HomeMy Public PortalAbout16 - 2022-16 - ESTABLISHING ELECTION DISTRICTS FOR THE CITY ORDINANCE 2022-16 AN ORDINANCE ESTABLISHING ELECTIO1V DISTRICTS FOR THE CITY OF GREENCASTLE, INDIANA, PUTNAM COUNTY WHEREAS, the City of Greencastle established election districts through Ordinance No. 1990-23 an Ordinance Amending Chapter 290 of the Greens stle Code to Establish Election Districts; WHEREAS, pursuant to Indiana Code 36-4-6, the City was required to establish election districts in the year 2002 and every ten years thereafter. The City established election districts again, through Ordinance 2002-13 and Ordinance 2012-16; WHEREAS, significant growth has occurred in two of the designated districts, making it necessary to make changes to the.City's districts in order to equalize the voter population in all districts as nearly as possible. WHEREAS, the City Clerk-Treasurer has sent the required written notice within the time limit set out in I.C. 36-4-6-4(f). NOW THEREFORE,BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF GREENCASTLE that the Common Council adopts a new district boundary map that takes into account the factors outlined in I.C. 36-4-6-4, complies with such factors, and provides for fair and effective representation of constituents through its elected members as follows: 1. the City of Greencastle shall continue to have four districts, with one elected Council Representative from each district. In addition, the City shall continue to have three Council Representatives that are elected at-large. 2. the geographical district boundaries contained in Ordinance 2012-16 shall change for the conducting of Primary and General Elections of the City of Greencastle. The Council has attempted to keep districts as similar to existing districts as is piacticable; however, the districts do cross precinct lines due to the need to rectify the disparity of population numbers between the districts, as set out in I.C. 36-4-6-4(d). 5. This Ordinance shall replace Ordinance 2012-16 in its entirety. This Ordinance shall have full force and effect upon passage of the Greencastle Common Council and its approval by the Mayor. A copy of this Ordinance shall be filed with the Putnam County Clerk within thirty(30) days of its adoption.
