HomeMy Public PortalAbout1974-015Village of Medina Iiamcl, Minncsota 55i40 RESOLUTION NO. 74 — , R JG kRDING THE FIVE-YEAR DEVELOPMENT PROGRAM OF THE HENNEPIN COUNTY PARK RESERVE DISTRICT WHEREAS nearly all of Morris T. Baker County Park is located in the City of Medina; and WHEREAS the City of Medina has taken a continuing interest in the plans and policies of the Hennepin County Park Reserve District; and WHEREAS the Hennepin County Park Reserve District has approved a five-year development program in the amount of $17,520,000; and WHEREAS the Hennepin County Park Reserve District has requested metropolitan funding for a substantial amount of that program; and WHEREAS the Environmental and Transportation Committee of the Metropolitan Council has scheduled a public hearing for July 16th on immediate action grants recommended by the Metropolitan Parks and Open Space Commission; and WHEREAS the Medina City Council believes there has not been mean- ingful public input for or review of the Hennepin County Park Reserve District development program; and WHEREAS the Hennepin County Park Reserve District failed to hold public hearings before approving its development program despite a request to do so; NOW, THEREFORE, BE IT RESOLVED that the Medina City Council does hereby request that the Metropolitan Council, as a condition for pro- viding any funding, instruct the Hennepin County Park Reserve Dis- trict to provide detailed information on its program to the public, and to hold public hearings on the program at times and places con- venient to the citizens of Hennepin County; and BE IT FURTHER RESOLVED that the Medina City Council requests that the Metropolitan Council withhold any funding of 1976-78 programs of the Hennepin County Park Reserve District until after the District. submits to it a review of the entire five-year development program based upon public hearin7s ; and BE IT FURTHER RESOLVED that, because of a lack of public explana- tion and justification, the Medina City Council takes no position on the merits of the Hennepin county Park Reserve District's five-year development p rogr .m.
