is my opinion that within the scope of our design review,to the best of my knowledge and belief,these plans will meet the requirements of the Land Development Code of the City of Tybee Island.
